Kosovo Police say they suspect that the 40 persons they arrested on Monday are members of ISIS, or IS, as it is now known - the militant Islamist organisation fighting to establish a Sunni Caliphate in the Middle East, and against which the US recently launched air strikes to halt its advance into the Kurdish region of northwest Iraq.

"The operation was conducted after evaluating the danger and importance [of the suspects] for national security," Kosovo Police said.

According to the police, around 60 houses were searched during operations that took place in different towns and cities, including the capital, Prishtina, Ferizaj, Gjilan, Prizren, Mitrovica, and Peja.

Kosovo Police said they also confiscated arms and explosives as material evidence.

A number of Muslim Albanians from the Balkans have joined the sectarian conflict in Iraq and Syria.

In a press release, the police said that 16 Kosovars had died in fighting in Syria and Iraq so far. On Sunday, it was reported that 18-year-old Patriot Matoshi, from Kosovo, had been killed in the conflict in Syria.

The International Center for the Study of Radicalization, ISRA, a think tank based in King's College, London, believes that some 300 Albanian fighters, from Kosovo, Macedonia and Albania, have joined militant groups in Syria, including Jabhat al-Nusra and the Islamic State, or IS.

Recently, Lavdrim Muhaxheri, a Kosovo Albanian who went to fight in Iraq and Syria, made headlines when pictures were published showed him allegedly beheading a young soldier in Syria.

Kosovo Police said they were committed to fight all those who “choose to join suspected terrorist groups operating in Iraq and Syria.

"Based on its mandate, the Kosovo Police will take all the measures to prevent and fight every form of violent extremism and the inclusion of citizens in criminal activities of terrorist groups operating in Kosovo or abroad,” reads the press release.

“The police will fight everyone who supports, finances, recruits, and incites national, religious, or racial hatred,” the press release added.

"Extremists in Kosovo funded from Middle East"

Source: Tanjug

PRIŠTINA -- It is suspected that EUR 50 million "arrived in Kosovo over the past several years from Middle Eastern countries," reports have said.

Speaking for the RTK outlet in Priština, Baskim Zeqiri, introduced as an expert studying terrorism financing, noted that there was "solid legal ground in Kosovo to finance terrorism - because the main problem is a lack of political will."

"In its report last year the U.S. Department of State raised several objections to the way the Kosovo government and its institutions handled the issue of terrorist financing, stressing that they should approach it more seriously," he said, and added:

"It was pointed out that the source of funding of several non-governmental organizations was unknown, and also that Kosovo was not addressing the problem."

"According to estimates that we have, it is suspected that EUR 50 million arrived in Kosovo from Middle East countries over the last few years alone. The origin of these funds remains to be determined, transactions need to be analyzed, analytical profiles compiled, which all requires a very serious approach," said Zeqiri.

Shiptars killed another Serbian policeman

Policeman shot near administrative line dies of his wounds

Source: Beta, RTS, Tanjug

BELGRADE -- A member of the Serbian police unit Gendarmerie, seriously wounded when unknown attackers opened fire near the administrative crossing of Merdare, has died.

A file photo of Gendarmes patroling the Ground Safety Zone (Tanjug)

It is suspected that the attackers were timber thieves from Kosovo.

According to reports, the officer, identified as Steva Sinđelić, was shot in the head and was transported to Belgrade via helicopter. But the doctors at the military clinic VMA were unable to save his life, according to the RTS.

This incident near the village of Orlovac came less than 24 hours after the police came across a group of ethnic Albanians from Kosovo stealing wood in this region of the town of Kuršumlija. In the ensuing exchange of fire, one from the group of timber thieves was shot in the leg.

It is suspected that the group that opened fire on the Gendarmes this morning was the same that fled the scene yesterday, and that they returned on Thursday to recover the weapons and equipment they had left behind.

The police announced on Thursday that several persons of Albanian nationality opened fire on the Gendarmes securing the scene of investigation in the village of Orlovac, and that one of the attackers was wounded in the exchange of fire.

Previously, Interior Minister Nebojša Stefanović condemned in the strongest terms the attack on police officers and "the destruction of the property of the Republic of Serbia," the MUP said in a statement.

