Putin Signs Defamation Law President Vladimir Putin has signed into law a bill that drastically raises penalties for defamation. The measure, which Putin approved on Monday, raises fines for slander and libel to up to 5 million rubles ($150,000) or 480 hours of community service. At the same time Washington expressed regret that Moscow had decided to cancel further cooperation with that organization. Spokeswoman Victoria Nuland of the U.S. State Department said in a press briefing that the decision "will primarily affect the citizens of Russia", and added that USAID had an annual budget of nearly USD 50 million in funds that were directed to Russia since the collapse of the Soviet Union. "It is regrettable that the Russian people will not be able to take advantage of what American citizens are sending to various areas such as health and the environment," said Nuland. She dismissed allegations of interference in Russia's internal affairs, saying that support for civil society, democracy and human rights do not represent in any manner meddling in the elections in that country. According to her, the U.S. does not conceal that its support free, fair and transparent elections, "such as it would like to see in Russia". "We do not give cash, we provide training," added the spokeswoman. Nuland said that the U.S. would still find a way to continue its cooperation with civil society groups in Russia. "There are at least 20 of our missions around the world that support civil society activities without USAID. This can go through international organizations or through foundations, but we will continue to support development of a strong civil society in Russia," Nuland concluded. The United States decided on Wednesday to end the work of USAID in Russia, following a request of the Russian authorities that the organization should leave the country.

Putin advocates multiple reserve currencies
Russia’s President Vladimir Putin has called for creating a system of multiple reserve currencies to strengthen global financial stability and reduce dependence on the U.S. dollar.
“If we are to slash the excessive number of derivatives, enhance discipline and stabilise global finances, we should promote multiple reserve currencies,” Mr. Putin said at a summit of the Asia-Pacific Economic Cooperation (APEC) forum in Vladivostok on Saturday. He slammed the position of the U.S. dollar as the single reserve currency of the world. “If there is only one global reserve currency, the issuing country will always be tempted to use it in its selfish interests, which in the long run harms the issuer and violates the fundamental principles of the functioning of the world financial system.” He said the rouble has the potential of becoming a regional reserve currency in the former Soviet Union. “Rouble can claim for the role of reserve currency . “The rouble is used more and more frequently in the settlements in the former Soviet republics”. Russia in recent years has also signed agreements with India and China to use national currencies in bilateral trade deals. Crackdown in Russia
In a fresh episode in crackdown on the opposition, the best-known left-wing leader Sergei Udaltsov, was arrested on accusations of plotting mass riots.
Mr. Udaltsov, a key organiser of thousands-strong rallies against President Vladimir Putin , was detained following a criminal case against him and several activists for their alleged role in preparing “mass disorders”. The charges, carrying a maximum sentence of 10 years in prison, were based on a recent documentary aired by the Kremlin-controlled NTV television channel which claimed that opposition leaders conspired with Georgian officials and disgraced Russian businessmen to overthrow the government. Edward Snowden Meets With Human Rights Groups
The deputy director of Human Rights Watch’s Moscow office, Tanya Lokshina, appeared to be in a difficult situation. The whistleblower Edward Snowden, wanted by the United States, had invited her organization, along with about a dozen others Russian and international human rights groups, to listen to a brief statement and discuss his next steps.

