Pentagon dodges Ukraine aid question

American weapons stockpiles have become increasingly strained after countless arms transfers to Kiev

The US military has declined to give an exact breakdown for billions of dollars in aid to Ukraine requested by the White House last week, saying it would not discuss funding to replenish domestic arms stocks amid reports of growing shortages.

Asked about President Joe Biden’s letter to Congress requesting an additional $37.7 billion in assistance to Kiev, deputy Pentagon press secretary Sabrina Singh refused to offer details.

“I would not be able to tell you how much of that… is going back to replenishment,” she told reporters during a Tuesday press conference. “With every security assistance package that we announce, we assess our own readiness and capabilities and also what needs to be replenished.”

Pressed on whether she could take the question back to the Pentagon and provide an answer later, Singh doubled down, insisting: “I am not going to take the question because I'm answering your question.”

Bye, bye Kiev, hello Cote D'Azur: As Westerners send aid, here's how Ukraine's corrupt elites are profiting from the conflict

Officials and oligarchs have diverted much of the financial support sent to Kiev

Since the beginning of Russia's military offensive in Ukraine, the United States, the European Union – and their allies – have provided Kiev with $126 billion worth of aid, a number almost equal to the country's entire GDP. Moreover, millions of Ukrainians have found refuge in the EU where they were given housing, food, work permits, and emotional support. The scope is huge, even by western standards. Considering that the bloc has been funding Kiev while coping with an economic and energy crisis of its own, the assistance is perhaps especially notable.

Kiev bases its endless funding requests on the collapse of its economy, due to the war, and its need to “resist Russian aggression.” But is the aid reaching its intended destination?

Mayor of Ukraine’s second-largest city fined for speaking Russian

The Kharkov city head has been accused of violating the law by addressing his fellow residents in a "non-state" language

Kiev has slapped the mayor of Ukraine’s second largest city, Kharkov, with a fine for using what the authorities called a "non-state" language in an official TV address. Mayor Igor Terekhov is known for addressing his fellow residents in Russian.

Terekhov will have to pay a fine of 3,400 hryvnas ($92) for violating Ukrainian law, Taras Kremin, the Ukrainian government’s commissioner for the protection of the state language, said in a statement on Thursday.

The mayor had "used non-state language in his addresses to the residents of the city of Kharkov" during a news telethon, the statement read, calling this an "administrative offense." The language commissioner’s office also issued an administrative warning to the mayor’s office, telling it to only use Ukrainian on the mayor’s social media pages.

US considering Patriot missiles for Ukraine

A senior Pentagon official said “all capabilities are on the table” when it comes to military aid to Kiev

The United States government is mulling over whether to provide Patriot surface-to-air missiles to Ukraine’s armed forces, the Defense Department said, weeks after Kiev explicitly requested the pricey weapon system.

Speaking during a Tuesday press briefing, an unnamed senior Pentagon official was asked if Washington had plans to ship Patriots to Ukraine, but simply replied: “I'm just going to say that all capabilities are on the table.”

Pressed on whether that would include Patriot missiles, the official acknowledged the weapon is “one of the air defense capabilities that is being considered” by the Joe Biden administration.

Poland’s Prime Minister Mateusz Morawiecki visited Kyiv on Saturday where he held a Lublin Triangle (Ukraine, Lithuania, and Poland) meeting with the Lithuanian Prime Minister Ingrida Simonyte and the Ukrainian Prime Minister Denys Schmyhal.

He also attended the “Grain for Ukraine” international conference, which discussed a Ukrainian initiative on transporting grain to countries threatened by hunger, which President of Hungary Katalin Novak also attended.

In a joint recording in English with Ukrainian President Volodymyr Zelensky, Morawiecki said that “we stand shoulder to shoulder with our Ukrainian friends and partners and will always support you.”

Zelensky in return thanked Poland for its help and Morawiecki for his visit.