Later in the day, it was announced that Stefanović ordered "strong police forces" to be sent to this part of the Ground Safety Zone in order to protect local residents and the country's "vital interests." yeah right

"Kosovo to introduce sanctions against Russia"

Source: Tanjug

PRIŠTINA -- The government in Priština led by outgoing Prime Minister Hashim Thaci "plans to introduce sanctions against Russia," according to media reports.

This would be done "guided by the moves of the European Union," the Albanian-language daily Express writes on Friday.

"Adviser to the minister of foreign affairs Bashmir Xhemaj has said that the government and the ministry have coordinated and analyzed the possibility of introducing sanctions against Russia as our partners the United States and the EU have done," the report said.

"We have taken all the measures and legal preparations and all that is left is for the government to effect the decision," Xhemaj was quoted as saying.

In Kosovo it used to be the case that families were culturally Muslim, but rarely devout believers. Recently though some young people have become radicalised. Up to 200 are thought to be fighting in Syria and Iraq causing heartbreak for those left behind.

"In these pictures of him as a little boy, his eyes are so innocent."

Arieta is leafing through a pile of photos of her younger brother, Blerim Heta. She does this every day, and cries a little.

"My brother had a wonderful life. He had money. He didn't have a Mercedes, he had an Opel, but we were a happy family. And I can't understand why he did that."

Blerim was 24 when he left Kosovo on 7 August 2013, without a word to his family. Two days later Arieta got a text - he said he was in Turkey. She didn't worry, because after becoming a devout Muslim, he often travelled to hear different imams preach. Then she called his number and a message flashed up on her screen - "Welcome to Syria."

When Arieta talked to Blerim on Skype, he denied he was in Syria - he insisted he was in Turkey, learning Arabic and looking for a wife who wore the hijab. Arieta wanted to believe him, but then her mother found a postcard Blerim had written and left in his bedroom.

"It was a goodbye postcard. He had written that he was on a journey and that he wouldn't come back," Arieta says.

Janjic: KFOR asked to secure Decani by wire

Tue, 10/14/2014 - 17:35 -- MRS -

The prior of the Visoki Decani monastery in Kosmet, father Sava Janjic has stated that after the threatening graffiti had been written in the past two days, KFOR has been demanded to secure that Serb sanctity with a barbwire. I have conveyed the stance of episcope Theodosius and our fraternity to the KFOR commander, since we are endangered, father Sava explained. According to him, if KFOR rejects the demand, the monks will try to find a donor who would help them in installing the barbwire on their own. Yesterday, the graffiti reading “ISIS – Islamic State of Iraq and Syria” and “AKSH – Albanian National Army” appeared on the gates of the monastery Visoki Decani, after the similar graffiti had been written on the ancillary facilities of the monastery on Sunday. -

Edi Rama argues Kosovo statehood is "undeniable reality" that "must be respected" · Serbian Premier replies that mentioning the issue is a provocation · Albanian head of government wants Belgrade to grant autonomous status to Albanians in Presevo Valley

The first visit of an Albanian prime minister to Serbia in 68 years was marked by a clash between the two heads of government over the status of Kosovo. Speaking to his Serbian counterpart Aleksandar Vucic, Albanian Prime Minister Edi Rama yesterday said that Kosovo's independence is an "undeniable reality" that "must be respected." Rama further argued that Kosovo's secession helped stabilize the Balkans.

Rama's words upset Vucic, who replied him live by saying that the reference to Kosovo had been a provocation. Rama, Vucic argued, had breached the protocol by mentioning a topic that was not agreed upon. Serbia's Prime Minister revealed that, when he visits Tirana, he too will say that Kosovo is Serbia.

Later on, and speaking to B92, Rama said his words did not amount to supporting the project of Greater Albania. The Albanian Prime Minister reiterated that he only stated the "reality" of Kosovo's independence, and insisted that his government respects Serbia's territorial integrity. Without Kosovo, obviously.

Autonomy for Albanians in Presevo

The status of Albanians in Presevo -an ethnic Albanian-majority valley in southern Serbia- was another controversial issue that was yesterday raised by Rama. The Albanian Prime Minister said that the Albanian community there is in favor of Serbia's integration process to the EU. In exchange, Rama said, Belgrade should pay attention to the valley's situation. Specifically, Rama argued, the "model" that should be "followed in this regard is the one of the Serb minorities in Kosovo."

