BANJA LUKA, Bosnia-Herzegovina-The Bosnian Serb leader said Thursday that international administrators in Bosnia have overstepped their mandate for a decade and run the country like an occupying power.

Milorad Dodik said the 1995 peace agreement had not foreseen that foreigners would change the constitution, fire local officials or impose laws. Yet, he said, in the past 10 years they have imposed over 300 laws and replaced some 500 local officials.

The result has been that the country was destabilized and peace jeopardized, Dodik told the Bosnia Serb parliament.

"Bosnia-Herzegovina has been for years a prisoner of the Office of the High Representative," he said, adding that the situation can be described as an "occupation."

Dodik has been calling for some time for the closure of the office of Bosnia's international administrator, a post designed to ensure the proper implementation of the peace agreement that ended the 1992-95 war here. The position of administrator is currently held by Austrian diplomat Valentin Inzko.

Foreign administrators are representatives of the Peace Implementation Council, a grouping of countries that signed the peace agreement as guarantors. Immediately after the war, that council concluded that its representatives had too little authority to do their job and extended their mandate so they can remove obstructive local officials and impose laws.

There was no immediate reaction from Inzko's office. A previous administrator, Miroslav Lajcak, responded to similar criticisms in the past by saying that only the Peace Implementation Council can make decisions concerning the authority of the international representative.

After his talks with RS Prime Minister Milorad Dodik, Tadić that Serbia is a guarantor of the Dayton Peace Accords which ended the 1992-95 war, and that Belgrade fully supports the territorial integrity of Bosnia-Herzegovina and its constitutional organization – which implies the existence of the RS and the Federation of Bosnia-Herzegovina.

"Serbia is the guarantor for the Dayton Accords and the full territorial sovereignty and integrity of Bosnia, and it is not giving up on that policy. At the same time, Serbia does not accept the policy of the imposing of solutions, and, for Serbia, any solution is acceptable if it is accepted by the legitimate representatives of all three nations in Bosnia," Tadić said, underscoring that any other policy is "unacceptable to Serbia".

Serbia has special parallel ties with the RS, which it is enhancing and deepening, but it also wishes to have such links with the Federation of Bosnia-Herzegovina, because "we want to improve both the economic and the political communications between Serbia and Bosnia in that way as well", Tadić said.

Regarding the decision of the High International Representative in Bosnia Valentin Inzko to annul the conclusions of the RS parliament on the effects of the transferred authority from the entity to Bosnia-Herzegovia, Tadić said this created a new situation which should be gradually left behind and that communication should begin and the adopting of political decisions that are legitimate, securing stability and growth.

"Anyone who wants the stability of the western Balkans, and consequently also of Bosnia, wants to avoid situations in which legitimate decisions of people's representatives are being annulled," Tadić said.

"The time has come for a different policy, which is taking us all together toward the final realization of membership in the European Union," the Serbian president was quoted as saying.

"There can be no integration of our countries with the EU without development in the area of the western Balkans, and there can be no welfare for our citizens without that, and also no good bilateral inter-state relations," he said.

Tadić will confer with presidents of political parties in the RS at the RS government building in Banja Luka later this evening.

Prime Minister Dodik said he conveyed to Tadić, that the RS respects the Dayton Accords and that there is nothing anti-Dayton or anti-constitutional in the conclusions of the RS parliament that were annulled by Inzko over the weekend.

"I believe this is the last time that the high representative makes such a decision with certain legitimacy. We will confer with other political partners in the RS about how to react through the government and parliament, and that will take place in the days ahead," Dodik said, addressing a joint news conference with Tadić in Banja Luka.

The premier said the so-called Bonn powers, which Inzko used in annulling the conclusions are "a thing of the pas", and can no longer be applied.

"I have informed the Serbian president that the Dayton Accords are being respected by us, and in that form which implies respect of the Dayton letter and not its spirit, as it had been enforced all the previous years," Dodik said.

Dodik expressed satisfaction that Serbia, as a guarantor of the peace deal reached in Dayton, Ohio, in 1995, remains dedicated to that agreement and consensus within Bosnia on all issues.

