Four Roma children die in fire in Rome

ROME -- In an illegal Roma settlement in a Roma suburb, four children lost their lives in a fire, which renewed the debate on Roma living conditions in Italian capital.

Three boys and a girl, between three and eleven years of age died in their sleep, the police stated on Monday. The fire was most likely caused by the fire lit inside the building to keep the children warm.

They were all siblings of Romanian Roma nationality, which lived in vicinity of Via Appia Nuova, the police specified, and AP reported.

The Mayor of Rome Gianni Alemanno defined this accident a tragedy. He said that illegal camps must be shut down and promised new, safe legal building for the Roma.

According to the Italian daily Corriere della Sera, around 7,000 Roma live in Rome, almost half of which make minors.

The typical Gypsy Population was slightly taller than the European Average with legs comparatively long in relation to the torso; their heads tended strongly towards dolicephalic (i.e long headed, relatively long and narrow) skulls, with black hair smallish ears, wide eyes with heavily pigmented irises and long, narrow, straight noses. Pittard awarded them a highly honourable place in human aesthetics. Very fine men and very beautiful women are often found among them. Their swarthy complexion, jet black hair, straight well-formed nose, white teeth, dark brown wide open eyes, the general suppleness of their deportment and the harmony of their movements place them high above many European people as regards physical beauty.

“Roma migrations could affect EU enlargement process”

BELGRADE -- Migration of Roma from the Western Balkans to the EU could affect the enlargement process, European Commission Director for Western Balkans Pierre Mirel says.

Roma National Council President Vitomir Mihajlović said that Roma were the poorest and most uneducated ethnic minority in Serbia and that this needed to change.

“Don’t give us the fish, teach us how to fish,” he told the EU and Serbian officials.

Mirel assessed at a seminar on the Roma's social inclusion in Serbia on Wednesday that EU enlargement fatigue could happen if the citizens kept closely connecting migration and enlargement issues.

He said that Serbia needed to take a series of measures in order to fully include Roma into society, primarily in education, so they would not leave the country.

“You will have EU’s support in that,” Mirel stressed and added that Roma were discriminated in all European countries and that they were in worse position than majority population which was impermissible in the 21st century.

He pointed that there were 6,000 Roma without IDs in Serbia and called on the government to address the issue as soon as possible.

Serbian Deputy Prime Minister for European Integration Božidar Đelić said he expected EU’s financial support so Serbia could improve Roma position and their quality of life, adding that it would show Serbia’s European character.

He pointed out that Roma population in Serbia was facing big problems, that between 60 and 70 percent of them were unemployed, that their life expectancy was shorter and that they dropped out of school early.

According to Đelić, the government has taken a series of measures aimed at tackling the problem and it will continue to implement so-called positive discrimination measures which will, among other things, allow 180 Roma students to enroll into university for free.

He pointed out that it was also necessary to allocate more money for improvement of Roma position on a local level and that that implementation of the law on fiscal decentralization would enable just that.

Belgrade Mayor Dragan Đilas stressed that Roma position in Serbia was poor but that actions were being taken in order to change that, primarily by enrolling more Roma children in school.

He repeated that Roma families that had been moved from shanty towns were given 18 apartments and all necessary documents, adding that the lack of IDs was a huge problem for Roma in Serbia.

The mayor pointed out that the city would continue to solve Roma problems but that not everybody could get an apartment “just because they live along the route of one bridge or another”.

The central state commemoration led by Human and Minority Rights Minister Milan Marković was held at the Bežanijska kosa Memorial Cemetery – a place where a mass grave containing bodies of civilians murdered during WWII had been located.

The minister pointed out that today we must remember all those who had died at the hands of the Nazis and that those crimes would never be forgotten. He added that our country showed it was committed to anti-fascist heritage by remembering all the victims.

Roma National Council President Viromir Mihailović also pointed to numerous sufferings that Roma endured during the WWII at the commemoration ceremony on Friday.

Victims' descendants, representatives of the Roma ethnic minority, city of Belgrade, municipality of New Belgrade and civil associations attended the commemoration.

The commemoration was held as a remembrance of December 16, 1942 when SS leader Heinrich Himmler ordered systematic deportation of Roma to concentration camps and their extermination.