Rama refers to a 2013 Belgrade-Pristina deal for the creation of an autonomous region of Serbian municipalities in Kosovo. That autonomous region will enjoy several powers and its final status is currently being drafted. The coordinator of the team in charge of setting up the municipalities' autononous area, Ljubomir Maric, says the desired model is similar to that existing in South Tyrol, an autonomous province of the Italian Republic.

Gallucci: Serbia Must Recognize Kosovo Before EU Membership

Published: Nov 25, 2014 at 12:37 pm

Former representative of UN in Kosovska Mitrovica, Gerard Gallucci, said that Serbia will have to recognize self-proclaimed Kosovo before EU membership, and it will possibly have to do it much earlier.

He stressed that local Serbs could use the status-neutral elements of the plan “Ahtisaari Plus” and preserve their community and historical heritage.

He explained that Ahtisaari’s package foresaw that Pristina and Quint forces accept the formula for local autonomy, continuation of the relationship with Serbia and the establishment of a community that will bring together various Serbian municipalities from northern and southern Kosovo.

“Resolute effort by Belgrade to meet the requirements for membership in the EU by regulating its relations with Pristina secured a certain credit for Serbs in Quint capitals, and at the same time Albanians from self-proclaimed Kosovo have shown that they are not fully capable for self-management,” said Galluci for “Vecernje Novosti”.

He said that it is real that Serbs in perspective fight for a special status if they move forward and use the status-neutral elements of “Ahtisaari Plus” package and take seats in the parliament of self-proclaimed Kosovo, where, as he said, they can play an important role in ruling the territory.

Kosovo: New attack on Serbs near Pec

Published: Jul 14, 2015 at 1:49 pm
Modified: Jul 14, 2015 at 1:49 pm

PEC – A new attack on Serbs took place near Pec on Monday afternoon, when unknown persons opened automatic fire on three families. At the moment the families with children were on picnic, and luckily no one was injured.

Sladjana Miletic (41), who was with her family on a picnic, told Serbian daily “Vecernje Novosti” that a dozen bursts had been fired on them from an automatic rifle.

“Children were scared and ran through the forest,” said Sladjana . “The worst is that there was no signal for mobile network there, so we could not have called the police or KFOR.”

Otherwise, Sladjana returned with her family to Kosovo in 2004, when the government built houses for returnees.

Erdogan "launders millions by building mosques in Kosovo"

Millions of euros are flowing from Turkey to Kosovo "through illegal routes, bypassing banks," according to the Pristina-based Albanian language daily Zeri.

Source: B92, Tanjug, Zeri Monday, August 17, 2015

Moreover, this media outlet said that Recep Erdogan's authorities are using this to "launder money."

The paper says millions are arriving in Kosovo "but not as investments or to help the economy, or fund projects, but to rebuild religious structures."

"Most of the investments undoubtedly expose Erdogan's major money laundering via Kosovo," writes Zeri in an article it said is being published "after a two-month investigation."

Dozens of new mosques in Kosovo "as well as the renovation of all the existing ones built during the Ottoman Empire" are financed through one big donor, the Turkish Cooperation and Coordination Agency (TIKA), states the paper, and points out that the agency was established by the Turkish government, and is directly managed "by the embassy in Turkey."

"TIKA keeps its finances secret in most cases, since there is no official data on how much money is being invested. There is suspiction that the money is being brought in illegally and not via bank accounts," said the article, and added that a list the daily's reporters had seen at the Central Bank of Kosovo showed TIKA has invested less than three million euros in Kosovo from 2009 until 2014 - out of that 1.2 million in the Sinan Pasha mosque in Prizren alone.

From 2011 until now TIKA and several other Turkish investors also renovated about 30 mosques and religious structures "from the Ottoman period."

The paper adds that TIKA is exempt from paying taxes in Kosovo and employs only workers from Turkey.

Turkey was among the first countries to recognize Kosovo, and Erdogan has been on several occasions reported as openly "lobbying for Kosovo."

Also, the Turkish president caused a stir two years ago in Prizren when he said that "Kosovo is his second country."

The then Turkish prime minister said that the cultures of Turkey and Kosovo may be different, but that their citizens belong to the same country.

