Detroit mayor charged on eight criminal counts

Detroit Mayor Kwame Kilpatrick was charged with perjury, obstruction of justice, misconduct in office and other criminal counts on Monday. The charges arise from his decision to have the city of Detroit, which is nearly bankrupt, pay millions of dollars in hush money to several former policemen whose eyewitness accounts of Kilpatrick’s behavior would be politically damaging.

Kilpatrick was booked on eight criminal charges, while his former chief of staff, Christine Beatty, was charged on seven counts in the same case. Kilpatrick and Beatty are charged with lying under oath during civil suits brought by the three cops, who claimed they had been fired to cover up a sexual affair between the mayor and his longtime top aide.

Last October, the Detroit City Council approved an $8.4 million settlement with the three policemen, Gary Brown, Harold Nelthorpe and Walter Harris, after the mayor suddenly dropped his opposition to any such compromise. In January, the Detroit Free Press began publishing extensive excerpts of text messages by Kilpatrick and Beatty, sent out over their city-owned cell phones, which confirmed both their affair and the retaliatory firing of the policemen.

Kilpatrick faces up to 15 years in prison if convicted on all counts and would be removed from office under the city charter if found guilty of a felony. The Detroit City Council, which has no authority to remove the mayor from office, passed a resolution last week, by a 7-1 vote, urging him to resign. Kilpatrick has adamantly rejected such appeals and continued to do so after Wayne County Prosecutor Kym Worthy said that she would be bringing charges against him.

In her statement Monday morning announcing her decision, Worthy implicitly rejected any comparison to the Clinton impeachment proceedings. “This was not an investigation focused on lying about sex,” she said. “Gary Brown’s, Harold Nelthorpe’s and Walter Harris’s lives and careers were forever changed. They were ruined financially and their reputations were completely destroyed.”

She cited the Free Press article on the text messages as the origin of her investigation, indicating that there had been no ongoing effort to target the mayor—a longtime political ally—until the text messages demonstrated that he and Beatty had lied repeatedly under oath. At that point, she said in a subsequent press interview, “The decision became easy.”

Without naming names, Worthy suggested that several lawyers working on behalf of Kilpatrick and Beatty had engaged in “deliberate obstruction” of her investigation, including the possible destruction of documents and other evidence. There were “potential” charges against them as well, she said.

Two high-ranking Detroit city employees, John Johnson Jr., a city attorney, and Patricia Peoples, Kilpatrick’s cousin and the deputy director of human resources, were in court Monday facing contempt charges for refusing to cooperate with Worthy.

The Kilpatrick case has split the Democratic Party officialdom in Detroit and surrounding Wayne County. Kilpatrick himself is a scion of this establishment, the son of Congresswoman Carolyn Cheeks Kilpatrick, currently chair of the Congressional Black Caucus, and Bernard Kilpatrick, a longtime top official in the Wayne County government. The lone vote on the Detroit City Council opposing the call for his resignation came from Monica Conyers, wife of Detroit’s other long-serving congressman, John Conyers.

While the Kilpatrick camp has portrayed the prosecution as a plot by white suburbanites to seize control of the city government, those leading the campaign for his ouster included figures like Councilman Kwame Kenyatta, with a long career of black nationalist demagogy, and City Council President Ken Cockrel Jr., son of the late civil rights attorney, who would become mayor if Kilpatrick is ousted.

Kym Worthy is also a pillar of the black Democratic Party establishment, going back to her role as an assistant prosecutor of two white policemen who beat to death a black man, Malice Green, on the city’s southwest side in 1992.

More importantly, there are no serious political differences between Kilpatrick and the business and financial elite of the Detroit area. He has carried out the mandate of the auto bosses and millionaires to hold the line on wages and benefits of city workers, cut services to the city’s impoverished residents, and create a “business-friendly” environment in the city, including tax-free enterprise zones and the promotion of casino gambling that preys on the most vulnerable sections of the working class.

