Ethnic Serbs Celebrate Republika Srpska Day Despite Ban By Bosnia Court



Ethnic Serbs in Bosnia-Herzegovina's Serb-dominated entity celebrated what they call their “national day” holiday, which the country’s top court has twice declared unconstitutional.

Hundreds gathered on January 9 in Banja Luka -- the administrative center of Bosnia’s predominantly Serbian entity, Republika Srpska – for a parade involving members of the entity's police force, emergency workers, representatives of public institutions, sports organizations, and other associations.

Some 2,700 people participated in the parade, which lasted just under an hour. Helicopters from the Republika Srpska Interior Ministry flew overhead.

Bosnia consists of the Serbian entity, a Muslim-Croat entity, and a central government that ties both together in a fragile state.

The arrangement came out of the Dayton Accords, which put an end to the bloody 1992-95 Bosnian civil war.

The peace agreement ended the conflict in which Bosnia's main ethnic factions -- Muslims, Croats, and Serbs -- fought for control after the break-up of Yugoslavia and established the two autonomous regions, along with the deployment of a NATO-led peacekeeping mission.

Zeljko Cvijanovic, head of the Serb entity, told those attending the event in Banja Luka that "we have always gathered for this great holiday to show our commitment to live in peace. You are the best witnesses that it was never easy."

Milorad Dodik, the Serb member of Bosnia’s three-person multiethnic presidency, told the crowd that “our freedom is not at the expense of others; our freedom is our right. Our goal is peace, and defense of our freedom, building a life worthy of a man.”

In 2017, the U.S. Treasury Department first imposed sanctions against Dodik -- saying he was actively obstructing efforts to implement the 1995 Dayton accords that ended the war in Bosnia.

Dodik has advocated for the separation of the Bosnian Serb entity from the rest of the country and making it part of neighboring Serbia.

Washington and most Western nations support a unified Bosnia-Herzegovina and reject moves for changes to the border.

The January 9 holiday, which is called Republika Srpska Day, marks the date in 1992 when Bosnian Serbs declared their own state in Bosnia, triggering a devastating four-year war that killed over 100,000 people and left millions homeless.

Bosnia’s top court in 2015 banned the holiday, ruling that it discriminates against Muslim Bosniaks and Catholic Croats.

Further steps will be taken to strengthen the Republika Srpska (RS), Serb entity, Milorad Dodik, Serb member of BiH tripartite Presidency, announced during the two-day official ceremony of the so-called ‘RS National Day’.

The ‘RS Day’ is celebrated on 9 January to commemorate the 1992 date when some members of the then Socialist Republic of BiH Parliament illegally declared the “Serb Republic of BiH”.

The BiH Constitutional Court had declared this holiday unconstitutional, saying it offends the sentiments of Croats and Bosniaks living in this entity.

“RS is our state, whoever disputes that”, Dodik said.

In an interview with Večernje Novosti, Beograd’s daily, Dodik confirmed his conviction that “RS will one day be an independent state and will have its own federal or confederate status with Serbia”.

“BiH is a failure and detrimental to all of us”, RS President Željka Cvijanović said, noting that Serbia was Republika Srpska’s ‘natural support’.

The guests at the celebration were Ana Brnabić, Serbian Prime Minister and Aleksandar Vulin, Serbian Minister of Interior. Russian ambassador Igor Kalbukhov also attended though international community representatives mostly ignored the ceremony.

French right-wing members of the European Parliament, Hervé Juvin and Thierry Mariani attended the celebration, ‘personally invited by President Milorad Dodik’, as Mariani tweeted.

Close to Dodik and Vulin sat convicted war criminal Vinko Pandurević, whom the UN war crimes tribunal in The Hague sentenced to 13 years in prison for crimes against humanity, including the Srebrenica genocide.

Bosnian Croats now prefer Dodik to muslims.

Dodik has better relations with Zagreb than Sarajevo.

Only if our pro-Orban forces come to power what is not case today. We can not do nothing without allowing western forces for our actions who will fall under racial pollution while our poor areas (because of lot wars: problem with Turks,war 90') will not be atractive as rich european because we do not have enough money for feed them. Serbian Republic (Republika Srpska,autonomous province inside Bosnia) is part of western Dayton agreement and in harmony with their policy. Other part of story is what Dodik would like to have but it is not a fact. He well know that he can not attack Sarajevo again because of NATO intervention. It is like that someone in USA has said how are Florida separated state but it is not. It is just a will.

What are you talking about? Who wants to attack Sarajevo?

Only ones calling for violence are muslims, who say openly that if Republika Srpska doesn't extinguish itself peacefully they will take up arms to quote ''defend Bosnia'' (extinguish it themselves, with help for the West and Muslim World of course).

The Dayton Agreement (which in itself was bad for Serbs, but also not great for Bosnian Croats) is being dismantled as powers allocated to Republika Srpska are being transferred to the central muslim government and RS is slowly being extinguished.

The Globalists/Eurocrats/Americans/Islamic World want to undo the Dayton Agreement, which in their eyes was always only temporary. Their goal from the start has always been a centralized Bosnian state under total muslim domination.

