BANJA LUKA, Bosnia, March 12 (Reuters) - EU troops supported by NATO and Bosnian Serb police raided the home of a former associate of war crimes fugitive Ratko Mladic on Thursday, as part of the search for the Bosnian Serb wartime military chief.

Mladic, the last remaining fugitive from the 1992-95 Bosnian war, has been accused by the U.N. war crimes tribunal of genocide over the massacre of 8,000 Muslim men and boys in Srebrenica in 1995 and the 43-month siege of Sarajevo.

"The operation was a complete success. We seized seven boxes of paperwork and magnetic media," Pat O'Callaghan, a spokesman for the EU peace force EUFOR, told Reuters by telephone. He said the force would now examine the material.

The raid on the home and property of Mladic's former military associate Dusan Todic was conducted by Portuguese, Hungarian, British and Italian troops, O'Callaghan said. He added that Todic's family cooperated.

Witnesses said soldiers wearing balaclavas blocked the street in the centre of Banja Luka, the biggest city in Bosnia's Serb Republic, causing a traffic jam.

EUFOR has stepped up its search for information about Mladic in recent months.

His arrest is a key condition for Serbia's progress towards EU membership and Serbian officials have said he should be arrested and handed over to the Hague-based U.N. war crimes tribunal this year. (Reporting by Daria Sito-Sucic, Olja Stanic and Maja Zuvela; editing by Andrew Roche)

Bosnian Serbs Proclaim Banja Luka Their Capital

BANJA LUKA (AFP)--Bosnian Serb deputies have declared the northwestern city of Banja Luka as capital of their entity, an official said Wednesday.

Seventy-two members of the 83-seat parliament of Republika Srpska voted late Tuesday to support changes to the entity's constitution, which previously referred to Sarajevo as its capital, a parliamentary source said.

Muslim deputies said they wouldn't accept the changes in the House of Peoples, an assembly where decisions have to be backed by each of Bosnia's constituent ethnic groups.

However, a final ruling rests with the entity's constitutional court.

Banja Luka has served as the Bosnian Serb administrative center since 1998 when its institutions were moved there from the wartime Serb stronghold of Pale, near Sarajevo.

Under a peace deal which ended its 1992-1995 war, Bosnia was split into two semi-independent entities - the Serbs' Republika Srpska and the Muslim-Croat Federation. The two are linked by weak central bodies.

May you have many more in freedom where ever you may be!
All true Serbs stand with the hero and liberator of Serbian Srebrenica. Even the Dutch soldiers who were in the town when it was liberated have nothing but praise for Mladic.

Dodik changes mind on referendum

BANJA LUKA -- RS President Milorad Dodik said in Banja Luka on Friday that the referendum on the decisions of high representatives in Bosnia was "unnecessary".

He also said that visiting High Representative for Foreign Affairs and Security Policy of the European Union (EU) Catherine Ashton promised the EU would form a commission for restructuring the judicial institutions in Bosnia.

At a joint news conference with Ashton following their meeting, Dodik said he would call on the RS parliament to discuss the latest developments.

I hope for support because the EU is ready to carry out the restructuring of judicial institutions in Bosnia, Dodik said.

Ashton promised that the EU would form a commission to establish a dialog on the restructuring of Bosnia judicial institutions.

Stressing the commitment of the Union to resolve issues concerning Bosnia-Herzegovina, she pointed to certain shortcomings in the work of the Bosnia Court and Prosecutor's Office, noting that the EU Commission would analyze the problems and make relevant recommendations.

Ashton also welcomed the fact that the referendum threats were removed for the time being, promising EU engagement in resolving relevant issues.

“RS won’t secede from Bosnia-Herzegovina”

BANJA LUKA -- Republic of Srpska (RS) will not start adventures such as secession from Bosnia-Herzegovina, said RS President Milorad Dodik.

He added that the RS wanted to keep the balance established by the Dayton Agreement.

"Bosnia-Herzegovina can survive only if the rights of RS, guaranteed by the Dayton Agreement, are respected. The Bosniaks should also adhere to the Dayton Agreement in order to preserve Bosnia-Herzegovina. The way they are acting now is the best way to destroy the country," Dodik told daily Politika.