Deportation of Roma to Auschwitz-Birkenau and Zigeunerlager camps lasted from February 1943 until July 1944. More than 23,000 Roma were imprisoned during that period of time and around 20,000 were killed.

The imprisoned Roma came from Germany and the occupied states such as Austria, Czechoslovakia, Poland, France, Yugoslavia, Belgium, Norway, Spain and the occupied parts of the USSR.

France raids Roma, raising fears

French police raids a makeshift Roma camp, evicting 200 people, and set to deport 240 others, as the Socialist government quietly follows the former conservative administration’s policy of repatriating illegal immigrants

French authorities yesterday expelled several hundred Roma from encampments in the north of the country, raising fears of a return to controversial policies championed by former president Nicolas Sarkozy.

The evacuations, along with expulsions of Roma to Romania by plane, came after Socialist President Francois Hollande’s interior minister, Manuel Valls, voiced concern about growing Roma encampments in several cities. France drew a chorus of criticism in 2010 for rounding up hundreds of Roma immigrants from illegal camps and sending them back to Romania and Bulgaria after right-wing Sarkozy announced a crackdown.

France, under Sarkozy, came under heated European Union criticism in 2010 for expelling more than 1,000 illegal Roma immigrants, a move seen as targeting an ethnic group. Action against Roma is now a sensitive issue. Two Roma encampments on state land near the northern city of Lille were evacuated yesterday, with around 200 people expelled from one camp and “15 caravans” from another, said Villeneuve d’Ascq Deputy Mayor Maryvonne Girard, according to Agence France-Presse.

Valls, who has cultivated a ‘tough on crime’ image, defended the raids as legal and necessary due to the health risks of hundreds of people living in makeshift accommodation.

Roma camps challenge to community life: Minister

“Unsanitary camps are unacceptable,” he said in a statement on Aug. 8. “Often located in the midst of working-class neighborhoods, they are also a challenge to community life.”

Police motorcycles accompanied the Roma on the road after they were expelled without resistance.
Frederic Rose, of the Paris police department, said French social workers went to the camp ahead of the officers’ arrival to tell them the settlement on public property was illegal and would be removed, The Associated Press reported. Rose said it was the largest of several camps of Gypsies, or Roma, in Paris.

Rights groups said no arrangements for temporary housing had been made for the group of Roma near Lille, which includes some 60 children. “What’s inconceivable for us is that people are thrown out without being told where they can go. We expected better after President Hollande’s words,” said Roseline Tiset of the Human Rights League. She said that during the presidential campaign earlier this year, Hollande wrote to Roma rights groups saying that under his government “when an unsanitary camp is dismantled, alternatives will be offered.”

240 Roma in Lyon set to be deported

French authorities were meanwhile due to send around 240 Roma back to Romania aboard a flight from the southeastern city of Lyon, the biggest such expulsion since Hollande took office in May. France gives Roma returning voluntarily 300 euros for an adult and 150 euros for a child. Aid group Medecins du Monde said that around 200 Roma had left their encampments in the Lyon area in recent days, fearing being expelled, with further expulsions expected in the coming days. An estimated 15-20,000 Roma live in France. There are some 12 million Roma living in Eastern Europe, particularly in Romania, Bulgaria, Slovakia and Hungary.

Clashes took place between Roma and ethnic Bulgarians in Bulgaria in late 2011. The death of a Bulgarian teenager sparked clashes between Roma and Bulgarians in the village of Katunitsa, east of Sofia. Later, Roma clan leader Kiril Rashkov reportedly made death threats during a confrontation with villagers, which stirred the Balkan country’s biggest-ever anti-Roma rallies early this year. Thousands rallied against the Roma minority.

The Roma Fall Victim to Western Europe’s Double Standards

SOFIA—Small groups of accordion players are not an uncommon sight on the Paris and Brussels Metros. They make a living from the small change donated by passengers, one train and one day at a time. These street musicians are Roma taking advantage of their new status as citizens of all Europe. But they have a hard time doing it. Despite the commitments of Western European governments to uphold the rights of minorities in countries such as Romania and Bulgaria, they remain hostile to the Roma’s westward migration.