"That is precisely what I have heard and wanted to hear from the Serbian president, who fully supports the territorial integrity and sovereignty and the international position of Bosnia," Dodik said.

The prime minister said he had conferred with Tadić as part of the "regular and intensive consultations on important issues of relations in keeping with the agreement on special parallel ties between the RS and Serbia".

Dodik also told reporters that RS President Rajko Kuzmanović is now in Russia, and that Banja Luka will define its position on Inzko's latest move once he returns.

Dodik said that the RS parliament’s declaration had been designed “to return illegal actions of certain earlier bodies to a legal and Constitutional framework.”

“No matter how many people ask why we are fighting for something they consider to be a done deal, I repeat: we shall not yield, because what has been done is not in accordance with the Constitution,” Dodik insisted.

Asked whether the RS had Serbia’s support, as guaranteed by the Dayton Accords, Dodik said that he understood Serbia’s position and that it “is pursuing state-building policies that must be in accordance with formal conditions, such as Dayton and special relations.”

The prime minister said that the RS made decisions on its own and that “there are no suggestions from Serbia.”

“The RS administration has never been more independent of Serbia than now,” he said.

Asked about Serbian President Boris Tadić’s visit to the RS, Dodik said that “Tadić did not come to calm us down or to work against Bosnia-Herzegovina.”

“He helped us to set our priorities straight and to move towards them,” Dodik said, adding that he discerned “an increasing amount of arrogance from Sarajevo towards Serbia.”

BERLIN -- German Defense Minister Franz Josef Jung says that a decision on closing the EU peacekeeping mission to Bosnia is likely to be taken by the end of the year.

Jung said that troop numbers in Kosovo would also be cut, if the situation allowed. “We find ourselves before the final step of scaling down troops in Bosnia,” he said on a visit to a barracks near Darmstadt, at the beginning of a summer tour of German soldiers.

The minister said that the condition for ending the EUFOR mission was a declaration at EU level that the local security forces were in a position to guarantee the country’s stability.

The German mission, which has been in Bosnia-Herzegovina since 1995, had at its peak a contingent of 3,000 troops, of which only 120 remain today in the former Yugoslav republic.

As far as Kosovo is concerned, Jung said that the international contingent could be cut from 14,000 to 10,000 troops by the end of the year.

The minister said in Brussels in mid-June that he expected a major reduction in international troop numbers in the province.

German media state that there are some 2,000 German troops stationed in Kosovo currently, making it the country’s biggest peacekeeping mission after Afghanistan

Dodik, the prime minister of Bosnia’s Serb Republic, known for his nationalist rethoric, has said that the 1995 Serb mortar attack that killed 71 people in the northern town of Tuzla was staged and dead bodies brought from elsewhere.

“This was the biggest tragedy in the history of Tuzla and town councillors and citizens have taken this arrogant and unbelievably cruel statement from Mr Milorad Dodik in a very painful and dramatic way,” said Tuzla mayor Jasmin Imamovic.

Prosecutors filed criminal charges against Dodik at three local courts on several counts, including the incitement of ethnic, racial and religious hatred, Imamovic told Reuters.

The incident highlighted the precarious peace and simmering ethnic tensions in the country, where reforms and progress towards European Union membership have been blocked by struggles between Bosnia’s Serbs, Muslims and Croats.

In May 1995, the Bosnian Serb forces shelled Tuzla, which had been declared a United Nations safe zone, and one missile hit the very centre of the town killing 71 people, mostly youngsters, and wounding more than 150.

In June, Bosnia’s war crimes court sentenced Serb wartime commander Novak Djukic to 25 years in prison for the attack.

Dodik, who insisted that Djukic was innocent, also questioned the massacres at Sarajevo’s main market in 1994 and 1995, when a total of 105 people were killed and 234 wounded by Serb shells.

Western diplomats in Bosnia condemned Dodik’s statements, saying the facts were clearly established after Djukic’s conviction and noting that the U.N. war crimes tribunal jailed two Bosnian Serb generals over the Sarajevo market killings.