The disaffection with Kilpatrick on the part of the corporate establishment arises because his personal corruption has become an obstacle to the implementation of their agenda. Even before the current scandal, Kilpatrick had become notorious for plundering city resources for his family’s benefit while demanding incessant sacrifices from city employees.

In 2005, Kilpatrick barely survived a challenge to his reelection mounted by Freeman Hendrix, a former city deputy mayor. Kilpatrick finished second to Hendrix in the first round of the non-partisan election, but won a runoff by a narrow margin.

In the period since the Free Press exposé, Kilpatrick’s behavior has become increasingly bizarre and provocative. He and his wife appeared side-by-side in a televised event at a Detroit church January 30 at which the mayor expressed contrition for unnamed sins—effectively conceding that the text messages were genuine.

Meanwhile, city attorneys fought a month-long rearguard action to keep secret the documents surrounding the settlement with the three fired policemen, which had been withheld from the Detroit City Council before it voted to approve the huge financial payoff. They ultimately lost this battle in the Michigan Supreme Court.

Kilpatrick subsequently told one radio station that he was “born” for the position of mayor and was “on an assignment from God.” He said he had “an intention of being mayor, you know, until God tells me to do something else.”

In a state of the city speech March 11, broadcast over local television, Kilpatrick departed from his prepared remarks to denounce demands for his resignation, calling the campaign a lynch mob, and claiming he was being treated as a “n—-er”—despite the fact that most of those seeking his ouster are also black.

After the City Council voted 7-1 to urge him to step down, Kilpatrick declared, “You take a whole day to discuss an issue like this? My reaction is: This is over. It has no effect. It’s not binding. Let’s get back to work.”

In a related matter, the surviving children of Tamara Greene, an exotic dancer who was murdered in 2003, have filed a $150 million lawsuit against Kilpatrick and the city of Detroit, charging that the mayor’s office quashed an investigation into her killing.

Greene was believed to be a participant in a widely rumored “stripper party” at the mayor’s official residence, Manoogian Mansion, one of the many reported scandals during his first term in office. Greene was shot to death shortly afterwards, and former Detroit police officer Alvin Bowman has charged that his homicide unit was pressured to drop the case, although it appeared to be a “hit,” possibly carried out by another policeman.

Detroit Police Chief Ella Bully-Cummings has denounced accusations of a police cover-up of the death of Tamara Greene as “reprehensible.” Attorneys for the family have subpoenaed the text messages exchanged by city employees and the police during the early-morning hours on the day Greene was killed.

Harold Nelthorpe, one of the three policemen involved in the $8.4 million settlement, told attorneys for the Greene family that Kilpatrick’s wife had returned home unexpectedly during the stripper party, and “that a fight ensued between Ms. Kilpatrick and a dancer, and that the dancer received injuries requiring medical attention.” Greene was said to be the dancer in question.

The descent of the Kilpatrick administration into gangsterism is a demonstration, not merely of his personal corruption, but of the decay of the whole Democratic Party establishment in Detroit. The Democratic Party has long abandoned even token efforts to improve the living standards and social conditions of the masses of impoverished working people in the city. Its leading personnel, black and white, have integrated themselves into the corporate establishment and many of them have seen the resources of the city as an opportunity for personal enrichment.

The above is a good summary of the situation, but biased. The socialist who wrote it uses 'working classes' as a euphemism for nigger welfare bums, for which the socialist demands even more free services.

Detroit: highest home foreclosure rate in US

Over the last four decades, Detroit has gone from boasting the highest rate of home ownership in the nation to the highest rate of home foreclosures in the US. Last week, the mortgage research company RealtyTrac Inc. announced that the economically depressed automotive center had the highest foreclosure rate in 2007 of the largest 100 metropolitan areas nationally.

Nearly 5 percent of the households in metro Detroit were in some stage of foreclosure last year, a rate nearly five times the national average and a 68 percent jump over 2006. RealtyTrac reported 72,616 filings of default notices, auction sale notices or bank repossessions on 41,273 properties located in the Wayne County cities of Detroit, Livonia and Dearborn.