Today, there are more than 500 illegal Roma settlements in France and the authorities seize every chance to crack down on them. French officials — among others in Europe — claim that the Roma are forced west by discrimination and a lack of opportunity in their home countries. In mid-September, France’s Interior Minister Manuel Valls and European Affairs Minister Bernard Cazeneuve signed a bilateral agreement with Romania for the voluntary repatriation of illegal Roma immigrants from France. Plans to sign a similar agreement with Bulgaria were abandoned because of the comparatively small numbers of Bulgarian Roma migrants to France.

As recently as the summer of 2010, the French Socialists — together with the European Commission and the European Parliament — protested attempts by the Nicolas Sarkozy government to repatriate Roma immigrants, considering it an act of discrimination. It took only two years for them to cross the battle line. France under Francois Hollande’s Socialist government recently repatriated about 2,000 migrants to their homelands as part of a semi-voluntary procedure involving €300 welfare grants as rewards. Interior Minister Valls also publicly called upon Romania and Bulgaria to do more to integrate their minorities.

Hypocritical double standards — criticizing Eastern European governments for their failure to integrate the Roma while refusing to treat them as regular European citizens in the West — reduce the chances of resolving the issue. The institutional weaknesses of Eastern European governments have certainly deepened the problems faced by the Roma community. The education, professional training, employment, and crime reduction policies for vulnerable communities in post-communist states are simply inadequate. The Roma’s clan-based nomadic culture has also proved resistant to some serious attempts at modernization and integration into the mainstream societies of Romania, Hungary, Bulgaria, and Slovakia.

The United States has long had its problems with its inner cities. Successive federal programs, starting with Lyndon Johnson’s Great Society, were focused on integrating poor, urban African-Americans into mainstream society. Ghettos still persist, but the success stories associated with U.S. racial minorities have increased. Europe’s ability to integrate its minorities has proved more problematic, despite the presence of sophisticated welfare networks and EU developmental programs. A growing number of non-European immigrants live in insulated communities in the cities of the Old Continent. They are recipients of generous welfare provisions, but they nevertheless refuse to integrate into the mainstream culture and society of their host nation.

The Roma may be Europe’s most significant internal migrant community. The weak post-communist governments of Eastern Europe — home to many Roma — have failed to produce and enforce efficient policies of integration. Western European governments and publics vocally support the rights of the Roma — but only as long as they remain in the East. Once they migrate West, they quickly lose the support of European liberals and advocates of multiculturalism.

It will obviously take considerable time and effort before the Roma issue is acknowledged as being a pan-European problem. The year 2005 saw the debut of a Europe-wide program — The Decade of Roma Inclusion — and it now nears its end with little evidence of success. Human rights advocates throughout Europe have vocally condemned discrimination against the Roma. But popular discriminatory behavior is only one side of the coin. The other is the inability of governments, European institutions, and civil society initiatives to successfully integrate the Roma communities into the modern world of contemporary Europe.

Thirteen EU embassies in Sofia declare support for Roma Pride 2012

The heads of 13 European Union embassies in the Bulgarian capital city Sofia have issued a declaration of support for the Roma Pride 2012 event to be held in more than 15 cities in Bulgaria and more than 20 countries elsewhere in Europe on October 7.

Roma Pride is an international initiative by the European Grassroots Antiracist Movement (EGAM) which encourages Roma people in Europe to organise initiatives, to show that they are proud of their origin and to attract public attention regarding the problems of the largest minority in Europe.

It was first held in Bulgaria in 2011, involving a series of cultural events, for example traditional crafts displays, in various cities.

The declaration of support was signed by the ambassadors of Belgium, Romania, Austria, Denmark, Finland, France, Germany, Ireland, Poland, Sweden, the Czech Republic, the United Kingdom, and the chargé d’affaires of Lithuania.

“We support the objectives of the event, namely the celebration of cultural diversity, promotion, according to the preamble of the Universal Declaration of Human Rights of 1948, the values ​​of tolerance and equality, the fight against racism and against xenophobic and discriminatory behaviour, and finally, to help citizens to better their mutual acquaintance.”