This was followed by a harsh reaction from the Serbian Ministry of Foreign Affairs and the public in Serbia, but Erdogan's cabinet announced that there will be no apology and that his statement was "misinterpreted." It was announced later that the the statement was incorrectly translated and that Erdogan did not say that "Kosovo is Turkey, and Turkey is Kosovo."

"Kosovo joining UNESCO would be dangerous for our heritage"

SPC monastery Visoki Decani Abbot Sava Janjic has told B92 that Pristina's membership in UNESCO would be very dangerous for the Serb cultural heritage.

Source: B92 Wednesday, October 21, 2015 |

"It is a very dangerous situation in which the future of our heritage, of our entity and all that we have comes under a big question mark," Janjic said.

He added he was very concerned primarily because the Kosovo government, according to Deputy Foreign Minister Petrit Selimi, refuses any discussion in the Brussels dialogue, which Serbia requested, wishing to talk in an open dialogue about all issues, including that of cultural heritage.

The abbot of the Serbian Orthodox Monastery (SPC) in Kosovo told B92 that claims of that Albanians that Visoki Decani are a part of the heritage, that is - that the monastery was built of Albanians - is in the service of politics, populism and does not demonstrate the good will.

"We have seen the withdrawal of recent draft legislation for cultural heritage and strategies for cultural heritage, which were drawn by Kosovo Albanians without international representatives, precisely becazse of their discriminatory nature, because the entire cultural property in Kosovo and Metohija is turned into the property of the government of Kosovo."

Janjic added there was numerous evidence in the monastery to refute such Albanian claims.

"There are so many documents, historical data in Visoki Decani, that volumes of books could be written, more than about the entire history of the Albanian people. We have a collection of Ottoman manuscripts and firmans that is the largest in Kosovo. I don't think any mosque has that kind of collection of firmans that from 1506, during the time of Sultan Bayezid II, guaranteed the monastery's rights, protection and land."

According to him, whatever the decision regarding the request of Kosovo to gain membership in UNESCO turns out to be, all the churches will remain Serbian Orthodox churches.

"Whether or not they will get it, we cannot know. But one thing is that our churches will remain Serbian Orthodox no matter what happens. But they will not be a training ground for political promotion of those who want to take away our identity, our freedom, our rights. And for as long as we are in these holy places, it will be possible to enter and take photographs only with our permission and with our consent. Otherwise, I hope they won't use force."

The Visoki Decani abbot also said that cooperation with Kosovo institutions does not currently exist.

"We have already stopped cooperation with Kosovo institutions and we can talk to them only after the talks in Brussels. It is up to them to show whether they will by joining UNESCO be occupiers of Christian holy shrines in Kosovo and Metohija, present themselves as such before the world, or simply show that Kosovo is moving towards a more civilized and cultured future. The way they have been going, I'm not quite sure they will be able to convince people in Europe that by attempting to occupy Serbian Orthodox Church facilities, by changing their identity, that they could gain sympathy for entry in the future to another organization."

Abbot Janjic said that the brotherhood of the monastery was facing constant threats and verbal abuse.

"Young people no longer shout 'KLA', but 'Allahu Akbar'. This is unfortunate. The monastery has faced this for centuries, we will stay here. What I heard from the highest representatives of NATO is that protection of the monastery be further enhanced. If the Albanians want to enter into a conflict with NATO, let them go ahead, but I think they will not benefit from it."

Kosovo: ISIS and UCK graffiti appear in Kosovska Mitrovica

Today Society
Published: Nov 28, 2015

SOURCE: Tanjug

KOSOVSKA MITROVICA – ISIS and UCK (Kosovo Liberation Army – KLA) graffiti have appeared in the multietnic settlement of Bosnjacka Mahala in the northern part of Kosovska Mitrovica

According to reports by a Tanjug correspondent, graffiti were written on the Telekom Srbija building, some private homes owned by Serbs and walls in the neighborhood.

Kosovo police regional chief of operations Zeljko Bojic told Tanjug that the police had carried out an investigation, photographed the graffiti and notified the relevant bodies and the prosecutor’s office about it.

Bojic said that the graffiti had been written in black and probably a single spray can had been used for all. It disturbed the Serbs and members of other non-Albanian communities in northern Mitrovica

Shooting incidents in Serb enclave in Kosovo

Several houses, vehicles and a memorial site were shot at early on Monday in the Serb village of Gorazdevac in Kosovo.