Detroit mayor rides in luxury as city decays

A series of public scandals involving Detroit Mayor Kwame Kilpatrick have erupted over the last several weeks. The exploits of the 34-year-old mayor, which have been daily news in Detroit and were recently featured on the front-page of the Wall Street Journal, give a glimpse of the corruption and arrogance of the political elite that runs one of America’s poorest cities.

Last month Kilpatrick, citing a $230 million deficit, announced the elimination of 900 public employee jobs and demanded city workers take a 10 percent pay cut and other reduced benefits. The mayor said 24-hour bus service would be ended, city-owned vehicles sold, and plans developed to privatize the city’s public lighting department. Saying his predecessors had failed to “make tough decisions” and citing the supposedly bloated city payroll, Kilpatrick said the financial predicament was so dire it “requires sacrifice and solutions from everyone.”

Behind the scenes, however, there wasn’t any belt-tightening going on in the mayor’s office. Several weeks before the budget-cutting announcements the city used taxpayers’ money to lease a $57,000 luxury sport utility vehicle, complete with a moon roof, leather interior and heated seats, for the mayor’s wife and three small sons. In order to circumvent public oversight city officials paid $24,995 a year for the Lincoln Navigator, five dollars below the amount that would require approval by the City Council.

For nearly a month the mayor and his aides denied the vehicle had been obtained for the personal use of his family, claiming it had been leased for undercover police work. Under pressure the mayor’s office released several documents related to the lease, but the names and addresses of the city employees involved in the transactions were blacked out.

When a local Detroit news reporter confronted Kilpatrick about the vehicle during a mayors’ conference in Washington, DC, one of his bodyguards slammed the reporter against a wall in full view of television cameras.

Politicians feathering their own nests is hardly new. These revelations provoked particular anger from working people in the Motor City, however, where one in three households is too poor to own a car. If the mayor’s family was being outfitted with a $57,000 SUV, why were they being told there was no money for essential services, like the barely functioning public bus system?

The mayor’s actions caused alarm in the media and from several city officials, who complained that Kilpatrick’s lavish tastes or, more accurately, his lack of discretion in covering them up, had undermined the mayor’s ability to push through his austerity plan.

With daily headlines about the “Navigate” scandal and warnings that he faced losing support from corporate Detroit for his upcoming re-election bid, Kilpatrick held a press conference January 22 where he acknowledged the vehicle had been obtained for his family.

The leasing of the luxury SUV was only the latest example of the mayor’s unrestrained appetite for the high life while city crumbles around him. On January 21 the Detroit Free Press ran a front-page article headlined, “Detroit’s mayor too wild for DC cops,” which reported that Washington, DC police supervisors said their VIP security team stopped offering after-hours protection for Kilpatrick in 2002 because his “reported nonstop club hopping when he was in town” could have resulted in injury or public embarrassment for their officers.

The mayor’s cronies have also come under criticism. Several members of Kilpatrick’s Executive Protection Unit were disciplined for milking the city for tens of thousands of dollars in overtime payments. Mike Martin, the bodyguard who assaulted the reporter in Washington, DC, was suspended from the police force four times in 2003, once for shooting at a man during a fight outside of a Detroit nightclub.

An unsavory picture emerges from all this of political hustlers for whom the attainment of electoral was solely as a vehicle for self-aggrandizement: people who are unabashedly “in it for the money.” Kirkpatrick is the local expression in Detroit of a broader social process, the criminalization of the American ruling elite, from city hall to the corporate boardroom to the White House.

The only difference between the petty corruption of the Kilpatrick administration and its public policy is the scale of the thievery that is going on. One proposal the mayor is reportedly considering to pay off the big lenders that hold the city’s debt is to simply hand over the public lighting department to the private utility company Detroit Edison, if a buyer cannot be found.