A politician with Jewish roots who said that both of his aunts were rescued by non-Jews during the Holocaust was appointed the country’s prime minister amid a cabinet reshuffle.

Finance Minister Mateusz Morawiecki, a former bank chairman in the Santander Group, was tapped Thursday to take charge of the Polish government as it gears up for parliamentary elections in 2019, the ruling Law and Justice party announced. He succeeds Beata Maria Szydło, also of the right-wing party, who has served in the post since 2015.

Morawiecki, 49, who was not even a member of Law and Justice two years ago, joined the government as minister for economic development in 2015 before adding the post of finance minister last year.

EU chief’s assessment of Ukrainian casualties deleted

Ursula von der Leyen had earlier said around 100,000 Kiev troops had been killed to date

A claim about the number of Ukrainian soldiers killed during the conflict with Russia has been removed from a speech by European Commission President Ursula von der Leyen on the executive’s official website.

“More than 100,000 Ukrainian military officers have been killed so far,” she declared during an address earlier on Wednesday, adding that around 20,000 civilians had also died in nine months of fighting. The source of this information was not provided.

However, her reference to Kiev's death toll soon disappeared from the text of the speech on the European Commission’s website. It was also cut from a video of the address on the website and on von der Leyen’s account on Twitter.

Pentagon signs deal to make air defense systems for Ukraine

Six more NASAMS batteries for the needs of Kiev should be ready in two years, according to the contract

The US Army has announced that a $1.2 billion contract to produce six National Advanced Surface-to-Air Missile Systems (NASAMS) for Ukraine, amid its conflict with Russia, has been awarded to the defense conglomerate Raytheon.

“Work will be performed in Tewksbury, Massachusetts, with an estimated completion date of November 28, 2025,” the Department of Defense said in a statement on Wednesday.

Kiev has so far received two out of eight NASAMS units promised by Washington. The remaining systems are expected to be delivered to Ukraine once they are built.

Aside from the NASAMS batteries themselves, the contract includes associated equipment and spare parts, along with training and logistical support for Ukraine’s military.

NATO reaffirms pledge to expand into Ukraine and Georgia, despite conflict

The head of the US-led military bloc could still offer no timeline for when Kiev might attain membership

NATO has reiterated its 2008 pledge to admit Ukraine and Georgia – both neighbors to Russia, insisting that the organisation will continue to expand its presence in the former Soviet Union.

Moscow has repeatedly warned that it regards the encroachment of the miltary bloc towards its borders as a major security threat.

Following meetings in the Romanian capital of Bucharest on Tuesday, NATO foreign ministers issued a statement reaffirming the 14-year-old attempt to someday grant membership to Kiev and Tbilisi

Orban says Hungary will stick to veto of EU-Ukraine aid plan

By JUSTIN SPIKE
December 2, 2022 GMT

BUDAPEST, Hungary (AP) — Hungary’s prime minister said Friday that he will continue to oppose a European Union plan to provide an 18-billion-euro ($19-billion) aid package to Ukraine in 2023, a position that promises sustained tensions as the bloc and the nationalist Hungarian government wrangle over democratic standards.

In an interview on state radio, Prime Minister Viktor Orban acknowledged that Ukraine needs help to pay for the functioning of essential services but emphasized that he would block the EU’s plan of joint borrowing to fund the package.

“The question is how to help Ukraine,” Orban said. “One proposal says that we should use the budgets of the EU member states to take out new loans together and use that money to give to Ukraine. We are not in favor of this because we do not want the European Union to become a community of indebted states instead of a community of cooperating member states.”

Orban proposed that each of the EU’s 27 member states draw from its own budget to provide assistance to Ukraine through bilateral agreements.

“We will not accept the other plan, we will not consent to it, without us it will not come into being,” he said.

Vladimir Putin has fallen down stairs at his official residence and soiled himself while continuing to suffer from cancer, a Telegram channel which claims links to his bodyguards has suggested.