He noted that dialogue on judiciary reform in Bosnia-Herzegovina agreed at the meeting with EU High Representative for Foreign Affairs and Security Policy Catherine Ashton, would start in early June, when EU Enlargement Commissioner Stefan Fule will arrive in Banja Luka to head the first meeting.

"An EU expert delegation will come with him, and representatives of RS and the Federation of Bosnia-Herzegovina as well as joint bodies will take part. Difficult talks are ahead, and they will definitively show if the current justice system in Bosnia-Herzegovina can survive," he said.

The RS president stressed that the RS was not asking for any rights outside of the Dayton Agreement and the Bosnia-Herzegovina Constitution.

He said that he decided to postpone the referendum on the Bosnia-Herzegovina Court and Prosecutor's Office after the meeting with Ashton, because "new facts surfaced, which did not exist when I asked the RS parliament to schedule the referendum."

"We have the right to defend our rights through democratic means, and we will not give that up. The key sentence in the agreement with the EU is that a referendum is not necessary right now," Dodik stressed.

U.S. “frustrated” by RS president’s statements

BANJA LUKA, SARAJEVO -- The U.S. administration is concerned about Republic of Srpska (RS) President Milorad Dodik’s recent statements about Radovan Karadžić and NATO.

“The U.S. therefore believes that meetings with Dodik would not be useful and appropriate at the moment,” U.S. Ambassador to Bosnia-Herzegovina Patrick Moon has said.

Moon explained that he particularly had in mind Dodik’s latest statement in The Hague. He stressed that it was a 180-degree turn when compared to the RS president’s statements made eight years ago when he had called for the arrest of Karadžić whom he called a “criminal”. This was made under international pressure

“This time, the statement was completely different. He praised Karadžić for what he had done for the RS. Basically, he said that he had done everything right from the very beginning. We have a problem with those kinds of statements,” Moon told RS Radio Television and stressed that Dodik’s statements were “frustrating for the U.S. government and are against its position on Karadžić’s role in the war”. His role in the war was one of peacemaker who offered territorial and many other concessions which cost Serbian lives.

Dodik responded to the ambassador’s comments the same day, saying talks with him were “no less frustrating” because the U.S. did not want to face the Serbs’ problems.

RS Deputy President Emil Vlajki on Wednesday responded to Moon by saying that all three constituent peoples in Bosnia-Herzegovina were frustrated by the U.S. and its “destructive actions”.

Vlajki told the U.S. ambassador that it would be good if he thought a little about this fact.

“The ambassador of the most powerful country in the world refused to meet with President Dodik while visiting the RS because the president allegedly has a frustrating effect on him?! Dodik told him after this postmodern way of diplomatic verbal, ‘polite’ communication that he was frustrated by the behavior of the most powerful country in the world that just does not get the Serbs’ frustration,” Vlajki said in a written statement.

Turkish Anadolu news agency has released analysts’ opinions about Moon’s statement on Dodik who say that it was a clear signal of the U.S. that it wants to isolate the RS president somehow. with the ultimate US goal being the abloshment of the Serbian entity

In a statement for Fena news agency, Moon pointed to some of Dodik’s statements about NATO. According to him, an agreement on how to resolve issues of the military and state property between six political leaders in Bosnia-Herzegovina was reached but “there has been zero progress since then”.

“We do not know why there are problems in Banja Luka. We believe conditions are good and that we can move forward and that conditions that were important to Dodik have been met,” the U.S. ambassador said.

He reiterated that he had not met with Dodik last Tuesday because “talks with him have become frustrating”. However, Moon noted that he had meetings with other members of the Alliance of Independent Social Democrats (SNSD) and other RS parties and that he hoped that conditions would be met in the future for his meeting with Dodik.

“I believe we need to give some time to make an assessment regarding a meeting with Dodik,” the U.S. diplomat said. He reiterated that the U.S. administration believed that meetings with Dodik were at the moment neither useful nor appropriate.

He explained that the U.S. administration did not cut ties with the RS president but that it believed that this was not the right time for a meeting.

Moon underscored that the U.S. wanted to see Bosnia-Herzegovina progress toward NATO and that it would appreciate “statements that are little less nationalistic and oriented more toward the country’s progress”. Bosnian muslims make anti Serbian nationalistic calls which produce a climate of hate in their media daily, but this is not a problem for the US.

