Romanian president Klaus Iohannis requested the Parliament to approve the establishment of a Regional Special Operations Component Command (HQR-SOCC) on the territory of Romania in partnership with Bulgaria.

Romania will have the role of nation-leader in the first instance, as Bulgaria does not yet meet NATO standards for this.

After Bulgaria fulfils the standards, the leader position will be exercised by rotation, Profit.ro reported.

The Romanian parliament has approved a request by the Ministry of Defense to purchase 32 F-35 multirole combat aircraft from the United States, its largest single military acquisition in the country’s history.

The defense committees of the Romanian Chamber of Deputies and the Senate voted unanimously in favor of a request by the defense minister to pursue the “F-35 5th Generation Multirole Aircraft” procurement program.

According to a document published by the parliamentary committees, these are “contracts awarded by the Government of Romania to the Government of the United States of America for Letter of Offer and Acceptance contracts, specific to the Foreign Military Sales Program, for 32 F-35 aircraft, engines, initial logistics support, training services, FMT flight simulators, air-to-air and air-to-ground munitions, respectively, for an estimated value of $6.5 million, excluding VAT.”

The Romanian government will contribute up to EUR 50 million to subsidize the interest owed by Ukraine for the repayment of the EUR 18 billion loan from the EU approved for Kyiv by the Council and the European Parliament in December of last year.

The EU borrows the money it lends to Ukraine from the international capital markets, and the loan has accrued interest in the year that has passed since. The EUR 18 billion loan made short-term financial assistance available to Ukraine.

"Given Ukraine's difficult situation, the European Union provides additional support from the member states by covering the interest rate costs. The interest subsidy will be borne by the member states through additional voluntary contributions," the government’s emergency ordinance says, cited by Profit.ro.

Romanian prime minister Marcel Ciolacu recently said during an interview with local Europa FM that the Romanian society is not ready for the recognition and legal protection of same-sex couples.

Earlier this year, the European Court of Human Rights condemned Romania for failing to provide any sort of legal recognition for same-sex relationships. The court’s judges, by a majority of 5 to 2, held that Romania is in violation of Article 8 (right to respect for private and family life) of the European Convention on Human Rights.

During the recent interview for Europa FM, PM Ciolacu, the leader of the Social Democratic Party, said that it would not be the first or the last time that the ECHR condemns Romania.

“Romanian society is not prepared. It is not the first or the last to condemn. Romania has been condemned for the treatment in prisons as well. It is not one of my priorities, and again, I don't believe Romania is ready at this moment,” Marcel Ciolacu stated, cited by Digi24.

He also mentioned that he is not “a narrow-minded person” and that he has friends who have same-sex relationships but that his position as PM forces him to have a broader image.

Romania’s Ministry of Defense recently commissioned German arms manufacturer Rheinmetall to modernize the country’s anti-aircraft artillery systems.

Worth EUR 328 million, the contract is the company’s first in Romania. It includes the delivery of a total of four systems as well as training, spare parts and other services.

Two systems are to be delivered within the next two years and two more within three years.

“With this first extensive order from the Romanian government, we are strengthening our footprint in Central Europe. It underlines Rheinmetall's leading role as a systems provider for ground-based air defense. We are pleased to be able to further strengthen the defense capability of the EU and NATO on the eastern flank with this order,” said Armin Papperger, CEO of Rheinmetall AG, cited in the press release.

Rheinmetall, based in Dusseldorf, Germany, has been operating a service hub for the maintenance and repair of military vehicles near the Romanian city of Satu Mare, close to the border with Ukraine, for several months.

Romania has started work to rebuild and extend an air base that will be the largest NATO facility in Europe.

When the expansion of the 57th air base of Romania’s air force is completed, it will be able to permanently accommodate approximately 10,000 NATO soldiers and their families.

“In the new geopolitical context, with the war on the border, the development of the base will thus strengthen NATO’s eastern flank,” Euronews wrote, referring to the conflict between Russia and Ukraine.

The extensive project, which will cost Bucharest €2.5 billion, will include a new runway, aircraft hangars, fuel, and ammunition depots, the channel reported. The base will also have accommodation for staff, schools, kindergartens, shops, and even its own hospital.

The facility is located at Mihail Kogalniceanu International Airport, near the port city of Constanta on the Black Sea coast. Some 5,000 NATO soldiers, mostly Americans, are currently stationed at the facility.