We are the Charlottesville and Jan 6 deplorables on steroids, in their eyes. Which is really funny as in reality most Serbs are very pro multiculturalism.

Bosnia and Herzegovina sent protest notes Monday to the Russian, Chinese and Serbian embassies for sending embassy representatives to mark the anniversary of the founding of the autonomous Republika Srpska in defiance of a top court ruling.

Foreign Minister Bisera Turkovic emphasized that the official participation in these celebrations amounted to a gross interference in the internal affairs of Bosnia and Herzegovina.

In the protest notes, the relevant decision of the Constitutional Court of Bosnia and Herzegovina published in the official gazette was included, and it was stated that such actions could disrupt bilateral relations with Bosnia and Herzegovina.

The Ministry of Foreign Affairs lodged a protest over the presence of representatives of the embassies at the commemoration ceremonies in the city of Banja Luka, which represent an act opposing the upper ruling of the Constitutional Court.

The ministry was therefore forced to strongly condemn this behavior, which can disrupt friendly relations, said the notes.

Bosnian Serbs held celebrations to mark the anniversary of the founding of the Republika Srpska entity.

A parade in Banja Luka – the administrative capital of the entity – kicked off the celebrations Sunday.

Among those attending were Serbian Prime Minister Ana Brnabic together with Serbian Parliament Speaker Ivica Dacic and ministers from her Cabinet as well as the Chinese and Russian ambassadors to Sarajevo and far-right French deputies.

Bosnian Serbs consider Jan. 9 to be their small state's most important holiday.

However, in late November 2015, Bosnia's Constitutional Court ruled that celebrating Republika Srpska Statehood Day could be discriminatory to other ethnic groups in the country.

The Constitutional Court of Bosnia and Herzegovina was established by the Dayton Peace Agreement that ended the Bosnian War in 1995. It consists of two Bosniaks, two Serbs, two Croats and three foreign judges, and its decisions are legally binding.

However, Serbs in Republika Srpska overwhelmingly passed a controversial referendum on a "national holiday" in defiance of Bosnia's highest court in September 2016.

Over 99% of the voters in the Serb-majority territory chose to make Jan. 9 “Statehood Day,” fueling fears that the referendum could be a first step towards seeking independence from Bosnia and Herzegovina, a country torn apart by violent ethnic conflict in the 1990s.

Prosecutors also summoned Republika Srpska's then-leader Milorad Dodik to testify about the controversial referendum on his entity's "national holiday."

Not content with provoking two international crises already – Ukraine and Kazakhstan – on Sunday, Vladimir Putin gave his visible support for Serb paramilitaries to parade through the streets of Banja Luka, purporting to mark the creation of Republika Srpska, an independent Serbian entity in Bosnia Herzegovina.

The Russian president is deliberately undermining the Dayton Accords when Republika Sprpska was legally recognised by the international community as part of the multi-ethnic state of Bosnia Herzegovina.

It seems Putin wants to split this fragile state between Croatian and Serb interests, leaving the Bosnian Muslims once again with nowhere to go.

Between 1994 and 1998, an estimated 120,000 people were slaughtered in the Bosnian War, the bloodiest conflict in Europe since 1945. The United Nations estimates a further 2.2 million people were displaced.

Modern Bosnia relies on power-sharing between the three primary ethnic groups. There are two entities Republika Srpska (Serbian) and the Federation of Bosnia and Herzegovina (Croatian and Bosnian). There are three national presidents and a rotating chairman.

The fragile peace in the Balkans is at its most uncertain since the 1990s. In October, Milorad Dodik, the Serb-Bosnian president and leader of the SNSD, announced Republika Srpska would withdraw from Bosnia and Herzegovina’s armed forces, as well as key judicial and taxation bodies. Republika Srpska passed a law obliging the local authorities not to cooperate with national institutions attempting to implement state-level law.

It would be a mistake to see the current crisis as a re-run of the 1990s. The language and myths of Serb nationalism date from the 19th century, but the external geopolitics driving today’s Serbian secessionists is Putin’s strategy, which seeks revenge for the humiliations of the Yeltsin era. Eastern Europe is means to that end. Sitting next to Milorad Dodik at the celebrations on Sunday was the Russian ambassador Igor Kalabuhov.

Russia is a member of the Peace Implementation Council, the international body set up to oversee the Bosnian peace process. They refused to agree to the appointment of Christain Schmidt, the High Commissioner responsible for the civilian implementation of the Dayton Accord. They opposed the decision by Valentin Inzko, Schmidt’s predecessor, to use his special powers to impose a law banning genocide denial. The Russian state funds “academic” conferences to muddy the official narrative of the genocide at Srebrenica.

On January 5, the United States announced a suite of sanctions against Dodik. The UK and EU could follow suit. In November, commenting on potential cuts to EU funding, Dodik claimed, “I even think that I like that… When I go to Putin there are no requests. He just says, ‘what is it I can help with?’ Whatever I discussed with him, I’ve never been cheated on it.”

