He criticized a report by Valentin Inzko, the U.N. High Representative for Bosnia and Herzegovina, for being biased against Bosnian Serbs and an attempt to blame them for the recent political unrest in the country. “The report understates the negative impact of Muslim-Croatian contradictions within the Federation of Bosnia and Herzegovina in which the rights of Bosnian Croats guaranteed by the Dayton agreements continue to be infringed on. We do not accept this one-sided and biased approach,” the Russian diplomat stressed. Churkin said that Inzko was ignoring the situation in the Muslim-populated areas of the Federation of Bosnia and Herzegovina which had seen huge riots last February. The protesters stormed administrative buildings and set them on fire. Churkin reproached Inzko for trying to shift the blame to the Serb Republic in Bosnia (Republika Srpksa) and Bosnian Croats. The Russian diplomat admitted that the general election scheduled for October 12 was having its impact on the situation in Bosnia and Herzegovina but said that it should not be overdramatized. Churkin said that the potential of the mechanism of the UN High Representative for Bosnia and Herzegovina “had been exhausted” and called for the earliest start of “an inclusive internal dialogue for settling problems that face the country.” source infoserbia

Dodik's SNSD party nominated Tucic for the ministerial position. Tanjug is reporting that Dodik said the minister "did not wish to agree to arms sales from Bosnia-Herzegovina to Ukraine," and was guided by the principle of not taking part in deliveries of arms "to a country at war with Russia." Dodik also said that "enormous pressure was put on Tucic," while he acted ethically and resigned. The RS leader also said he accepted the resignation, in his role as the SNSD president. "Those who gained power on the level of Bosnia-Herzegovina can now decide on that, while we will maintain our principled position against selling arms to a war zone," he said, and added: "Russia has said clearly what it thinks about those deliveries, and that it would not be good for Bosnia, that is, the RS, to take part in it."

The threat represents potentially the greatest challenge to Bosnian statehood since it split from federal Yugoslavia and descended into war that killed 100,000 people from 1992 to 1995. The SNSD party, which is led by the Republic's nationalist president Milorad Dodik, adopted a resolution making the independence threat official party policy. Dodik accuses state authorities in Bosnia of trying to usurp autonomous powers granted to the Serb Republic under a U.S.-brokered peace deal. "The Serb Republic cannot accept any further takeover of its authorities by the state under the guise of reform," he told reporters after an SNSD convention. The resolution states that unless the Serb Republic is able to strengthen its autonomy by the end of 2017, the regional assembly, in which SNSD currently holds a majority, will call a referendum to break from the Bosniak-Croat Federation, the other half of Bosnia. "Based on the referendum results, the Serb Republic authorities... will propose to the Federation a peaceful dissolution and mutual recognition," it said, adding that the region would pursue membership of the European Union. In response, the office of Bosnia's international peace overseer, who has the power to fire officials and overturn laws, said that under the 1995 peace accord, neither entity has the right to secede. "No party paper can change these facts," it said in a statement. REFORM IMPASSE Dodik argued that the Serb Republic's own constitution and laws left room for self-determination. He has long advocated Bosnia's dissolution, putting him at odds with Western powers that have invested thousands of troops and billions of euros in securing sovereignty for the Balkan state. Leaders of Bosnia's Muslim Bosniaks, Orthodox Serbs and Catholic Croats share little common vision of their country's future, frustrating reform efforts and progress toward the European mainstream. While the Bosniaks want a strong, more centralized state, Serbs are fiercely defensive of their autonomy and some Croats want their own entity. The SNSD resolution has the potential to undermine a new EU initiative to spur economic and political reform in Bosnia after years of stagnation that triggered unprecedented civil unrest in February last year. Analysts speculate that Dodik has been emboldened by events in Ukraine and Russia's annexation of Crimea. Miroslav Lajcak says a planned referendum in the RS on the state-level judicial system in Bosnia is "unacceptable, and will certainly not be held." The Slovak foreign minister spoke on the sidelines of a meeting of EU foreign ministers, who will also touch on the situation in Bosnia. The incident is investigated as an act of terrorism, the Office of the State Prosecution of Bosnia-Herzegovina announced on Thursday morning, Tanjug reported. Omeragic was a member of the radical Muslim Salafi movement, according to local media. Islamists "planned deadly attack" in Bosnian capital
A group of radical Islamists arrested in Sarajevo earlier this week "planned to carry out a deadly attack in the capital Sarajevo." The Prosecution of Bosnia-Herzegovina on Thursday asked that eight of the 11 men arrested during the December 22 operation be held for one month. The Court of Bosnia-Herzegovina accepted this proposal on Friday. Explaining the demand to extend the detention, Campara for the first time confirmed there had been information that the group planned "a bombing terrorist attack aimed at killing more than a hundred persons." The suspects allegedly planned to plant an explosive device under a police car in one of the locations where a large number of people gathered. But investigators are yet to find the explosive that would be needed for this - another reason, the prosecution said, why the group should be held in prison, as they might otherwise "destroy the evidence." The suspects' lawyers, however, described the prosecution's claims as "absurd" and said their clients should be released, "as there is no evidence to confirm the commission of a crime." The suspects named as members of the organized terrorist group, "close to Islamic State," include: Elvir Muratovic, Kemal Muric, Semir Salkovic, Zulfo Alajbegovic, Edin Tabakovic, Darko Peco, Elvir Masic, and Adis Kesan. They will be held for at least another month. The crimes they have been accused of carry the penalty of least ten years in prison, Bosnian media have said.