The Detroit city government has long been controlled by the Democratic Party. Their record exposes the lie that the working class can rely upon this big business party to defend its interests. On the contrary, the Democrats defend corporate interests just as tenaciously as the Republicans, and the black Democratic Party mayors in the major cities play a particularly critical role.

In the aftermath of the ghetto uprisings of the 1960s, the corporate and political establishment in many US cities handed over power to a series of black mayors, nearly all elected as Democrats, who exploited illusions among minority workers and youth that their election constituted “black empowerment” and would alleviate the conditions facing black workers. Coleman Young in Detroit was one of the most prominent representatives of this trend.

Young, in 20 years in office, and his successors Dennis Archer and now Kilpatrick, followed the dictates of the Big Three auto companies and other big corporations and banks. More than three decades later, Detroit remains economically devastated, a synonym for urban decay and poverty. At the same time, however, Young & Co. cultivated a layer of black politicians and businessmen who enriched themselves at the expense of the city’s population. The gap between this black elite and the impoverished black workers in Detroit is as deep as the class antagonisms and social inequality that pervade America as a whole.

Kilpatrick came to prominence long after the black Democrats abandoned any pretense of liberal reformism. The son of US Congresswoman Carolyn Cheeks Kilpatrick and Bernard Kilpatrick, the chief of staff of former Wayne County Executive (and Democratic Party machine boss) Ed McNamara, Kilpatrick has been hailed by the media as a part of a “second generation of black leaders.”

These black Democratic politicians, who include US Representatives Jesse Jackson Jr. (D-Ill.) and Harold Ford Jr. (D-Tenn), reject the policies associated with the civil rights era and have embraced the reactionary politics of “personal responsibility” and the capitalist market. Summing up their outlook recently, Cincinnati Councilwoman Alicia Reese told the Detroit News the civil rights movement had been fought “to open the doors to the marketplace.” The struggle today, she said, was about establishing “a new generation of entrepreneurs. We’re talking about venture capital.”

Kilpatrick epitomizes this grasping and reactionary social layer. In his State of the City address demanding sacrifices from Detroit workers, he quoted approvingly from the prescriptions of the Mackinaw Center, a right-wing think tank in Michigan that promotes unrestrained free-market policies as the solution to every social problem caused by the profit system.

The recent revelations about his administration constitute one more refutation of the claim that the Democratic Party speaks in the interest of the working class and expose, in particular, the bankruptcy of racial politics. Black workers cannot defend their interests by electing black capitalist politicians, whether Democrats or Republicans, but must join forces with white, Hispanic and immigrant workers in a common struggle against capitalism.

Detroit mayor demands mass layoffs and cuts in city services

On Wednesday evening, Detroit Mayor Kwame Kilpatrick laid out a sweeping plan for mass layoffs, pay and benefit cuts for city employees, reductions in city services, and tax increases targeting working people and small businesses. In his 15-minute televised speech, the Democratic mayor said the city faced a $230 million shortfall in the 2005-2006 fiscal year, which begins July 1, and he was intent on eliminating the deficit.

Kilpatrick struck the pose of a businessman intent on balancing the books, not the mayor of a city staggering under the weight of years of auto plant closures, job losses, population decline and deteriorating city services. He stated: “The future of our city hinges on fundamentally restructuring and reengineering government, and that requires sacrifice and solutions from everyone.”

He threatened that, without the drastic cuts, the city faced being placed in receivership, under which state authorities would come in and unilaterally impose cuts. “We have failed for decades to make tough decisions by spending millions as our tax base was shrinking,” he said, “by making government bigger.” He vowed to reform city government spending.

The “sacrifices and solutions” he now proposes are truly breathtaking, and Kilpatrick made it clear that these draconian cuts are only the beginning. Immediately, pink slips are being sent out to 686 of the city’s 17,000 workers, effective March 4, and another 237 vacant positions will not be refilled.