Source: Tanjug Monday, December 7, 2015

Gorazdevac on Monday morning (Tanjug)

Nobody was injured during the incidents.

Minister for Return and Communities in the Kosovo government Dalibor Jevtic told Tanjug that the incidents happened around three o'clock in the morning local time (CET) and that two cars were damaged.

According to him, attackers shot five times at the home of the five-member Petrovic family. One bullet was recovered in the bathroom.

They then tried to set on fire a memorial in the center of the village, demolishing it in the process, and setting a car on fire, Jevtic said.

One of the damaged cars (Tanjug)

The Kosovo police have investigated the scene, Tanjug reported.

Serbian government's Kosovo Office Director Marko Djuric condemned the attack he said was perpetrated by Albanian extremists and called on Serbs to remain calm and not respond to provocations.

"The attackers' unequivocal goal is to intimidate the Serb population in Kosovo and Metohija in order to force them to leave, while the Crystal Night in Gorazdevac bears all the hallmarks of terrorism," Djuric said in a statement for the media, calling on the international community to respond to the situation "with utmost seriousness."

75-yr-old Serb woman punished for protecting her property

A court in Gjilane, a town in Kosovo, has ruled against 75-year-old Persa Stojkovic for her "flagrant violation of public order and peace."

Source: Tanjug Friday, December 18, 2015

Persa Stojkovic (center) speaks for TV Plus (image made from video)

According to the executive decision, the Serb woman from the village of Paralovo must either pay a fine of EUR 50, or spend three days in prison.

Her offense: driving cattle owned by an Albanian family off her land.

The TV Plus broadcaster from Silovo said the Ibishi family lived in the nearby village of Zegovacka Vrbica, and that Stojkovic "both received the ruling, and was beaten," and that the police "know everything about the attack on the old woman."

The Kosovo police director for the Gjilane region, Emina Mahmuti, said there were nine criminal complaints filed against the Ibishis, while Novo Brdo Mayor Svetislav Ivanovic noted that the family was "known to the local law and order organs."

Several complaints have been filed against them for violent behavior, "but that is not preventing them from attacking what belongs to others," be noted.

The elderly woman denies that she did anything wrong and says she will, "as a matter of principle" rather go to prison than pay the fine. Her sons support her in this decision, while next-door neighbor Blagica Trajkovic told reporters that "if Persa goes to prison, others want to go, too."

Both Albanians and Serbs live in Paralovo, in the village's 16 separate neighborhoods. About 150 Serbs remained still in the village after the war in Kosovo. "There are only three (Serb) homes surviving where Stojkovic's live and nobody is bothering them except the Ibishis," a TV Plus reporter said.

The Serbian Government's Office for Kosovo and Metohija late on Thursday reacted to the case to say it was "sad proof of a lack of a legal system in Kosovo."

The Office noted Persa Stojkovic was being punished for protecting her property, "although she has quite obviously been the victim of her Albanian neighbor's violence and arrogance."

The statement said that "the courageous elderly woman, thanks to the Kafkaesque court proceedings, has become a symbol of Serb resistance, defiance, and determination to persevere under existential conditions that cannot be found anywhere else in Europe."

The office also appealed on the judiciary in Kosovo and Metohija and on EULEX to find legal possibilities to annul or change this "senseless and obviously anti-legal ruling."

"We demand equality before the law for Serbs in Kosovo and Metohija, such as exists in all civilized societies," the statement said

Why US sees Kosovo as its 52nd state?

Editors' Choice Today
Op-Ed Modified: Jan 3, 2016 InSerbia with agencies

BELGRADE – Amnesty of crimes during NATO aggression, bilateral legalization of Camp Bondsteel in a friendly milieu, settling the Islamic world with support to their communities in the Balkans and forcing Russia out of that same Balkans, are four reasons the US supports the independence of Kosovo, writes “Sputnik”.

On Christmas (according to Gregorian calendar) Michael Kirby shows up. Outgoing US Ambassador congratulates Serbia upcoming New Year. “The normalization of relations between Belgrade and Pristina implies Kosovo’s membership in the UN,” was the content of the “greeting card”.

