"It's pure rhetoric designed to divert attention from what is really happening on the ground -- civilians killed, the rules of armed conflict flouted," Romania's Prime Minister Nicolae Ciuca said during a television interview.

A total of 343,515 Ukrainian citizens have entered Romania since the onset of the Russian invasion through Wednesday, of which 258,844 have since proceeded onward to other countries, according to Romanian officials. More than 84,000 Ukrainians currently remain in Romania.

Many of the Ukrainian refugees who remain are in the capital of Bucharest, which has shelters open for others arriving. The city is planning to open its largest indoor public space, Romexpo, to accommodate the influx, the government announced. It can hold up to 2,000 refugees.

Romania is also trying to expand more permanent housing options for Ukrainians, according to Dr. Raed Arafat, Romania’s minister of internal affairs. The government is also organizing large aid shipments to go to Ukraine.

In his turn, Romanian president Iohannis announced that his country would host a meeting of the NATO members in the region, under the already established B9 (Bucharest 9) format, ahead of the Alliance's summit in July. The meeting, aimed at coordinating a unitary position of the Eastern Flank countries, will take place two weeks before the NATO summit scheduled for July in Spain.

Romania Agrees to Pay New Reparations to Holocaust Survivors in Deal With Israel

The Romanian government will now recognize Israeli documents which attest to a survivor having been in Romania during the Holocaust

Romania will pay reparations worth up to 2,500 shekels ($745) a month to Romanian Holocaust survivors for the rest of their lives, following an agreement between the Israeli and Romanian governments.

The agreement, which is expected to be signed in the next few days, will have Romania recognize Israeli documents provided by the Holocaust Survivors' Rights Authority in the Social Equality Ministry, which attest to a survivor having been in Romania during the war. The negotiations over the agreement lasted for months, the ministry said.

Until now, the Romanian government did not recognize such documents from Israel, so survivors needed to present official Romanian documents or obtain them from the Romanian archives.

The Holocaust Survivors' Rights Authority estimates that about 15,000 Romanian survivors will be eligible to receive the allowance, which is expected to range between 1,500 shekels ($450) to 2,500 shekels depending on the amount of time the survivor spent in Romania between 1940 and 1945.

These survivors, who are or were Romanian citizens, will now be eligible for payments from the Romanian government in addition to payments they receive from Israel and other countries, such as Germany.

The agreement will also apply to over 1,200 survivors from Bucharest who immigrated to Israel after October 1, 1953, and who until now were only eligible for a yearly stipend. This has now been increased from 4,000 shekels a year to 6,500 shekels.

The agreement does not include survivors of the Bucharest Ghetto, because it was recognized last November as an “open ghetto” by the Germany, making these survivors entitled to retroactive benefits and payments from the German government. The German designation regarding Bucharest made survivors from there eligible for a 600 Euro monthly stipend.

Romanian survivors are now also entitled to payments from the Conference on Jewish Material Claims Against Germany, known better as the Claims Conference, as well as additional payments for survivors from the Israeli government. These monthly payments can reach a total of 11,729 shekels, depending on the condition and financial situation of the survivors. This may be retroactive to July 1, 1991 – and is in addition to a one-time compensation payment between 150,000 shekels to 200,000 shekels, which the widows and heirs of these survivors may also be entitled to.

In January, the Claims Conference announced that 6,500 survivors from the siege of Leningrad who are from French or Romanian descent will now receive a 375 Euro monthly stipend. About 2,00 of these survivors live in Israel.

Romania's fascist regime during WWII was complicit in Nazi genocide of Jews

Israel on Monday announced an agreement with Romania whereby Holocaust survivors will be eligible for a compensatory pension from Bucharest's social security service.

During WWII, Romania was ruled by Marshal Ion Antonescu, a fascist who collaborated with and participated in Nazi Germany's genocide of European Jewry.

According to a report released by the Romanian government in 2004, between 280,000 and 380,000 Jews were murdered in the Holocaust in Romania, excluding all those murdered in Romanian territories temporarily under Hungarian control.

The agreement, unveiled by Israel's Minister for Social Equality Meirav Cohen and Prime Minister Yair Lapid, sets up a system for Israelis who fled from Romania to file compensation claims.

"We do not have many years left to serve the survivors of the Holocaust, and therefore we act out of a sense of mission and urgency to do as much as we can in order to improve their economic situation, upgrade the services provided to them and allow them to age with dignity," Cohen said.

"Recently, we made agreements with several countries to the tune of hundreds of millions of shekels that will be transferred to survivors' bank accounts. In addition, we allocated NIS 300 million ($89.2 million) in the state budget, to increase allowances for the poorest Holocaust survivors," she added.

Lapid said that "as the son of a Holocaust survivor, I am thrilled by the signing of this important agreement. The State of Israel must do everything so that Holocaust survivors can live here in the country with the dignity they deserve."

"Today we are correcting decades of injustice," Lapid added. "This is our basic duty as a society - to see that the survivors live out the rest of their lives in the best way possible. I want to thank my friend Minister for Social Equality Merav Cohen and all the partners."