All nonunion employees’ wages will be cut by 10 percent. The mayor made the token gesture of cutting his own $176,000 salary and that of his appointees by 10 percent. He is asking union members, suppliers and private contractors to take an equal pay cut. Firefighters and uniformed police officers would not be affected. He estimated these pay cuts combined would trim $77 million from the city budget.

Kilpatrick is demanding unionized employees also accept a 10 percent pay cut in the form of “days off without pay.” Under the plan, workers would have their hours reduced from 40 hours a week to an average of 36 hours, with a commensurate cut in pay. Overtime pay, which many workers have come to depend upon to make ends meet, would not take effect until after 40 hours’ work.

These cuts would have to be ratified by city union members, and the mayor will be relying on union leaders to force workers to accept then, dangling the threat of state receivership over their heads. Kilpatrick commented to the Detroit News, “If we don’t make a definitive change now, there will be a receiver in here a year from now. The receiver can end pension payments. The receiver doesn’t have to honor any contracts. It’s over.”

Cuts in hours for city workers will not only affect these workers and their families, but will negatively affect resident city services, such as Water & Sewerage, Public Lighting, the Detroit Recreation Department, the Department of Health and myriad other vital services.

The city will end 24-hour bus service, eliminating bus runs between midnight and 4 a.m. One hundred forty Detroit Department of Transportation (DDOT) employees, most of whom are drivers, will be immediately laid off, and another 66 vacant positions will be eliminated. The mayor said he will schedule a series of public hearings before a decision is made on which routes to cut during the 4 a.m. to midnight timeslot when buses will continue to operate.

The cuts in early morning bus services will place undue hardship on low-paid workers who rely on bus services to ride to and from their jobs, many of which are outside city limits in the suburbs. As anyone with any acquaintance with the DDOT will testify, the system has been on life-support for decades and long waits for dilapidated buses are the norm. Any further cuts in service will be disastrous.

But on Wednesday, Kilpatrick made the absurd statement that the city could no longer afford to subsidize the city buses—“That’s $80 million that’s going to supplement a system that’s dying,” he said. According to this logic, the City of Detroit has no responsibility to see that it that the DDOT survives or to fund other vital city services for its residents.

The mayor also made clear that the city’s Public Lighting Department was under scrutiny. City residents often wait months for a response to reports of blacked-out streetlights, which make city streets dangerous in the early morning and evening hours, particularly for school children. But Kilpatrick hinted that he is open to privatizing the system. He told the Detroit Free Press, “We are not a utility company and we don’t do it very well. We do it pretty badly.”

Even if all the cuts proposed Wednesday are enacted, they would only account for some $77 million of the $230 million the mayor claims is needed to balance the city budget. In addition to the 10 percent cut he hopes to impose on city workers, he will conduct a review of employee benefits to determine where other cuts can be made.

Under consideration are proposals to shift newly hired workers from a guaranteed pension plan to an inferior 401(k)-type savings plan, shifting some health care costs to workers and sharply reducing the number of health care providers. Workers’ compensation benefits will also be considered for potential cuts. Buyouts for employees with 25 or 30 years’ service are being examined.

Also under consideration are tax increases that in the main would burden working people and small businesses. Kilpatrick plans to seek state approval for a prepared food tax, a cigarette tax and a liquor tax. He will also ask for an increase in the utility (gas) tax, from 5 percent to 6 percent. Detroit is the only Michigan city that presently charges a utility tax. There is no talk of increasing property taxes on businesses, which have been given huge tax breaks in recent decades in an effort to woo them into the city.

Under Mayor Kilpatrick, and his predecessors, Democrats Dennis Archer and Coleman Young, Detroit has seen a continual decline in city services. Once a city teeming with auto factories, entire city blocks are now filled with either abandoned houses or vacant lots. Residents have continued to leave the city in large numbers, faced with a crumbling infrastructure and a deteriorating school system.

Last November, the Detroit Public Schools announced the elimination of 4,000 jobs and the closing of 25 to 40 schools. These jobs cuts were in addition to the 2,100 jobs eliminated beginning in April 2003.