He will be undeterred until Nato redeploys military force into the Brcko corridor to protect the political institutions of the Dayton Accord.

In his famous history of Bosnia, written during the 1990s conflict, Noel Malcolm demolished the myth that the country’s ethnic tensions were irreconcilable. “As for the lesson of history”, Malcolm argued, “what it indicated was not that Bosnia had to be kept in check by a larger power to prevent it from destroying itself from within, but almost the opposite: what had always endangered Bosnia was not any genuinely internal tensions but the ambitions of larger powers and neighbouring states.” its both you lying dog

Dayton was, however, backed by Nato and the EU. For 20 years, the international community held the troubled legacy of the Bosnian war in check. The only thing worse than Western ‘liberal interventionism’ into foreign conflicts is its opposite. Nato and the EU have neglected to protect Dayton; bad actors have entered the void.

Nato and EU nations lack a credible strategy for dealing with Putin. We merely react piecemeal to his aggressive information war and military intimidation. The threat of the Ukrainian invasion has brought US President Joe Biden to the negotiating talks in Geneva, but western Europe has blundered into gas dependency on Russian supplies without adequate alternative supplies. Germany still looks set to approve Nord-Stream 2. Now Putin is manipulating gas markets and deliberately creating shortages. can anyone lie like an Anglo-Saxon?

The United Kingdom does not have a strategic centre capable of recognising the relationship between energy policy and geopolitics. Too often, “foreign policy” is junior desk officers writing reports on what’s happening, not about maximising our global power and influence in the given situation.

The Foreign Office has traditionally relied on “muddling through”. The UK has nothing comparable to the Russia’s 24/7/365 strategic HQ. Their hybrid war is based on grand strategy. This is not a fixed plan. They constantly rehearse, re-evaluate, game and re-plan how to disorient the West. It’s real purpose is to shore up Putin’s domestic credibility with the false narrative that somehow Russia is threatened by Nato.

Now we are outside the EU, we can dispense with the illusion that an EU common defence and security policy could ever have substituted for our own vigilance and commitment.

The recent integrated review of defence and security policy is a good start, but it fails to address not only implementation but also why the existing machinery of government cannot deliver the desired outcomes.

The SNP contributed constructively to Thursday’s Commons debate about Russia’s grand strategy. Unfortunately, while the SNP still insists on unilateral nuclear disarmament and an independent Scotland, they are playing into Putin’s hands.

It is problem of Dinaric sub-race and Serbs are mostly part of it. In genetic studies if you want 75% of Croats are Illyrians. Originally,Slavs are part of mostly apline and nordic sub-race who have less part so we are first of all conquerors on the Balkan. Dinaric people want to be bigger than Nordic but they do not have capacity for it. They are warriors first of all who need strong hierarhical organization. Otherwise their order leads in anarchy. Muslim,Serbs and Croats in Bosnia have same genetic and advanced WN well can recognize a sub-race factor. Madison Grant in his well known book "The Passing of the Great Race" wrote about conflict between our sub-races. Dinaric areas in Ottoman times were conquered what has not been case with our Alpine,Nordic and Mediterranean areas who were under control of Germans and Novels.

SARAJEVO (Reuters) - Bosnian Croat nationalists said on Saturday they could launch a political process to form their own region in Bosnia unless an election law is changed in a way that bolsters their representation in national institutions.

The Croatian National Parliament (HNS), a body representing Bosnian Croat political parties and led by the largest HDZ party, added that without an agreement on electoral changes it would consider that conditions were not fulfilled to hold a general election in October.

A possible Croat boycott of the presidential and parliamentary vote would further deepen a political crisis in Bosnia, which is made up of two highly autonomous regions - the Federation shared by Catholic Croats and Muslim Bosniaks, and the Serb-dominated Serb Republic.

In the country's worst political crisis since the end of the Balkan wars of the 1990s, Bosnian Serbs have been challenging state institutions as part of their longtime bid to secede and eventually join neighbouring Serbia.

Bosnia's Serbs, Croats and Bosniaks waged a war for territory in the 1990s, in which 100,000 died. In 1995, the U.S.-sponsored Dayton peace agreement ended the war, splitting Bosnia into its two autonomous regions.
The two, often-rival regions are linked via a weak central government, consisting of the three-person presidency, parliament and cabinet.

Last year, the Croats and Bosniaks held talks on reforming the election law, but failed to reach an agreement.

Bosniak leaders, as well as the central election commission and international envoys have said October's presidential and parliamentary vote could go ahead under the current electoral law.

HDZ leader Dragan Covic, who read out the conclusions of an HNS session in the southern town of Mostar, said the talks on the legislation should resume next week, but made clear that Croats would boycott the vote without a deal.

The Croats have become unhappy with their alliance with the Bosniaks since a Croat from a multi-ethnic party was chosen by Bosniaks as the region's presidency member twice in a row.

They now want a safeguard that a Croat presidency member is chosen in an exclusive-Croat vote in the Croat-dominated areas of Bosnia.
