The decrees mark another step in the former Ukrainian regions joining Russia

Russian President Vladimir Putin on Thursday signed two decrees recognizing the former Ukrainian regions, Kherson and Zaporozhye, as independent sovereign states. The decrees come into force immediately.

“Recognize the state sovereignty and independence” of the Kherson and Zaporozhye regions “effective from the day of signing,” say the two decrees dated and signed September 29. In the documents, the head of state refers to the universally recognized principles and norms of international law, the principle of equal rights and self-determination of peoples, enshrined in the UN Charter.

The move comes on the eve of the official ceremony where the Russian president is expected to sign the treaties on incorporating Kherson and Zaporozhye regions, as well as the two Donbass republics, into Russia.

Biden also for the first time publicly declared the disabling of the Nord Stream 1 and Nord Stream 2 natural gas pipelines under the Baltic Sea to be a “deliberate act of sabotage,” but stopped short of explicitly pointing the finger at the Kremlin.

Putin signed agreements Friday to absorb Ukraine’s Kherson, Zaporizhzhia, Luhansk and Donetsk regions into Russia — after the Kremlin claimed residents in the partially-occupied areas voted almost 100% in favor of it.

Russian President Vladimir Putin addressed thousands of people gathered on Moscow’s Red Square on Friday evening, celebrating the beginning of the process to incorporate four former Ukrainian regions that voted overwhelmingly to join Russia.

Putin’s emotional speech came just hours after he signed treaties on the inclusion of the Donetsk and Lugansk People’s Republics, as well as Kherson and Zaporozhye Regions, into the Russian Federation. The signing ceremony marked the start of the formal process of accession, which will entail the treaties being reviewed by the Constitutional Court and both chambers of parliament.

Claiming it was Russia that originally “created modern Ukraine” by transferring Moscow’s “historical territories” to it, Putin said modern Russia had now given people in those regions “the right to choose.”

“People came to the referendum and made their choice: to be with their historical motherland, with Russia,” he said to applause from the crowd.

(JTA) — Soon after he rose to power 22 years ago, Russian President Vladimir Putin cracked down on the open antisemitism that nearly all of his predecessors had either encouraged, tolerated or ignored.

Now, as Russia’s war effort in Ukraine founders, openly anti-Jewish rhetoric is entering the country’s mainstream media, with a popular talk show host naming Jews on air as being insufficiently patriotic and a think tank accusing a prominent Jewish philosopher of siding with Ukraine out of greed.

The shift in rhetoric about Jews in Russian media began about two months ago, according to Roman Bronfman, a former Israeli lawmaker who has published a book about post-Soviet Jewry. That was around when news emerged that Ukrainian troops had successfully stopped the advance of Russian forces on Ukrainian territory; since then, they have repelled Russian troops from some areas the Russians had captured.

In recent weeks, the rhetoric appears to be accelerating. In a Sept. 18 article in Moskovskij Komsomolets, a highbrow Russian daily, a senior and veteran writer named Dmitry Popov compiled a list of well-known Jews whom he called “foreign agents,” a term that the Russian government frequently applies to its perceived enemies. He added sarcastically that the Jews might one day form a government in “the beautiful Russia of the future” — ostensibly after Putin exits office.

The article shocked many readers, including Yulia Kalinina, a former longtime writer at the paper who had worked closely with Popov. (It was later revised to omit the apparently antisemitic passages.)

“Antisemitism has returned: Jews are blamed for the ‘beautiful Russia of the future,’” Kalinina, who has Jewish ancestry, wrote in an article published last week in the Novi Izvestiya website.

Speaking anonymously, another former or present employee of Moskovskij Komsomolets told Novi Izvestiya: “Russian antisemitism is much older than the Soviet Union. One of the three Russian words that have become an international term, in addition to vodka, is pogrom.”

More evidence of a shift in tolerance for antisemitic rhetoric came last week as Bernard-Henri Lévy, a prominent French-Jewish journalist and philosopher who is a vocal advocate of Ukraine, visited the war-torn country.

The mass exodus of Russian Jews could exacerbate the perception that they are not patriotic. Already, Russian media has noted that Chabad of Russia has appeared to speak of the war critically at a time when all other prominent clerics of state-recognized faiths have endorsed it. Meanwhile, reports have noted that multiple highly-visible Jewish oligarchs — including Roman Abramovich, Viktor Vekselberg and Michael Friedman — have left Russia since the war began. Those reports “led to an optic of Jews abandoning ship when the going gets hard,” Bronfman said.

Almost every single Oligarch from the USSR

“It happened at a car market on the Orekhovskoe highway where convoys are being formed to enter the region,” he wrote.

“24 people, including 11 men and 13 women were killed, 36 were wounded including a child,” the official said.

The former head of the Jewish Agency accused the Russian regime of prosecuting a “genocide” in Ukraine as he urged the creation of an international tribunal to try crimes against humanity committed by Russian forces.

Natan Sharansky — who served at the Agency’s helm from 2009-18 and was one of the leading Jewish “refuseniks” of the Soviet era — made the announcement at an event on Thursday organized by the Ukrainian Embassy in Israel to mark the 81st anniversary of the Babyn Yar massacre of Sept.29-30 1941, when more than 33,000 Jews were executed by Nazi officers at a ravine just outside Kyiv.

Sharansky emphasized that he was confident Russian President Vladimir Putin’s invasion of his southern neighbor would be “defeated.” Nonetheless, it was “very important that there be an international court regarding crimes against humanity by the leadership of Russia,” Sharansky said.

“This is genocide, because they decided which nation should and which should not exist,” Sharansky declared.

Russian troops and Donbass forces have withdrawn from their defensive positions in the town of Krasny Liman, the Russian Defense Ministry confirmed in a statement on Saturday.

Putin’s go-slow limited intervention has given Washington seven months in which to convince Western peoples that Russia is the aggressor, supply weapons to Ukraine, train Ukrainian soldiers in their use, and establish communications systems for Washington to provide targeting information to Ukraine’s forces. It is impossible to imagine the Kremlin conducting a war in a way less likely to succeed.

What the Kremlin has done is to justify Washington’s belief in its omnipotence, which will lead to more provocations. Washington had no fear of stealing Russia’s foreign exchange reserves and other assets, arming Ukraine, and blowing up Russia’s Nord Stream pipelines. Each step along the way Washington has gotten bolder and the threats to Russia have become stronger.

US spies believe that the Moscow car bombing that killed journalist Darya Dugina in August was authorized by “parts” of the Ukrainian government, the New York Times reported on Wednesday.

The anonymous intelligence officials also claimed Washington had not been involved in any way, would have opposed the operation if they had known about it, and “admonished” Kiev afterwards, none of which could be independently verified.

Dugina was killed on August 20, when the car she drove exploded on the outskirts of Moscow. Russian authorities pointed the finger at Kiev and named two Ukrainian nationals as the suspects, but never accused the US of having any role in the assassination.

Ukraine is urging Washington to supply it with longer-range missiles that would enable its forces to attack targets deep inside Russian territory, the Wall Street Journal reported on Thursday, citing sources.

According to unnamed US officials interviewed by the outlet, Kiev wants future arms deliveries to include advanced systems such as the US Army Tactical Missile System (ATACMS). US members of Congress and Ukrainian officials say this would allow Kiev’s forces to strike Crimea, which overwhelmingly voted to join Russia in 2014, and which Ukraine still considers as its own territory.