“We hope that the public and local leaders will take part in the many activities initiated by civil society organisations in the cities participating in the event,” the diplomats said.

From June 28 to July 1 2012, an international meeting of EGAM, based in Paris, France was held in Sofia.

More than 20 participants from Denmark, Norway, Poland, Serbia, Croatia, Hungary, France, Italy, Romania and Bulgaria participated in the preparation of Roma Pride 2012 and presented the activities of their organisations to combat racism and discrimination, a media statement at the time said.

Bulgaria was represented at the meeting by the Bulgarian Helsinki Committee and the Center for Interethnic Dialogue and Tolerance – Amalipe, Veliko Turnovo.

At the meeting, EGAM president Benjamin Abtan presented what happened in Europe during the Roma Pride 2011, which was held simultaneously in many countries inEuropeon October 1 2011. He emphasised the success of the campaigns conducted in Bulgaria and Romania by Amalipe, Bulgaria and Romani Criss, Romania.

Atanas Stoyanov from Center Amalipe presented the work of the centers for community development during the Roma Pride 2011. (More information about Roma Pride 2011 can be found here) Later on he held a presentation about Roma history. Krasimir Kanev of the Bulgarian Helsinki Committee, Rumyan Rusinov and Josif Nunev were also guests at the meeting and presented the life of the Roma during socialism, as well as their personal stories as Roma leaders.

Maria Metodieva of the Open Society Institute Sofia presented the National Strategy for Roma Integration of the Republic of Bulgaria 2012-2020. Representatives of organisations that are members of the National Council for Cooperation on Ethnic and Integration Issues at the Council of Ministers presented their experience in projects geared to Roma in Bulgaria.

As a sign of tolerance the participants of the meeting held in Sofia participated in the Sofia Pride on June 30, a media statement after the meeting said.

Numerous initiatives are expected to be organized this year for the Roma Pride 2012 which will take place on October 7. This includes exhibitions of paintings and works related to the Roma issue (Poland, Bulgaria), political petitions (Denmark), children’s concerts (Italy), demonstrations (Romania) and many others activities. As a common European initiative there is Roma Film Week , during which various films on Roma issues will be screened.

For Bulgaria, Center Amalipe has planned numerous events at local level through its centres for community development. In addition, the organisation will launch special research this year with the aim to find people in the Roma community who are successful in different spheres, proud of their origin and not afraid to show it. Amalipe will invite the selected Roma to the general national meeting in October.

We are deeply concerned about the situation of European Roma. They are also exposed today to racism, discrimination and violence. Political parties in EU expresses open hatred against Roma. At EU level, there is some time now a consensus that decisive action is required. At the European Commission's request, all member countries introduced national strategies for Roma integration by 2020. But more must be done. It is neither dignified or sustainable to a large group of EU citizens live in isolation. A life that all too often is pure misery.



EU Member States have basically come to terms with the oppression of Roma. In Romania, the Roma were held as slaves in the 1800s, at least half a million Roma were murdered by the Nazis and in Sweden, hundreds of Roma forced sterilization in modern times. Most Europeans know about Jewish history and the Holocaust. Similarly, we need to visualize Europe's debt in the case of the Roma. But Roma's fate is not told in European classrooms. We believe there is a connection between this and the Roma marginalization of history today.

It is unacceptable to deny a minority human rights and freedoms in the EU. Basic rights of all its citizens have. Fighting racism should be prioritized but Roma must also begin to be regarded as a resource. In global competition, the EU can not afford to let millions of EU citizens excluded from education and the labor force.

Europe is facing a demographic challenge. Today there are four people of working age for every person over 65. 2050 there will be two workers for every pensioner in the EU. The birth rate in Europe is too low to increase the population. Meanwhile, the Roma are a rapidly growing part of the EU population. The average age of Roma is 25 years old and should be compared with the mean average age of the Union who is 40 years old. But the Roma have significantly lower employment rates, poorer health and living standards than the EU average.

We call for a mental paradigm shift. More EU governments must realize that Roma exclusion, above all, a human, but also an economical price. This applies in particular EU countries with large Roma populations such as Romania, Bulgaria, Hungary and Slovakia. Roma are estimated at between seven to ten percent of these countries' inhabitants of a few generations, most factors that the proportion increases further.