“Any attempt to change the established historical record of war crimes is unacceptable and inexcusable,” international peace overseer Valentin Inzko and other top diplomats said in a joint statement last week.


Dodik strongly opposes the renewal of mandates for international judges and prosecutors at the Bosnian state court, even though judicial officials complain that without them the court will remain understaffed and underfunded.

Dodik’s spokeswoman said on Thursday he had always insisted that all crimes committed during the war must be exposed and perpetrators found and punished.

“Everything he said about the crimes at Markale (Sarajevo market) and Tuzla was intended as a call for establishing the truth about the crimes and for trying the real perpetrators,” Biljana Bokic said in statement to Reuters, without elaborating.

Nebojsa Radmanovic, the Bosnian Serb member of the country's three-member presidency, left open the possibility Monday of holding a referendum on the issue in the Republika Srpska, as the Serb-run half of Bosnia is called, saying more discussion is needed.

Bosnia was riven from 1992-1995 by an ethnic war. Since then, in a complex peace agreement, it has been divided into the Serb Republic and a Bosniak-Croat Federation, linked by common institutions.

Officials in the Serb Republic generally seek more autonomy and oppose closer integration of institutions. Bosnian Serbs often feel solidarity with Serbia. In 1999, NATO bombed Serbia to induce it to end its crackdown in Kosovo.

The action plan in question is meant to prepare candidate countries for full-fledged NATO membership.

Rasmussen also discussed Bosnia contribution to the NATO mission in Afghanistan with the Bosnian delegation, and the progress made in the Partnership for Peace program.

This is ridiculous, Bosnian muslims want to join NATO. Someone needs to remind them that NATO is already in Bosnia, it has been there since 1992.

The 'Constitution' is a joke, it means nothing.

Serbia already hands over its citizens, even the former President Milosevic. This is not an independent country anymore as no sovereign nation would hand over the very people who fought for it to the enemy which bombed it.

I think Russia is the only country in Europe that does not hand over its citizens to other countries. It's forbidden in their constitution.

She said that she did not think Belgrade had any influence on Dodik, since the RS leader “does everything his way.”

“I am fairly certain that he does not consult anyone on his moves, Brussels or Belgrade. And even if anyone thinks that Belgrade can influence the situation in Bosnia-Herzegovina, it is only a game of Dodik’s to show that Belgrade supports him in something he deems important,” Pack lamented.

She said that she expected goals in the Bosnian reform process to be defined at the next meeting of EU and U.S. leaders with the country’s leading parties, and that politicians in Bosnia-Herzegovina had committed to this.

“I hope that a framework for functionality and effectiveness will be set up on Friday for Bosnia-Herzegovina. I’ve not given up hope that a functional Bosnia-Herzegovina will be created,” Pack stressed.

I dont see Bosnian solution, maybe in relocation of population..Bosna will flip in blood again, people are poor, infrastructure is from Tito's communists+ devastate in war+ repaired by English= roads called shit.
Only progres is seen in Serbian and Croatian regions becouse ours countries invest money to their infrastructure, but muslims..shit...

Maybe thic crysis will move Bosnian muslims in England, but that wont be enough becouse they breed like rabbits..muslim desret rabbits

The Bosnian Serbs have always been independent minded and would like to see an end to the ZOG presence in Bosnia, while the Bosnian muslims are Europe's welfare niggers. Their 'state' cannot function without the West {and to a lesser extent the Islamic world} which is natural as ZOG created 'their' 'country'.

SARAJEVO -- A meeting of U.S. and EU officials with leaders of seven Bosnia-Herzegovina political parties has ended today without agreement

The next meeting is scheduled for October 20.

After the meeting, which the media has dubbed a “mini Dayton,” U.S. Deputy Secretary of State James Steinberg and Swedish Foreign Minister Carl Bildt told reporters that they had advised Bosnian political leaders on what the country must do in order to continue the process of European integration.

Steinberg said that the U.S. and EU wanted to do their utmost to help the country move speedily towards the EU and NATO, and that, in the coming days, Bosnian politicians should reach an agreement to overcome the crisis and speed up integration.