Russian court forces closure of prominent human rights NGO 8 April 2014 Today’s decision by the St Petersburg City Court to deny the appeal of a prominent Russian non-governmental organization (NGO) against a previous court order to register as a “foreign agent” is a legal assault on the whole of civil society in Russia, Amnesty International said. Anti-Discrimination Centre Memorial, an important human rights NGO working on behalf of victims of racism and xenophobia in Russia, decided to close down its activities in Russia rather than wear the label of a “foreign agent” or risk the criminal prosecution of its leader for failing to register. “The court had two options, and its choice was not in favour of justice and human rights. Its disheartening decision is in line with the prevailing tendency promoted by the Russian government to stamp its authority on any civil society activity. It sets a dangerous precedent which could be used against other NGOs,” said Sergei Nikitin, Director of Amnesty International’s Moscow office. “The Russian authorities are deliberately depriving Russian society of an alternative voice, of checks and balances to the government’s actions. They attack anybody who dares to criticize them.” The persecution of ADC Memorial started more than a year ago when the Prosecutor’s Office referred to its report, Roma, migrants and activists: the victims of police abuse, submitted to the UN Committee Against Torture (CAT) in November 2012, as evidence of ADC Memorial being involved in “political activity” and hence, violating Russia’s newly adopted law by failing to register as a “foreign agent”. The NGO successfully resisted two court cases brought against it by the Prosecutor’s Office, in May and July 2013. However, on 12 December 2013 a court in St Petersburg found in favour of the Prosecutor’s Office’s new request to recognize all of ADC Memorial’s activities as “political” and compel it to register as a “foreign agent”. After today’s ruling, ADC Memorial’s head, Stefania Kulaeva, voiced her disappointment to Amnesty International: “The court proceedings were not objective. Our arguments were not considered. Our lawyers were interrupted time and again while the prosecution was given a free rein.” The “foreign agents” law, introduced more than a year ago, gives the Russian authorities the power to impose hefty fines and severe administrative penalties on organizations which receive foreign funding and engage in loosely defined “political activities” but fail to register as “an organization performing the functions of a foreign agent”. The court decision against ADC Memorial comes the same day as Russia’s Constitutional Court ruled that the “foreign agents law” is in line with the country’s Constitution. Putin allows the jews in Russia to operate as long as they understand who is the boss, and that Russia will not be another USA where the jews tightly control government media and every other sphere. If some of them can't accept this then there can be problems for these individual kikes. Of course we all would like to see them completely eliminated from the country, but what can we do

Russian authorities are considering an opportunity to close NATO Information Office in Moscow, but the final decision on this matter is still pending. According to sources close to the presidential administration, "this is an impending retaliation measure as under the condition of the current reality, finding a common language with NATO seems very difficult." The question was raised after on April 1, alliance foreign ministers decided to freeze both civil and military cooperation with Moscow, having virtually paralyzed the work of the Russia-NATO Council. Moreover, on April 8, the NATO leadership denied access to NATO headquarters in Brussels to all employees of the Russian Federation, except for the permanent representative, deputy head of the mission, and two of its representatives. The move made the probability to close the Moscow office even more likely. "This is an absolutely absurd measure, showing how our NATO partners are unprepared for a real dialogue with Moscow," said a diplomatic source. Russian political parties banned from making deals with foreigners or ‘agents’
Published time: November 11, 2014 14:17 Get short URL The Russian Lower House has passed a set of amendments that make it illegal for political parties to receive sponsorship or enter any business deals with NGOs with “foreign agent” status. The new rules have been drafted by the head of the State Duma Committee for Constitutional Law Vladimir Pligin from the parliamentary majority party United Russia. Once the amendments are signed into law it would not be legally possible for a political party or its regional affiliate to receive money or enter into deals with foreign citizens, international organizations, and Russian NGOs that had received the status of a “foreign agent.” A foreign agent is defined as a group that within the latest year has received money or property from foreign citizens or groups as well as organizations which are more than 30 percent foreign-owned. There is also a 10-fold increase in the maximum fines breaking election campaign financing rules, bringing the new maximum fine to 1 million rubles or about $23,000. The fines for buying votes during elections increased to 500,000 rubles or about $11,500. The bill also introduces regulations concerning the obligatory annual audit of political parties. Organizations that fail to comply could have to pay fines of up to 1 million rubles. The new increased responsibility comes at the same time as Russia doubled state financing of political parties from 2015. Now any political party that gets more than 3% of votes in federal parliamentary polls would receive 110 rubles for every vote cast in their favor. Seven billion rubles or $155 million has been set aside for funding political parties. Russia introduced the Law on Foreign Agents in late 2012. It forces all NGOs who receive funding from abroad, and that are even partially engaged in political activities, to register as foreign agents under threat of substantial fines. The act caused a lot of complaints from activists and human rights officials who accused it of labeling the groups and warned of a possible sharp cut in foreign funding. Russian officials, including President Putin, have repeatedly emphasized that the law contained no sanctions against foreign-funded organizations and only sought to better inform the Russian public, and especially voters, of the possible motives of various participants in the political process. In July this year the Russian Justice Ministry proposed banning all civil servants from participating in NGOs which have been recognized as foreign agents, and on traveling abroad at the expense of any foreign organization.