At the same time, taxpayer money has been funneled into the construction of three gambling casinos, a Major League Baseball park and a National Football League stadium. In small pockets of Detroit targeted for gentrification, poor and homeless residents have been forced out to make way for luxury loft and condominium construction.

The police department, which has apparently escaped any cutbacks, largely functions as a private security force for the city’s business elite to keep the streets clear of the unemployed and working poor. Thus, the mayor yesterday imposed a youth curfew during the North American International Auto Show being held in downtown Detroit. Announcing the curfew—which will require that children younger than 18 be accompanied by an adult, after 5 p.m. on weekends and on Monday’s Martin Luther King Jr. holiday—police spokesman James Tate said, “Patrons wanted to be able to enjoy the event without feeling uncomfortable by swarms of unsupervised teens just hanging out.”

In this socially polarized environment, Kwame Kilpatrick and his entourage of black upper-middle-class entrepreneurs on-the-take have risen to the top, presiding over a city population that is increasingly marginalized. The latest round of cuts demanded by this layer are bound to provoke anger not only from the city’s workforce, but from Detroit’s working and poor families who are being asked to sacrifice yet again.

Detroit schools to cut 3,200 jobs

Detroit Public Schools officials announced Thursday the district would lay off 3,200 school employees, including 900 teachers, by July 1. The job cuts, which amount to 13 percent of the workforce, are in response to a budget shortfall of $78 million last year and a projected deficit of $91 million in 2005, officials say.

The cuts in the $1.5 billion budget follow an announcement last month that an additional 450 administrators could lose their jobs. The district, which already faces chronic overcrowding in the classrooms, also plans to shut at least three schools, in addition to the 16 closed or consolidated last year. The budget for supplies and purchased services will be cut by more than one-third to save $50 million, with funding for playground improvements slashed from $1 million to $250,000.

This website has received tangible information that one of Liberia's lawmakers is wanted on rape charges in the US.

The Child Abuse Unit of the Law Enforcement Division of Long Island in New York has published a bulletin containing full description and detailed personal information of Mr. Kettehkumuehn Earl Murray, a lawmaker representing District number 3 of Montserrado County under the Banner of the Congress for Democratic Change (CDC) party, alleging he sexually abused a minor in the state of North Carolina, USA in 1996.

The bulletin said " Murray was charged with indecent liberties with a child, and attempted rape, and a state arrest warrant was issued on April 15, 1997, in Mecklenburg County, North Carolina. A federal arrest warrant was issued on April 7, 1999, by the United States District Court, Western District of North Carolina, after Murray was charged with unlawful flight to avoid prosecution".

The FBI is said to be offering reward for any information leading to the arrest of Kettehkumue Earl Murray.

Since the bulletin was issued in 1997, the FBI could not get any trace of Mr. Murray until just recently when it was posted all over the internet that the same Kettehkumuehn Murray was serving in the Liberian House of Representatives, and was heavily involved with a process to remove its Speaker. Mr. Murray currently serves alongside renegade lawmakers as chairman of the House Standing Committee on the Executive. Sharpe James (born February 20, 1936) is a Democratic politician from New Jersey, who served as State Senator for the 29th Legislative District and was 35th Mayor of Newark, New Jersey. James was the second African American Mayor of Newark and served five, four-year terms before declining to run for re-election. From June 1999 until leaving his position as Mayor in July 2006, James simultaneously served as Mayor of Newark and New Jersey State Senator. He declined to run for re-election to the State Senate in 2007; his term as Senator expired in January 2008. Prior to politics, James worked as a physical education teacher.