EU Fundamental Rights Agency has examined the situation of Roma in eleven member states. The level of education is lower than the majority population in the country, it is particularly higher education. Investing in education, especially for Roma children and young adults is an investment that the Union can not afford to give up.

In a World Bank report from 2010 on the economic costs of Roma exclusion in the EU's conclusion that it has an expensive price tag. Billion is wasted. Increased tax revenue promotes the economy's ability to grow and contribute to the strengthening of the public finances. Some italian cities, as Rome, Pescara and Milan, are full of gypsies. Nobody can touch them and authorities seems to protect them. They come from the Eastern Europe's countries(I don't consider them eastern europeans because they're non whites, not Slavs) or they are "italian" gypsies("italian" but they're non whites so they're not italian, "romanian gypsies" or "serbian gypses" or "italian gypsies" is the same, they're all gypsies). "Italian" gypsies are the so-called "Sinti", who are gypsies who live in Italy from a lot of time(too much).
They obviously are creating a lot of problems, they're non white and they behave very bad.

The only good thing is this: they don't mix with us and they usually don't want to integrate in our country. However, nobody likes them but they're still here.

The district court believes that Stefan Palison can not be linked to the theft of marine engines and tools, with a total value amounts to several hundreds of thousands of dollars, but says that he must have realized that it was stolen. He was sentenced there for receiving and drug offenses. Given Stefan Palisons age and health is considered community service to be no appropriate penalty. He therefore sentenced to probation.

Stefan Palison occur earlier than 20 sections of the criminal record.

Serbian, Croatian MPs discuss Roma

BELGRADE - Members of the Serbian and Croatian parliaments discussed on Wednesday the position of the Roma in Serbia and Croatia and the role of the two parliaments in improving the position of that national minority in both countries.

According to a statement from the Serbian parliament, gypo parliament member Srdjan Sajn informed representative of national minorities in the Croatian parliament Veljko Kajtajzi about the initiative to form an interparliamentary group of Roma as part of the project entitled Examples of Good Practice in Roma Integration, which is conducted in Serbia with OSCE support.

The Croatian parliament recognized on May 25 last year November 5 as World Day of the Romani Language, Kajtazi stated, presented the Charter and Declaration of the World day of the Romani Language to be given to the Serbian parliament speaker and called on the Serbian parliament to also start marking that day.

Croatia has taken over the presidency of the Decade of Roma, Kajtazi noted and presented the plan of activities for the duration of the presidency.

Head of the parliamentary group for friendship with Croatia Zoran Pralica and parliament member Veroljub Arsic also attended the meeting.

It was concluded that support in education and employment was important, especially for the younger Roma, as part of government efforts to improve the integration of the Roma.

A department for the Romani language was established at the college of philosophy in Zagreb last year, Kajtazi pointed out.
The meeting participants also discussed the economic situation in Serbia and Croatia, as well as the importance of regional cooperation in the field. Interparliamentary cooperation could help with that, especially between the friendship groups of the two parliaments.

Roma accuse French minister of racial hatred

PARIS -- The Roma living in France say they wish to initiate legal action against Interior Minister Interior Manuel Valls, and accuse him of inciting racial hatred.

They resolved to this step because the minister promised to continue a controversial program of dismantling of illegal Roma camps.

The announcement came after Valls was quoted as telling right-wing newspaper Le Figaro that 20,000 Roma immigrants from Bulgaria and Romania are not interested in integrating into the French society.

According to the minister, this is the case "because of cultural reasons, or because they are part of networks of beggars or prostitution."

Activist group Roma Voice pointed out that the comments were a "pack of lies" aimed at erasing the entire Roma community, AFP reported.

"This interview is a very bad sign," the organization said in a statement, adding that it signaled a tougher policy than the one established in 2003.

The group also announced that it would report Valls' comments to the European Union, which is constantly reviewing the legality of the French policy of systematic dismantling of illegal Roma camps and their return to Bulgaria and Romania.

Last year nearly 12,000 Roma were evicted from camps across France.