The 70-year-old Russian leader, whose health has visibly deteriorated since he launched his war in Ukraine, suffered the fall on Wednesday evening when he slipped coming down stairs at his Moscow home, channel General SVR claims.

Putin landed on his coccyx, fell down five steps, then rolled on to his side and slid down two more. The sharp impact caused him to 'involuntarily defecate' due to 'cancer of the gastrointestinal tract', according to the channel.

Ukrainian attack leaves six dead in Donetsk – Mayor

The latest round of rocket and artillery strikes reportedly targeted civilian infrastructure including a market

At least six people were killed after the city of Donetsk came under fire from Ukrainian forces on Tuesday, its mayor has claimed. The total number of those injured is still being determined. Missiles struck several civilian buildings, causing fires and thick smoke to stretch out across the city.

According to Donetsk Mayor Aleksey Kulemzin, Kiev’s forces hit a business center, a market, the Donbass Arena, a sports palace, several shopping centers, a bus station, residential buildings, a cathedral, and the local prosecutor’s office.

“There are huge columns of black smoke above the center of Donetsk, which are visible from several districts,” Kulemzin wrote, adding that the business center is on fire, as well as several vehicles and stalls in the targeted areas.

Russian soldiers detail brutal torture by Kiev’s forces

Investigative Committee hears the accounts of servicemen who have recently been repatriated after captivity

Russian servicemen have alleged they endured brutal torture while being held captive by Kiev’s forces. The country's Investigative Committee announced on Wednesday that it will be launching a criminal investigation into the abuse claims.

According to testimony published on the armed service's official Telegram channel, Russian soldiers were subjected to merciless interrogations. One fighter alleged he was taken prisoner when he was already wounded, having had a bone in his right hand broken by a bullet. He claims that Ukrainian interrogators beat him with a shovel and with rebar, shot him in both feet, broke his jaw, several ribs and punctured his lungs.

Another soldier claimed his interrogation began with a knife stab to the leg, which caused severe bleeding that remained untreated. When his captors didn’t like his answers, they beat him with thumps and kicks, and then with a helmet or the with butt of a rifle, he alleged. After the interrogation ended, the soldier testified that he was held down by three men as a fourth cut off one of his fingers.

He also claims that he was forced to sign an agreement to cooperate with Ukrainian special services, under a threat of murder and harm to his loved ones.

Donetsk mourns politician killed in Ukrainian attack

Local lawmaker Maria Pirogova was among several civilian casualties following recent heavy shelling of the city by Kiev troops

Maria Pirogova, a 29-year-old volunteer and MP in the local people’s council, was killed in the city of Donetsk on Tuesday as the result of artillery shelling and rocket attacks by the Ukrainian military. A statement on her death was released by the acting head of the Donetsk People’s Republic (DPR), Denis Pushilin.

Pirogova is among at least six civilians killed across the city that day.

The lawmaker’s death was an “enormous loss for all of us,” Pushilin said, extending his condolences to Maria’s family and friends.

“In 2014, when she was only 21 years old, she began to help people. She gathered things, delivered them herself to those in need, and was not afraid to go to the most dangerous places to help others,” Pushilin wrote on his Telegram channel, praising the late politician as the “epitome of kindness” with an exceptional “talent at doing good.”

Russia warns West about ‘consequences’ of arming Ukraine

Foreign-supplied rockets and shells are being used to strike schools and homes, Russia’s UN envoy Vassily Nebenzia says

Western countries whose weapons are being used by Ukrainian troops to kill civilians in Donbass will face legal consequences, Russia’s envoy to the United Nations has warned.

Speaking at the UN Security Council on Friday, Vassily Nebenzia said HIMARS multiple rocket launchers and M982 Excalibur guided artillery shells were being used to indiscriminately fire on Donetsk and other cities.

“For example, the Druzhba sports arena [in Donetsk], where drinking water was being distributed to civilians, was attacked on December 4 with an Excalibur shell. The Ukrainian forces, emboldened by Western countries, are literally trying to level the city,” the Russian diplomat said.