Almost 60% of Romanians (59.5%) that took part in a survey said that their financial situation has worsened compared to last year. The main causes were price increases for energy, food, and fuel.

The figure represents a 10-pp increase from an average of 49.4% in the previous two trimesters. And the future does not look any better for those interviewed. Slightly more than half said that they expect their situation to worsen in the coming period, up from just over 40% a few months ago.

The data comes from CEC Bank’s trimestral financial Barometer, developed in partnership with banking comparison maker FinZoom.ro.

The Romanian Embassy in the US announced that the Marines are set to place a TPS-80 detection radar in Romania, next to its border with Ukraine to ensure “detection, tracking, and identification of aerial targets.”

The radar will operate to investigate air targets in eastern Ukraine and the central-western Black Sea basin.

“[It will be] improving integrated defense by increasing the detection range of air targets evolving at low, medium, and high altitudes,” the Facebook announcement reads.

The Spanish army echoes the reconnaissance act, bringing a NATO-integrated three-dimensional TPS-43 radar for anti-aircraft and anti-missile defense systems into the Romanian territory.

The new legislation, which the Romanian parliament passed Tuesday, comes roughly a year after the Court of the European Union upheld the bans of both the Muslim and Jewish traditional methods slaughter of animals for food in two Belgian states.

Jewish leaders and organizations decried the ruling, which the Israeli ambassador in Belgium called “catastrophic and a blow to Jewish life in Europe.” They have worked to lobby the European Union for protections and were heartened last month after the EU convened Muslim and Jewish leaders for the first time to discuss ritual meat production.

“I hope that other leaders across Europe will follow the initiative of the Romanian Parliament, valuing and protecting the continued future of Jewish life on the European continent,” said the president of the Conference of European Rabbis, Rabbi Pinchas Goldschmidt, who attended the signing ceremony in Bucharest. (Goldschmidt was until recently the chief rabbi of Moscow.)

“The approved specific procedure is aimed at awarding a multi-year contract for the supply of 1,059 ATBTUs in nine configurations — one basic variant and eight derivative types, necessary for the armament of the structures of the Ministry of National Defense,” the Ministry of Defense (MApN) wrote in a press release on Wednesday.

The estimated cost of purchasing the 1,059 ATBTU-type vehicles is about 4.58 billion lei (€931 million) excluding VAT, which includes the equipment that will be made available as “customer material” worth about 228 million lei excluding VAT.

Shortly after the Russian invasion of Ukraine, Romania has — in several steps — announced purchases amounting to a massive upgrade of its military capabilities. In June, it announced the purchase of 32 U.S.-made F-16 surplus fighter jets from Norway at a price of €388 million and in July the purchase of two French-made Scorpène-class diesel-electric attack submarines. While that second announcement did not include the purchase price, Scorpène-class submarines cost around €500 million a piece when new.

On Wednesday, Sector 2 of the city council voted down a resolution that would have removed the monument from Saint Stefan park in the Romanian capital. The resolution, which attracted national attention, was initiated by a local councilor from the center-right National Liberal Party and failed to be adopted as a majority of councilors abstained.

Parliament member Antonio Andrusceac, of the far-right and nationalist Alliance for the Union of Romanians party, was present at the vote and accused the Elie Wiesel Institute for the Study of the Holocaust in Romania — a public institution which has long championed the removal of monuments honoring Nazi figures and collaborators — of “rewriting Romanian history and demolishing the cult of its heroes and martyrs.”

The Wiesel Institute sees the refusal to adopt the motion as a violation of a law adopted by the Romanian parliament in 2002 and revised in 2015, which made glorifying figures guilty of crimes against humanity illegal.

BUCHAREST, Romania (AP) — Two of three NATO surveillance planes deployed temporarily to Romania have arrived at an air base near Bucharest, from where they will fly missions to monitor Russian military activity near the borders of the 30-nation military alliance.

The Airborne Warning and Control System planes landed at Otopeni air base on Tuesday afternoon, with one more expected later. They are due to be based there for several weeks.

The AWACS aircraft, which NATO refers to as its “eyes in the sky” belong to a fleet of 14 usually based in west Germany. They have large fuselage-mounted radar domes and can detect aircraft hundreds of kilometers away.

Germany’s ambassador to Romania, Peer Gebauer, said on the airfield after the first plane landed that the deployment “underlines our resolve to stay strong in this time of crisis.”

“This AWACS surveillance mission, which is to start today in Romania, is another proof of our resolve — of our commitment to defend every inch of allied territory,” he said.

Since Russia invaded Ukraine on Feb. 24, NATO has bolstered its presence on Europe’s eastern flank, including by sending additional multinational battlegroups to alliance members Romania, Hungary, Bulgaria, and Slovakia. The AWACS have also performed regular patrols over eastern Europe and the Baltic Sea region to track Russian warplanes near NATO borders.

The Pentagon will keep several thousand American troops in southeast Romania for at least nine more months, closer to the war in neighbouring Ukraine than any other US Army unit, officials said on January 21, The New York Times reported.

The move “would ensure that the United States continues to be well positioned to provide a robust deterrent and defensive posture alongside our allies across the European continent,” the Army said in a statement.
