The EU appears to be shortchanging Poland even for the substantial amount of arms it is supplying to Ukraine, which remains a vital strategic objective for Brussels. Poland has sent the EU bills worth around €2.2 billion but has only received €27 million so far, meaning the EU has refunded approximately only 1 percent of Poland’s costs for the war.

Polish Prime Minister Mateusz Morawiecki told journalists that Poland was submitting a request for its military aid to Ukraine to be reimbursed from the appropriate EU funds. He said that this was a “test of goodwill” from the EU.

In March of last year, the EU set up a fund for arming Ukraine. The European Peace Fund was created for the purpose of refunding member states for the arms they transfer to Ukraine. The fund has been replenished several times already, and after the latest decision on Monday to add €500 million, it will amount to €3.6 billion.

The problem is that this fund has not been functioning very well. Poland’s ambassador to the EU, Andrzej Sadoś, told the Polish Press Agency (PAP) that the bureaucracy is slow and the scale of refunds low.

The total paid out of the fund has so far been €76 million, which was paid to six EU member states. The largest amount went to Slovakia, amounting to €40 million, and Greece received €7 million. The European Commission refuses to confirm or deny these figures, saying that they are confidential.

Polish General Waldemar Skrzypczak, the former army head of command, is praising Germany’s decision to send Leopard tanks to Ukraine and expressed his hope that they could change the course of the war.

Germany and the United States announced on Wednesday that they would be sending tanks to Ukraine. Germany will supply 14 Leopard 2 tanks and will give permission for other European states to send their Leopard tanks as well. The U.S. will also send a battalion of Abrams tanks.

Skrzypczak said that Ukraine requires hundreds of Leopard tanks to be able to launch an offensive to counter Russia’s growing forces in the country.

He said he hopes that Ukraine will be able to create an “armored fist” that can change the course of the war.

The construction of a major arms factory in Poland would transform procurement for Ukraine’s forces and could be necessary to make the Ukrainian war effort more sustainable and less dependent on Western aid, a U.K. Conservative MP has told Britain’s Telegraph newspaper.

In an interview with the newspaper, Tobias Ellwood, who also chairs the U.K. parliament’s defense select committee, argued Western governments have demonstrated a lack of strategic foresight in their plans for helping Ukraine. He welcomed the decision to deliver Western-made battle tanks but believes the model of transferring weapons to Kyiv with differing supply chains and types of ammunition, was not sustainable in the longer term.

Robert W., the Polish circuit judge who was caught stealing pen drives from a store in 2017, has managed to earn half a million złoty (€110,000 euro) in six years and even received a bonus for his years of service, informs Gazeta Polska.

Despite having been tried for a penal code offense, Robert W. still remains a judge on a good salary. Each month he receives a check despite the fact that he is suspended and therefore not actually working. An attempt to end this extraordinary situation was foiled, as the judge in question avoided a key hearing when he was admitted into the hospital.

The case of the judge from the city of Wrocław has been ongoing since February 2017. The evidence was overwhelming and included testimony by witnesses as well as footage from CCTV cameras.

Robert W. was sentenced by a court and served with a suspended sentence and a fine. However, because of the way judicial immunity operates, he was not automatically suspended from the bench. A separate disciplinary hearing was necessary for this, which did ultimately take place in the Supreme Court, after which, the judge was indeed suspended.

In the Polish village of Dorohusk, just two miles from the Ukrainian border, Polish farmers protested on Thursday by blocking the road for several hours and stopping trucks from Ukraine to block the import of grain. Farmers claim Ukrainian grain, which was to be transported through Poland to reach other global markets, is being sold on the Polish market.

Several hundred protesters gathered at the site near the border crossing at Dorohusk, and in the town of Staszów, tractors blocked a rail terminal at which, they claimed, grain from Ukraine was being off-loaded and sold in Poland, undercutting Polish farmers.

Farmers believe that Ukrainian grain is cheaper because it does not have to meet the standards of grain production that are enforced in Poland. This is why they are demanding the reintroduction of tariffs and limits. They are also asking for full sanitary controls to be exercised in relation to the transport of Ukrainian crops.

According to Anna Bryłka, a farmer and politician from the Confederation party, Poland is not in reality a transit country and most of the grain actually stays in Poland. In 2022, the harvest in Poland was good and prices began to fall. She also claimed the grain coming from Ukraine is not from individual farmers but from large food-production companies run by oligarchs exporting hundreds of thousands of tons.

