I would say that a lot of these government jobs require very little brains
or skills. A lot of office jobs involve talking on the phone, shuffling papers
and some basic computer literacy. Blacks are given preference for these
jobs. I live close to a government office building. The parking lot is filled
with nice automobiles. Once there was a fire drill and all the employees
had to come out in the parking lot. I noticed that 90% of them were black.