The U.S. believes that better cooperation between all leaders in Bosnia-Herzegovina was necessary in order for the country to make progress in its Euro-Atlantic integrations. US wants centralized Serb free muslim dominated NATO member Bosnia, under the umbrella of the resurgent pro Western Neo-Ottoman Turkey, which it hopes to see in the EU.

BELGRADE – Some 2,000 people, mostly women, have protested in Bosnia’s capital against a ban on wearing the hijab, or Islamic headscarf, in courts and other legal institutions.



The protesters marched for around an hour in the center of Sarajevo on February 7. Some of the demonstrators held banners with slogans such as “The hijab is my right.”

Protest organizer Samira Zunic Velagic described the ban as a “serious attack against Muslim honor, personality, and identity” and said it aimed at depriving Muslim women of their right to work.

The rally came after Bosnia’s judicial high council recently banned “religious signs” in judicial institutions.

The ban concerns judges and other employees in the sector, and explicitly mentions the hijab, a scarf which covers hair, ears, and neck.

The decision was condemned by Muslim political and religious leaders in the country, where Muslims make up about 40 percent of the population.

BERLIN -- German Defense Minister Franz Josef Jung says that a decision on closing the EU peacekeeping mission to Bosnia is likely to be taken by the end of the year.

Jung said that troop numbers in Kosovo would also be cut, if the situation allowed. “We find ourselves before the final step of scaling down troops in Bosnia,” he said on a visit to a barracks near Darmstadt, at the beginning of a summer tour of German soldiers.

The minister said that the condition for ending the EUFOR mission was a declaration at EU level that the local security forces were in a position to guarantee the country’s stability.

The German mission, which has been in Bosnia-Herzegovina since 1995, had at its peak a contingent of 3,000 troops, of which only 120 remain today in the former Yugoslav republic.

As far as Kosovo is concerned, Jung said that the international contingent could be cut from 14,000 to 10,000 troops by the end of the year.

The minister said in Brussels in mid-June that he expected a major reduction in international troop numbers in the province.

German media state that there are some 2,000 German troops stationed in Kosovo currently, making it the country’s biggest peacekeeping mission after Afghanistan

The Bosnia town of Tuzla has filed criminal charges against Bosnian Serb leader Milorad Dodik for denying the massacres of civilians in Tuzla and Sarajevo during the 1992-95 war, officials said on Thursday.

Dodik, the prime minister of Bosnia’s Serb Republic, known for his nationalist rethoric, has said that the 1995 Serb mortar attack that killed 71 people in the northern town of Tuzla was staged and dead bodies brought from elsewhere.

“This was the biggest tragedy in the history of Tuzla and town councillors and citizens have taken this arrogant and unbelievably cruel statement from Mr Milorad Dodik in a very painful and dramatic way,” said Tuzla mayor Jasmin Imamovic.

Prosecutors filed criminal charges against Dodik at three local courts on several counts, including the incitement of ethnic, racial and religious hatred, Imamovic told Reuters.

The incident highlighted the precarious peace and simmering ethnic tensions in the country, where reforms and progress towards European Union membership have been blocked by struggles between Bosnia’s Serbs, Muslims and Croats.

In May 1995, the Bosnian Serb forces shelled Tuzla, which had been declared a United Nations safe zone, and one missile hit the very centre of the town killing 71 people, mostly youngsters, and wounding more than 150.

In June, Bosnia’s war crimes court sentenced Serb wartime commander Novak Djukic to 25 years in prison for the attack.

Dodik, who insisted that Djukic was innocent, also questioned the massacres at Sarajevo’s main market in 1994 and 1995, when a total of 105 people were killed and 234 wounded by Serb shells.

Western diplomats in Bosnia condemned Dodik’s statements, saying the facts were clearly established after Djukic’s conviction and noting that the U.N. war crimes tribunal jailed two Bosnian Serb generals over the Sarajevo market killings.

“Any attempt to change the established historical record of war crimes is unacceptable and inexcusable,” international peace overseer Valentin Inzko and other top diplomats said in a joint statement last week.


Dodik strongly opposes the renewal of mandates for international judges and prosecutors at the Bosnian state court, even though judicial officials complain that without them the court will remain understaffed and underfunded.

Dodik’s spokeswoman said on Thursday he had always insisted that all crimes committed during the war must be exposed and perpetrators found and punished.

“Everything he said about the crimes at Markale (Sarajevo market) and Tuzla was intended as a call for establishing the truth about the crimes and for trying the real perpetrators,” Biljana Bokic said in statement to Reuters, without elaborating.