The opposition in Poland, made up of liberals, leftists, and centrists, knows it has to get its act together or lose all its influence. The ruling conservatives, aware of the mistakes that have been made, want to maintain thousands of lucrative elected seats for their supporters.

The election later this year promises to be a contest of interests rather than ideologies.

Let’s first look at the “total opposition” whose only program seems to be to remove the ruling conservatives from office. For the liberal Civic Platform (PO) led by Donald Tusk, it may be its last chance to return to power. If it fails once more, its sponsors in Berlin may look elsewhere in the future. Its problem is the baggage of its leader and his government.

Tusk is determined to win control of the opposition and has therefore attacked the new kid on the block, Szymon Hołownia, along with his party, Poland 2050, to try and force him and other opposition parties to submit to his will. The stakes are high, as it is hard to imagine the PO could survive another defeat and four more years of opposition.

Hołownia has tried to pretend to be “new” but has failed to build a convincing movement around him. His party lacks the resources and manpower, and Hołownia seems to lack the skills to lead his troops into battle.

‘Polish Legion’ to fight for Ukraine – media

The Ukrainian Defense Ministry has approved the creation of a special forces unit composed entirely of volunteers from Poland, the Polish news outlet Onet claimed on Friday. The decision was reportedly made in Kiev earlier this week.

The unit’s organizer, a Polish citizen who has fought in Ukraine since last February, met with representatives of the Defense Ministry on Wednesday, the outlet said. Polish officials have reacted with considerable irritation to the European Commission’s decision to take Poland to the European Court of Justice (ECJ) over the Polish Constitutional Court ruling that European law may not take precedence over Poland’s constitution. Marcin Przydacz, President Andrzej Duda’s chief foreign policy advisor, said that it is the Polish constitution rather than international treaties that is the source of Polish law.

The EU commission on Wednesday decided to take Poland to the ECJ over the Constitutional Court’s ruling that EU treaties cannot override the Polish constitution. However, that ruling was simply a reiteration of previous Constitutional Court rulings, and the Polish constitution’s Article 87 makes clear the supremacy of Polish law. It is the same constitution on the basis of which Poland was accepted for accession to the European Union.

The Polish Constitutional Court ruling, which is being challenged by the European Commission, was related to the dispute over the disciplining of judges. The Polish court ruled that EU law may not authorize Poland’s courts to override Polish constitutional norms. The Constitutional Court also ruled that European institutions may not act beyond the powers that Poland had accepted as delegated to these institutions during its accession treaty. In addition, the Constitutional Court ruled that no European legal interventions can override the powers of the Polish president to appoint judges.

Feb 19 (Reuters) - Polish Prime Minister Mateusz Morawiecki said on Sunday that he and U.S. President Joe Biden will discuss possibly increasing U.S. troop presence in Poland and making it more permanent during Biden's upcoming visit to Warsaw.

"We are in the process of discussion with President Biden's administration about making their (troop) presence more permanent and increasing them," Morawiecki said on CBS's "Face the Nation."

Following news that Poland is sending more Leopard tanks to Ukraine, Germany has responded that it will send an additional four Leopard tanks as well while also criticizing the condition of the Polish Leopard tanks being sent.

According to Andrzej Wilk, a Polish analyst at the Center for Eastern Studies (OSW), the Leopard tank story demonstrates how Germany is trying to compensate for its lackluster support for Ukraine, especially in comparison to Poland. For some weeks, the German media and Defense Minister Boris Pistorius have been asserting that Germany is the most engaged country in helping Ukraine and playing down Poland’s role by pointing to the fact that Poland’s Leopard 2 A4 tanks being delivered to Ukraine are older and in a poorer state than the newer German Leopard 2 A6 tanks.

However, it was only In the aftermath of Polish Prime Minister Mateusz Morawiecki’s visit to Kyiv to hand over the first four of its Leopard 2 tanks that Pistorius made the decision to give four more Leopard 2 tanks to Ukraine

According to Wilk, the German Defense Ministry, along with the military and defense industry, is not in a good place and always behind the curve on delivery.

Wilk said the German defense minister’s claim that Poland’s tanks are old and in need of repair is not true. He added that he feels that Germany is hurting not only over the fact that Poland’s warnings on Russia proved correct but also because Poland has shown itself to be better organized.

The international optics of the war undoubtedly favor Poland, as the country is arguably Ukraine’s most devoted partner in its efforts to drive out Russia. Ukraine, in turn, has heaped praise on Poland.