Apart from some kind of formalization, Kirby’s statement is not new for the local public because it was earlier said that the West will do, and it does, everything to round independence of the so-called “Republika e Kosovës”. American ambassador said that his state only assists the European Union in the accession process of Serbia, and stressed that at this stage they are not insisting on anything.

But why does the US insist so much on Kosovo? Why does it treat this quasi-state as if it is its 52nd state? Why spend so many resources on the whole project?

Single shot – four birds

“America is doing it because with single shot it would shoot down more birds. Maybe four,” said for Sputnik veteran diplomat Vladislav Jovanovic.

By forcing Serbia to recognize Kosovo’s independence, directly or indirectly via the so-called Ischinger formula of two German states, the US and NATO would receive amnesty for the crime of aggression, ethnic cleansing of the Serbs in the province and depriving Serbia of all rights and property in this area of its territory, Jovanovic stated as the first reason.

The second reason is America’s obligation to keep its large military base Bondsteel for the needs of KFOR, said Jovanovic. With the recognition of Kosovo by Serbia, or Kosovo’s membership in the UN, KFOR would be gone and military base would be at the level of bilateral agreement with the so-called Kosovo government.

“That base is important to them because of the ambitions the US, and NATO, have towards the Middle East and eastern area in general. Constant NATO-isation of Europe, NATO’s expansion across Europe deeper, even in the direction of the Caucasus, is not done without a major objective. The objective is in the air, it only needs to be said. The base, one of the largest they have in the world and which is very important to them, is located in a friendly milieu,” explained Jovanovic for Sputnik.

The wrath of the Islamic world

The third reason stated by diplomat Jovanovic is a very bad image of America in the Islamic world and very few arguments this state has to calm angered Islamic world. So, Jovanovic said, US decided to do so by supporting Islamic communities in the Balkans, and against the Christian Orthodox Serbia

“They also saw the war in BiH through that lens and to this day they give unconditional support to Islamic or Bosniak element in BiH. Aggression in Kosovo is the second goal. The third is putting Albania fully under their palm, incorporating it in the NATO and closing their eyes to its ambition to one day annex Kosovo and harbor illusions about a ‘Greater Albania'” said Jovanovic categorically.

Fourth reason is, through strengthening of the Islamic-Catholic arc in the Balkans, US disables the return of the Russian presence and influence in the Balkans, Jovanovic said.

“They know that this influence is one of the historical routes of Russian foreign policy in the Balkans. Russia is helping the Orthodox countries, first of all Serbia, Bulgaria, Greece,” explained Jovanovic.

By strengthening the Islamic – Catholic arc, as the diplomat calls it, which practically surrounds Serbia and does not allow it to play a more significant role of Piedmont for all the Orthodox elements in former Yugoslavia, Americans – with other actions they take – influence to displace the influence and presence of Russia in the Balkans.

Behind this small territory called Kosovo there are numerous large and long-term strategic and geo-strategic objectives that America has, Vladislav Jovanovic said.

No Russia in the Balkans

“It wants the Balkans to definitely become a zone of influence of the West by forcing all the Balkan countries to enter the so-called Euro-Atlantic organizations. And if they achieve it and when they achieve it, with the help of the ‘arc’, they can say that they achieved their main geopolitical goal in the Balkans, and that is to completely displace Russia,” Jovanovic is clear.

As for the Islamic world, he explains, it is very important for America to emphasize to Islamic countries the fact that America is instrumental for strengthening the Islamic element in the Balkans and strengthening that element through strengthening of their statehood.

“Let’s not forget that Western ambassadors in Belgrade have only one group of friends from Sandzak, and Sandzak is just one of the areas in Serbia. They have no other, which has to prove that they have a special interest in that area, probably within the broader picture of support to the Islamic element in the Balkans,” said Jovanovic.

All these are the reasons to expedite Serbia’s to, in talks with Albanians, through the EU, speed up the process in order to conclude a comprehensive binding legal agreement on (Belgrade and Pristina) normalization of relations. So-called recognition of Kosovo by Serbia is of no importance. The UN’s recognition of the so-called state is important. Nobody will dare to touch the member, because it is under the protection of the UN Charter, Jovanovic said.