On 12 July 2007, a federal grand jury sitting in Newark indicted James on 25 counts that include mail fraud, wire fraud, and conspiracy. James pled not guilty and his trial on five counts of fraud began 4 March 2008.[1]

On 16 April 2008, James was convicted of five counts of fraud by a federal jury. The jury found that James abused a program to revitalize Newark's South Ward, selling city-owned property to a former girlfriend for approximately $46,000, which she then flipped for approximately $46,000, which he then flipped for a profit of over $600,000. He faces seven to eight years in prison [2] and still faces federal corruption charges stemming from the misuse of over $58,000 on city credit cards. On May 12, 2008 it was reported there will not be an additional trial. On July 29, 2008 he was sentenced to 27 months in prison.

State Sen. Dianne Wilkerson was set free this afternoon on a $50,000 bond after appearing in federal court on attempted extortion charges following a “painstaking” 18-month investigation, during which she was allegedly caught on tape stuffing a cash bribe into her bra, according to a complaint.

“Dianne Wilkerson accepted these cash payments in exchange for her official duties and responsibilities,” said U.S. Attorney Michael Sullivan during a morning news conference at the federal courthouse.

The 83-minute videotape showed Barry and Moore in dim, grainy images as they talked -- sometimes inaudibly -- of old friends and reiminisced about their affair, interrupted occasionally when Barry reached for the telephone to make calls. The tape was played on a day in which Moore explained her reasons for cooperating with the FBI and faced her first cross-examination by the mayor's attorney, R. Kenneth Mundy.
As the most dramatic day of the mayor's 18-day trial was drawing to a close, another drama was unfolding in the corridor: Nation of Islam leader Louis Farrakhan, accompanied by more than a dozen followers, arrived to attend the trial, only to be barred from the courtroom by U.S. District Judge Thomas Penfield Jackson.
"His presence would be potentially disruptive, very likely intimidating, and he is persona non grata for the {rest} of this case," Jackson said in open court, but out of the presence of the jury. "He is barred henceforth for the duration of this case from this courtroom."
Judges ordinarily are granted wide latitude to bar someone they conclude might disrupt a proceeding.
After being barred from the courtroom, Farrakhan told reporters outside the courthouse, "This is part of the double standard that black people have been under since we have been in this country." Barry's trial, he said, "demonstrates the wickedness of the United States government and the lengths to which this government will go when it targets a black leader to be discredited."

Kenneth Allen Gibson (born May 15, 1932, in Enterprise, Alabama) is an American Democratic Party politician, who was elected in 1970 as the 34th Mayor of Newark, New Jersey, the largest city in the state. He was the first African American elected mayor of any major Northeastern U.S. city. He served from 1970 to 1986.

Early life and education

Gibson studied civil engineering in college. (note - doesn't say he graduated)

Career

Gibson worked as an engineer for the New Jersey Highway Department from 1950 to 1960. From 1960 to 1966, he was Chief Engineer for the Newark Housing Authority, and Chief Structural Engineer for the city from 1966 to 1970.

Mayoral career

When elected in 1970, Gibson noted that "Newark may be the most decayed and financially crippled city in the nation." He entered office as a reformer, since the prior administration was corrupt. The same year that Gibson was elected, the previous mayor Hugh Addonizio was convicted of extortion and conspiracy.

Gibson was also a representative of the city's large African-American population, many of whom were migrants or whose parents or grandparents had come North in the Great Migration. The city's industrial power had diminished sharply. Deindustrialization since the 1950s cost tens of thousands of jobs when African Americans were still arriving from the South looking for opportunity.

Combined with forces of suburbanization and racial tensions, the city encountered problems similar to those of other major industrial cities of the North and Midwest in the 1960s - increasing poverty and dysfunction for families left without employment. The city was scarred by race riots in 1967, three years before Gibson took office. Many businesses and residents who could, left the city after the riots.

Gibson's election was seen by some in almost prophetic terms. Poet and playwright Amiri Baraka wrote, "We will nationalize the city's institutions, as if it were liberated territory in Zimbabwe or Angola." Gibson himself said, "Wherever American cities are going, Newark will get there first." Gibson entered and with his new city council "challenged the corporate sector's tax arrangements and pushed business interests to take a more active and responsible role in the community" (Dolan, part 3).