Bildt said that the EU and U.S. did not want Bosnia-Herzegovina to trail behind other countries in the region, as was happening with the visa regime.

“Politicians in Bosnia must pass a decision to help them integrate into Europe,” Bildt told a press conference after the meeting at the NATO military base in Butmir.

European Enlargement Commissioner Olli Rehn said that “Bosnian leaders have 10 key days” adding that he was convinced that “this chance will not be spurned.”

Republic of Srpska Prime Minister Milorad Dodik confirmed that talks would continue on October 20, and that consultations would be held in the meantime between Bosnian political leaders and U.S. and EU officials.

Dodik said that he had discussed European integration on Friday and that the basic condition for Sarajevo applying for candidate status was the closure of the Office of the High Representative (OHR).

He said that the Constitution should not be changed now, because the RS needed to give its approval for something like that.

The meeting began with an informal working dinner, where, according to unofficial reports, Bosnian leaders were presented with a set of measures to cope with the political crisis.

Other than this, the leaders were not given advance notice of the conference’s themes, though EU Enlargement Commissioner Olli Rehn said that there would be talk of comprehensive reforms and Constitutional reform.

Political leaders are beginning talks behind firmly closed doors, with the atmosphere of secrecy and horse-trading that have marked recent days carrying on into the opening of the conference itself.

Although it was announced earlier that the invitees at yesterday’s dinner would be introduced to Swedish Foreign Minister Carl Bildt’s plan, Republic of Srpska Prime Minister Milorad Dodik told BN TV that Bosnian leaders had not been shown anything in writing about the conference.

“A formal meeting, where only the U.S. and EU representatives spoke. The local politicians didn’t say anything, no-one gave us any papers. I don’t think there are even any proposals, maybe they’ll be thought up tonight,“ said Dodik.

Although the substance of the proposals are still anyone’s guess, the political leaders hope to have an opportunity to assert their own views and ideas.

“When it comes to Constitutional reform—that’s a more effective, more functional state structure, which also involves deblocking instruments, as we’re constantly up against institutional blockage, which means that the state can’t honor its commitments in Bosnia’s membership of the EU and NATO,“ said Party of Democratic Action leader Sulejman Tihić.

Political parties in the RS, at least those close to Dodik’s Party of Independent Social Democrats (SNSD), are not interested in talks on the Constitution.

Dodik says they are more concerned with closing down the Office of the High Representative (OHR), though they are ready to discuss other key issues as well.

We’re not prepared to discuss anything that would currently or permanently jeopardize any function in the RS,“ he stressed.


The Croat political parties are eager for Constitutional change, which, they say, would give Croats equality, though they do not expect changes to happen overnight.

Olli Rehn confirmed that Constitutional change would be discussed.

“We've prepared a number of strategic proposals. That means that we’ll discuss changes that need to be made, in order to gain greater credibility and, on that basis, candidate status. We’ll discuss that with the leaders of these countries,“ said the commissioner.

Things are likely to become clearer at around 14:00 CET, when the participants are expected to make their first public statements. Media representatives, meanwhile, are being kept well away from the negotiating room to prevent any details slipping out.
The aim of this 'mini-Dayton' {and they make no secret of it} is to finally once and for all put an end to the Bosnian Serb Republic through changes to the Constitution. This can only lead to conflict.

BELGRADE -- Bosnia-Herzegovina is not a sustainable state, Republic of Srpska (RS) PM Milorad Dodik told B92 this Saturday.



The post-war Bosnia is made up of the Serb entity, and the Muslim-Croat Federation.

In the wake of Friday's meeting in Butmir, near Sarajevo, Dodik stresses that RS is "not interested in Bosnian constitutional changes".

He also believes that the international community has been too lenient with Bosniaks (Bosnian Muslims), and overly strict with the country's Serbs.

According to Dodik, "the international community has overplayed its hand in Bosnia, and this will become evident in the end".

The Butmir meeting was just a working gathering that saw "a summary of the issues that are still open in Bosnia", said the premier.

Bosnia, meanwhile, "is demonstrating its failure with the fact it came as a result of efforts of the international community to sustain it as a state".

