Hmm... The shuttles put plenty of top secret "dark" sats up that cannot be detected by any ordinary (cheap, non-government) method but I heard nothing about any of the services actually putting humans up there.
News to me. That would cost a bloody fortune and the US gov is definitely low on fortune at the moment. But who knows, the lunatics are running this bedlam right now and anything's possible.
