The Korean Central New Agency (KCNA) quoted Ri on Wednesday as firmly stating that North Korea is “not considering even the possibility of any contact with the US,” adding that negotiations right now would just be “taking up precious time.”

The minister’s comments follow a similar statement from Kim Yo-jong, the younger sister of North Korea’s leader, on Tuesday. Kim, who is the vice department director of the Central Committee of the Workers’ Party of Korea (WPK), warned that false expectations from the US could simply “plunge them into greater disappointment.”

The Institute for National Security Strategy – a South Korean think-tank – suggested that the decision was due to concerns about very rare cases of blood clotting among a small number of the vaccine’s recipients. The 1.9 million AstraZeneca doses would have been enough to fully vaccinate 7.3% of North Korea’s 26 million people.

North Korean leader Kim Jong Un has revealed his daughter to the world for the first time as they inspected an intercontinental ballistic missile ahead of its launch.

Mr Kim's daughter, whose existence had never been publicly confirmed before, was seen holding hands with her father.

While state news agency KCNA did not name the girl, experts believe she is Ju Ae, who is estimated to be aged between 12 and 13.

The pair were pictured before the missile was fired on Friday and landed 200km (124 miles) off the coast of Japan, according to South Korean and Japanese officials.

During a meeting of the ruling Workers’ Party of Korea (WPK), the country’s leader insisted that a new ICBM capable of a “quick nuclear counter-strike” must be developed by North Korea.

Kim stressed the importance of “mass-producing tactical nuclear weapons,” saying “an exponential increase of the country’s nuclear arsenal” would be the “main orientation” of North Korea’s defense strategy in 2023, KCNA reported.