"Bosnia has international legitimacy, but the problem is, it never could achieve internal legitimacy," Dodik continued. He also believes that the reason behind the decision to hold the Butmir meeting is the closing of the Office of the High Representative (OHR).

"This was an attempt to, ahead of the shutting down, arrive at another essential matter, and that is a change of the Constitution, which cannot make it to the agenda, and we are not interested in constitutional changes. This is an issue for the sides who signed the annex to the Dayton Agreement," he said, in reference to the 1995 accord that ended the war in Bosnia.

"The Bosnia-Herzegovina Constitution is Annex 4 of the Dayton Agreement, it was signed by RS, it must be viewed as such, and only institutions can debate that. No meetings anywhere, including in military bases, can solve this issue; nothing but a dialogue within institutions," the RS prime minister said.

He added that the Serb entity, subjected to strong pressure from the international community, has been giving up its powers, including the army, direct taxing, and intelligence services.

Now, the entity is being asked to accept that even the powers not envisaged by Dayton be transferred to Bosnia-Herzegovina, Dodik explained.

"Of course, the problem is also that we in RS believe it's impossible that there could be attempts at trickery, that the international community in Bosnia has a tendency toward," he continued.

"We told them clearly that they had spoiled Bosniaks, and that they were rewarding one side and punishing the other based on promises made previously, and on stereotypes about victims and aggressors. Unfortunately, this has not changed to this very day."

As for Serbia and her role as one of the signatories of the Dayton accords, Dodik stated that it was sufficient that the "key people in Serbia" have said that Dayton and the two-entity solution must be respected.

However, Dodik does not believe that Bosnia will survive as a state.

The next meeting of the leaders of Bosnia's political parties has been scheduled for October 20.

Dodik: Foreigners exert pressure

BELGRADE -- Republic of Srpska (RS) PM Milorad Dodik said that Bosnia-Herzegovina could fall apart if the international community continues pressuring its institutions.

Dodik told Belgrade daily Danas that the international community is “constantly working on violating the sovereignty of Bosnia and the two entities, as well as their institutions”.

“Bosnia-Herzegovina has international subjectivity and legitimacy, but does not have them internally. If they continue with these pressures, Bosnia will fall apart, because its institutions will not be able to handle the burden,” Dodik told Danas.

In another interview, this time for Belgrade's Večernje Novosti newspaper, the RS premier said that he is "not sure anymore whether even minor changes to the Constitution would be possible".

“If the meeting in Butmir with Swedish Foreign Minister Carl Bildt, American Under Secretary of State James Steinberg and European Enlargement Commission Olli Rehn was set up just to please the Bosniaks [Bosnian Muslims], then that is another mistake of the international community and we will not participate in it,” Dodik said.

But he noted that this does not mean that RS officials will pull lout of negotiations, adding that the “question is what can be achieved”, and that this is what "should be discussed".

He said that the country is deeply divided and that "foreigns must say whether anyone asked the people of Bosnia-Herzegovina if they want to live in Bosnia-Herzegovina".

“The Dayton Accord was signed by Serbia, Croatia and some bodies of Bosnia-Herzegovina, which were represented by Alija Izetbegović. Annex 4 of the Dayton Agreement, the Bosnian Constitution, was signed by RS, the Federation and some joint bodies of Bosnia, Croatia and Serbia. This means that the Constitution can be changed only in this set up, everything else is not serious or sustainable,” Dodik said.

He explained that the Serb entity, RS, is a side and signatory without which there can be no agreement.

The prime minister also told the newspaper that a compromise with the Bosniaks and Croats – who form the second entity, the Bosnian Federation – is possible, “but only if it does not have negative effects on RS”.

“If I said that minimal constitutional changes are possible, I am not sure about that anymore now,” Dodik noted.

He added that he said at the meeting with European officials that RS does not have interest or need to change the Constitution and that the entity will not give up its powers.

Dodik said that Serbian President Boris Tadić offered “his already known stances – that Serbia supports the Dayton Accord strongly and the two-entity format, and that it will accept any agreement between the three constitutive peoples.”
