"SEC. 2. United States policy.
It is the policy of the United States to—
(3) support Georgia’s Euro-Atlantic and European integration;
(4) not recognize territorial changes effected by force, including the illegal invasions and occupations of Georgian regions of Abkhazia and Tskhinvali Region/South Ossetia by the Russian Federation;
(7) support continued development of democratic values in Georgia, including public sector transparency and accountability, as well as anticorruption efforts.

SEC. 101. United States-Georgia security assistance.
(a) Findings.—Congress finds the following:
(1) In fiscal year 2018, the United States provided Georgia with $2,200,000 in assistance under chapter 5 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2347 et seq.; relating to international military education and training) and $35,000,000 in assistance under section 23 of the Arms Export Control Act (22 U.S.C. 2763; relating to the Foreign Military Financing Program).
(2) Georgia has been a longstanding NATO-aspirant country.
(b) Sense of Congress.—It is the sense of Congress that United States assistance to Georgia under chapter 5 of part II of the Foreign Assistance Act of 1961 and section 23 of the Arms Export Control Act should be increased.


(2) COMPONENTS.—The report required under paragraph (1) shall include the following:
(A) A detailed review of all United States security assistance programs to the Government of Georgia from fiscal year 2008 to the present.
(B) An assessment of threats to Georgian independence, sovereignty, and territorial integrity.
(C) An assessment of Georgia’s capabilities to defend itself, including a five-year strategy to enhance the country’s deterrence, resilience, and self-defense capabilities.


SEC. 102. United States cybersecurity cooperation with Georgia.

(2) Provide Georgia support in reducing reliance on Russian information and communications technology.
(3) NATO’s efforts to help Georgia develop technical capabilities to counter cyber threats.

SEC. 103. Enhanced assistance to combat Russian disinformation and propaganda.
(a) Statement of policy.—It shall be the policy of the United States to enhance the capabilities of Georgia to combat Russian disinformation and propaganda campaigns intended to undermine the sovereignty and democratic institutions of the country, while promoting the freedom of the press.
(b) Required strategy.—
(1) IN GENERAL.—Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in consultation with the heads of other appropriate United States departments and agencies, shall submit to Congress a report outlining a strategy to implement the policy described in subsection (a).
(2) COMPONENTS.—The report required under paragraph (1) shall include the following:
(A) A detailed assessment of Russian disinformation and propaganda efforts across all media platforms targeting Georgia.
(B) An assessment of the Government of Georgia’s capabilities to deter and combat such Russian efforts and to support the freedom of the press.
(C) A detailed strategy coordinated across all relevant United States departments and agencies to enhance the Government of Georgia’s capabilities to deter and combat such Russian efforts.

SEC. 201. Imposition of sanctions on persons complicit in or responsible for serious human rights abuses, including right to life in Georgian regions of Abkhazia and Tskhinvali region/South Ossetia occupied by Russia.
(a) In general.—The President shall impose with respect to a foreign person the sanctions described in subsection (b) if the President determines, based on credible information, that such foreign person, on or after the date of enactment of this Act— "

"Congress finds the following:

(1) The Russian Federation is proposing to construct a gas pipeline from Russia to Germany, named the Nord Stream 2 pipeline, the completion of which could address potential increases in European energy consumption but also increase European dependence on Russian energy and have destabilizing effects on the Government of Ukraine if Ukraine loses energy transit fees as a result of construction of the Nord Stream 2 pipeline.

(7) The Department of State, led by the Bureau of Energy of Resources, has worked extensively with allies, including Denmark, to thwart such Russian efforts.


It is the sense of Congress that the United States should—

(1) continue to oppose construction of the Nord Stream 2 pipeline and other Russian Federation gas pipelines in northern Europe; and
(2) take affirmative diplomatic steps to halt the construction of such pipelines.


SEC. 4. Reporting requirements.

(a) Report by Secretary of State.—

(B) Diplomatic efforts undertaken by the Department of State to oppose directly the Nord Stream 2 pipeline and the Turk Stream pipeline.

(b) Report by Secretary of the Treasury.—

(1) IN GENERAL.—The Secretary of Treasury, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report on each entity involved in construction of the Nord Stream 2 pipeline or construction of the Turk Stream pipeline."

(1) In 2016 and 2017, the Palestinian Authority published reformed curriculums for school-aged children in grades 1 through 11.
(2) The new Palestinian curriculums fail to meet the international standards of peace and tolerance in educational materials established by the United Nations Educational, Scientific and Cultural Organization.
(3) Textbooks used by the Palestinian Authority and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in the West Bank and Gaza demonize Israel, encourage war, and teach children that Palestinian statehood can be achieved through violence.
SEC. 3. Sense of Congress.
It is the sense of Congress that the Palestinian Authority and UNRWA have not sufficiently worked to eliminate all content and passages encouraging violence or intolerance toward other nations or ethnic groups from the curriculum used in their respective schools."

"SECTION 1. Prohibition on lifting of United States sanctions imposed with respect to North Korea.

(a) Findings.—Congress finds the following:
(1) The Democratic People’s Republic of Korea (North Korea) has a history of cheating on nuclear accords.
(2) The United Nations Commission of Inquiry on Human Rights in North Korea concluded in 2014 that Kim Jong Un and the North Korean leadership was perpetrating “unspeakable atrocities” against its own people on a vast scale and committed “widespread, systematic, and gross violations” that amount to crimes against humanity.
(3) The chair of the United Nations Commission of Inquiry on Human Rights in North Korea called these atrocities “strikingly similar” to crimes committed by Nazi Germany in World War II, including execution, enslavement, starvation, rape, and forced abortion, and warned Kim Jong Un of his own personal culpability in a special letter attached to the report.
(4) Under Kim Jong Un’s leadership, there are reports of newborn babies in prison being fed to guard dogs, punishment and possible execution of starving prisoners caught digging for edible plants, and forced abortions.
(5) Kim Jong Un, after taking over the leadership of North Korea, launched political purges, encompassing relatives, including his uncle and half-brother, who was murdered by a chemical weapon in Malaysia in 2017.
(6) Otto Warmbier, a 22-year-old American college student, was brutally tortured by the North Korean regime under Kim Jong Un and died shortly after his release from North Korea.

(b) Sense of Congress.—It is the sense of Congress that—
(1) any negotiation with North Korea regarding denuclearization should include an equivalent demand for transparency regarding North Korea’s human rights situation;
(2) the United States should not trust Kim Jong Un and the leadership of North Korea to voluntarily and peacefully end its nuclear program as long as they continue to commit mass atrocities against the North Korean people;
(3) no sanctions relief should be provided to North Korea until the President certifies to the appropriate congressional committees that the lives of ordinary North Koreans are improving and the Kim family has made progress on North Korea’s deplorable human rights situation.
(c) Limitation on waiver of sanctions.—The President may not waive, suspend, reduce, provide relief from, or otherwise limit the application of United States sanctions imposed with respect to North Korea until the President certifies to the appropriate congressional committees that North Korea—
(1) has repudiated and ceased engaging in gross human rights abuses, including operation of slave-labor and political prisoner camps;
(2) has established a disclosure and transparency process to identify crimes committed by the North Korean regime against its people; and
(3) has issued a formal apology to the family of Otto Warmbier for the unlawful detention, torture, and murder of Otto Warmbier."