Dacic: Desecration of church proves Kosovo’s place is not in UNESCO

Today Politics
Published: Jan 11, 2016

BELGRADE – Serbia’s Foreign Minister Ivica Dacic said on Monday that the desecration of the Christ the Savior Cathedral in Pristina during Saturday’s opposition riots was another sad proof that Serbia had been right to oppose Kosovo’s admission to UNESCO

Not only are ethnic Albanians incapable of protecting the Serb cultural and religious heritage in Kosovo-Metohija, but they are destroying it systematically, and culprits do not face any sanctions, the ministry quoted Dacic as saying.

Not only is this impossible to reconcile with UNESCO’s principles, but it deserves a condemnation from all international actors, he added.

Kosovo is the only place in today’s Europe where it is possible to damage, set ablaze and desecrate Christian churches without facing a single word against, or any penalty, Dacic said.

Is Washington using Kosovo to push Serbia toward NATO?

The green light of the U.S. Congress to the U.S. administration to include Kosovo in Partnership for Peace "is part of NATO's strategy."

Source: Tanjug| Friday, May 20, 2016

This strategy means "including the whole region of the Western Balkans," and would represent "a specific political and security pressure on Serbia to also join," Tanjug has quoted diplomats and experts as saying.

"Serbia would in that case be 'surrounded' by NATO on all sides, but our country, as diplomat Zoran Milivojevic stressed, would be able to continue the current policy of neutrality even under such circumstances," the agency said on Friday.

Milivojevic recalled that Serbia also has agreements with the military alliance that allow full cooperation, but do not mean membership.

Milivojevic explained that Western power centers, primarily in Washington, are preparing Kosovo for the Partnership for Peace program so they could include Kosovo in its network in the Western Balkans, "after which Serbia, with Macedonia and Bosnia-Herzegovina, would become surrounded by members of the alliance."

"The fact that the U.S. Congress launched this topic and gave the signal to the administration to work on it, shows it is in the interests of NATO, the U.S. and (their) allies to include Kosovo, due to its geostrategic and geopolitical position," said Milivojevic.

He then noted that Montenegro "just signed a protocol on accession to NATO," and added that "only Serbia, which is militarily neutral, and Macedonia remain outside of NATO - whose entry into the alliance at this point is prevented by the dispute with Greece over its name - as well as Bosnia-Herzegovina, which is 'blocked' by the Serb Republic."

"Such an environment means a certain political and other pressure on Serbia to join the organization, but Serbia can continue to have full cooperation with NATO without membership in the organization, like Austria and Finland, which are integrated into Euro-Atlantic structures, cooperate with NATO at the highest level, but are not members," said this diplomat.

According to Milivojevic, "Kosovo in NATO should not be a destabilizing factor, but the very fact it is being included with an unresolved status and against the will of Serbia represents some political and security risk and a political and security threat."

He pointed out that Serbia "should not have security problems because it is not in conflict with NATO, nor its member states, and, when it comes to NATO, there is no interest to bring Serbia's security into question."

The inclusion of Kosovo in NATO would make a new precedent, because Kosovo is not an internationally recognized state nor a UN member, but is under UN's protectorate, said Tanjug.

Milivojevic, however, believes it is "not unrealistic to expect some kind of formula that would include Kosovo artificially into Partnership for Peace, since this is about a broader strategy that has profound security and political meanings."

"We've already seen such a scenario in the case of FIFA and UEFA," Milivojevic said, adding, "it certainly should not be possible while (UNSC) Resolution 1244 is in force and while the status of Kosovo has not been resolved."

For Kosovo to become a member of NATO, it must first have its own army, i.e. transform the current security force into an army, said Belgrade Center for Security Policy NGO researcher Isidora Stakic.

"Obviously, the latest news tells us that NATO has given the green light for such a thing. It will definitely happen in the future, it has been talked about for several years," said she, adding that "the process of transferring KFOR's powers to the new army of Kosovo will take a certain period of time, that will not be short."

Therefore, Stakic believes that NATO will continue to be a major military actor in Kosovo and underlines that "the army of Kosovo, as such, will not pose a security threat to Serbia."

"The threat will be a sharpening of rhetoric which will follow and which will lead to new tensions, and they will slow down and hamper normalization of relations between Belgrade and Pristina, (cause) new ethnic tensions, a new impetus to nationalist rhetoric," said Stakic.