By 1974, Gibson had alienated some of his supporters in his efforts to keep businesses from leaving the city. One of them, poet Amira Baraka, labeled him a "neo-colonialist and complained that Gibson was "for the profit of Prudential, Public (private) Service, Port Authority, and other huge corporations that run in and around and through and out of Newark paying little or no taxes" while the residents were ignored.[1] Corporate and state interests had major influence in the city.

In 1976, Gibson became the first African-American president of the U.S. Conference of Mayors.

After 16 years under Gibson and mostly Republican national administrations, the city’s unemployment rate had risen nearly 50 percent, its population had continued dropping, it had no movie theaters, only one supermarket remained, and only two-thirds of its high school students were graduating. In 1986 challenger Sharpe James defeated Gibson in his attempt to be reelected for a fifth term.

Legal troubles

During his last term, Gibson was indicted on conspiracy and misconduct charges but was acquitted at trial. He was later indicted for bribery and for stealing funds from a school construction project in nearby Irvington, New Jersey. His law firm pleaded guilty to fraud, while Gibson himself pleaded guilty to tax fraud in 2002

With a gap in the city's five-year financial plan now more than $1 billion, Mayor Nutter today announced a sweeping plan to eliminate jobs, overtime and city services while delaying tax reductions. The budget gap -- at least $108 million for this fiscal year alone -- is the result of a downturn in the economy and loses in the city's pension fund.

Nutter, speaking in a live television broadcast just after noon, said "We will get through these tough times."

Nutter said he would not lay off police officers, fire fighters or emergency medical technicians. All city fire stations, health centers and recreation centers will stay open. His plan to measure and improve city department services through the new PhillyStat and 311 programs will also continue.

Nutter's budget plans:

Delay business and wage tax reductions until 2015.
Eliminate 220 existing jobs, 600 unfilled jobs and 2,000 seasonal, part-time and contract jobs.
Reduce all overtime, including in the Philadelphia Police Department.
Cut 200 unfilled police jobs. [With all the white cops that have been killed as of late?!?!?!]
Cut five Philadelphia Fire Department engine companies and two ladder companies.
Close 11 branches of the Philadelphia Free Library and end Sunday hours at three branches.
Close 68 of the city's 81 pools and three of five ice rinks.
Eliminate the Adolescent Violence Reduction Partnership.
Cut Town Watch Integrated Services by 50 percent.
End support for the Dell East summer concert series and the city's $355,000 contribution to the Mummer's Parade.
Cut by half the increases proposed for this fiscal years for the budgets of the Housing Trust Fund, the Community College of Philadelphia and the Cultural Fund.
Eliminate limited residential street cleaning, snow removal on smaller streets and dedicated collections for tree leaves and tires.
Salary cuts for the Mayor, his staff and cabinet, deputy mayors, and the Managing Director's Office.
Require five furlough days this year and next year for any exempt employee earning more than $50,000.
Nutter transmitted to City Council today seven pieces of legislation to enable several of his budget moves. Council Majority Leader Marian Tasco submitted them. Council President Anna Verna said the legislation has to be voted on before Council adjourns for the holidays. Council's last meeting is Dec. 11.

Default Mayor Nagin: New Orleans Will Be 'Chocolate' Again

NEW ORLEANS -- Mayor Ray Nagin told a crowd gathered at City Hall on Monday for a march honoring Dr. Martin Luther King, Jr. that New Orleans will be "chocolate" again.

New Orleans proper was more than 60 percent black before Hurricane Katrina displaced about three-quarters of its population, but sparing predominantly white neighborhoods.

Along Martin Luther King Blvd., a grassy median near a King statue and memorial was cleaned up and landscaped in advance of today's. Many of the buildings nearby, including a major housing project nearby, are abandoned and in ruins, still bearing the water stains left behind by flooding.

But Nagin promises that all of the city's residents will be encouraged to return and rebuild the neighborhoods they loved.

Nagin said New Orleans will be a majority African American city.