She added that, "according to some estimates," Kosovo's army "will be smaller than one brigade of the Serbian Army - and therefore will not pose a security threat to Serbia."

"Politicians are going to present it as a threat because such narratives do well among a large part of the population and it will be used to win political points and to win over a part of the electorate," said Stakic.

"A similar situation happened over a military agreement between the Albanian Army and the Kosovo Security Force, which was widely seen as a security threat for allegedly creating a 'Greater Albania', but did not have any basis in reality," Sekulic said.

SNS official Milovan Drecun, who chaired the Committee on Kosovo and Metohija in the previous composition of Serbia's National Assembly, sees another angle to it all, Tanjug said it its report..

He told the agency that Pristina's goal is to "divert the attention of the Albanian public in Kosovo and Metohija from the problems in the province, the difficult situation due to high unemployment, corruption, crime, a lack of any economic perspective, and the extremely low level of respect for human rights of non-Albanians, of Serbs in particular."

According to him, Pristina "constantly raises unexpected, unjustified and unrealistic demands before both Belgrade and the international community in order to run away from the problems and focus the attention of (ethnic) Albanians in another direction."

Drecun said ti was "particularly interesting" that Pristina thinks NATO will accept it into its ranks "when that alliance's officials keep saying that their forces are in KFOR on the basis of Resolution 1244, which in no case either recognizes, or foresees the creation of a state of Kosovo."

Tanjug said that in the wake of the move of the U.S. Congress regarding Pristina's Partnership for Peace membership, "Kosovo officials said the Kosovo Security Force was ready to be transformed into the Kosovo Armed Forces."

They also "point out that Kosovo's institutions shoudl decide to form the armed forces as soon as possible" and that their establishment was "one of the priorities of the current government, and will be completed by the end of this year."

"Kosovo war was beginning of new world order"

Kosovo and the bombing of Yugoslavia was a turning point for NATO; since then, Western military interventions around the world are no longer even questioned.

Source: Deutsche Welle| Thursday, June 9, 2016

This is what Austrian historian Kurt Gritsch told Deutsche Welle in an interview that the Serbian language service of Germany's state broadcaster ran under the headline, "NATO mutated after Yugoslavia."

Gritsch, who is promoting his book, "The War for Kosovo," said - referring to the western military alliance's 1999 war against the Federal Republic of Yugoslavia (SRJ), made up of Serbia and Montenegro - that it represented "the beginning of a new world order."

"Kosovo was at the beginning, as a war in which NATO authorized itself to act outside the borders of the members of the Alliance. Kosovo is at the beginning of new wars, followed by other interventions abroad, Macedonia, the war in Afghanistan, Iraq - in which not all NATO members participated, then 2011, Libya, and in the meantime the eastern enlargement of NATO, which has been developing since the 1990s to the present day and has led to a rival relationship with Russia. Some say that this revived the Cold War. But at the beginning of everything was the Kosovo war," said Gritsch.

In the book, he writes that the 1999 intervention turned NATO from a "defense" to an "interventionist" alliance.

"Very concretely, in the fact that the attack on Yugoslavia began without a (UN) Security Council resolution, and so de jure it was a war of aggression, prohibited by international law. This is also evident from the fact NATO in April 1999, on the occasion of its 50th anniversary, expanded its own contract. In the decisive parts, it switched from defensive to offensive tasks, from defending to intervention," added Gritsch.

He is convinced that it was "too late when negotiations in Rambouillet occurred (in 1998)" and and that there were "plans for the attack, and a firm decision to go ahead with them."

He also pointed out that the terms put before Serbia could not have been accepted by Slobodan Milosevic, but that he "accepted many things after 78 days of bombing - except one."

"He did not accept that NATO troops occupy Serbia and Kosovo. In the Rambouillet agreement, in Article 8 of a document known as Annex B, it is stipulated that NATO can freely move in the whole of Yugoslavia, even that Yugoslavia, that is, Serbia, must pay for the accommodation and stay of NATO troops, and these troops, of course - as is the case worldwide - would not fall under the jurisdiction of the country in which they are located, but only under their own rules. In the end, that paragraph Milosevic could not accept," Gritsch told Deutsche Welle.