Nebojsa Radmanovic, the Bosnian Serb member of the country's three-member presidency, left open the possibility Monday of holding a referendum on the issue in the Republika Srpska, as the Serb-run half of Bosnia is called, saying more discussion is needed.

Bosnia was riven from 1992-1995 by an ethnic war. Since then, in a complex peace agreement, it has been divided into the Serb Republic and a Bosniak-Croat Federation, linked by common institutions.

Officials in the Serb Republic generally seek more autonomy and oppose closer integration of institutions. Bosnian Serbs often feel solidarity with Serbia. In 1999, NATO bombed Serbia to induce it to end its crackdown in Kosovo.

After 19 years, Canadian troops will all leave Bosnia.

The Government of Canada has announced the end of Canadian Forces (CF) deployments in Bosnia-Herzegovina with the close-out of Operation BRONZE and the return of the deployed team, Task Force Balkans, to Canada.

The last of a long series of missions in the central Balkan nation, Operation BRONZE began in 2004. For the last year, Task Force Balkans has comprised five officers and one non-commissioned member serving at NATO Headquarters in Sarajevo.

“This is a proud day for both Canada and Bosnia-Herzegovina,” said the Honourable Peter MacKay, Minister of National Defence.

“Over the last two decades, Canadians have worked with the government of Bosnia-Herzegovina, and our UN and NATO partners, to secure a brighter future for the people of Bosnia-Herzegovina. Canada and the CF can be proud of having helped make Bosnia-Herzegovina a safer and more stable place.”

“What dramatic changes Canadians have seen in Bosnia-Herzegovina over the last twenty years,” said General Walter Natynczyk, Chief of the Defence Staff. “When Canadians first deployed to Bosnia-Herzegovina, we were helping secure peace and stability in their nation. Now members of the Bosnian armed forces are serving as part of the International Security Assistance Force in Afghanistan.”

The primary focus of Operation BRONZE was defence reform, especially to facilitate the re-integration of veterans of the Balkan wars into civil society, and the entry of Bosnia-Herzegovina into NATO’s Partnership for Peace program. Since September 1991, more than 40,000 members of the Canadian Forces have served in the Balkan region in a variety of missions and roles. Over the years, 23 Canadian Forces members lost their lives while serving in Bosnia-Herzegovina.

Canada still has a military presence in the Balkan region with Operation KOBOLD (Task Force Pristina), which comprises five senior officers of the Canadian Forces serving with the NATO mission supporting the Kosovo Security Force.

BELGRADE -- RS Prime Minister Milorad Dodik objects to Serbia’s adoption of the resolution condemning the crimes in Srebrenica.

He said that the resolution suggests that genocide was committed.

Dodik said that his cabinet believes that the truth is different from what is written in the resolution, that he would prove it and no one would be able to hide the facts.

Still, he noted that this position did not mean there was a rift with the mother country, or the Serbian leadership.

“(The Republic of) Srpska will continue to fight its battle for the truth, because recognizing genocide can cost us our survival,” Dodik told Belgrade daily Večernje Novosti.

He said that he did not understand why the Serbian parliament adopted the resolution and that he was against it, as well as against qualifying the events that took place in Srebrenica in 1995 as genocide.

“Unfortunately, from what is written in the Serbian parliament’s declaration, it can be interpreted (as genocide). On the other hand, we do not agree with Serbia isolating one event in Srebrenica. There is no reason for it to be taken out of the context of all of the events of the war. Should the coming generations in this region only mark one event as the scene of a crime - Srebrenica? That cannot be, and no one, not even Serbia, can convince us otherwise,” Dodik said.

The RS premier also said that Serbia’s request for all other countries of the former Yugoslavia to condemn war crimes “would not pass”.

PALE -- RS President Milorad Dodik said that the Serb entity will mark the inter-ethnic border, "whether someone likes it or not".

The post-war Bosnia is made up of the Serb entity (RS), and the Muslim-Croat Federation.

Dodik spoke in Pale, East Sarajevo, on Thursday, and said that with its stand on this issue, the Office of the High Representative (OHR) in Bosnia "demonstrated that its existence was pointless".

Dodik concluded that it was obvious that a desire not to mark the inter-ethnic boundaries "had to do with political motives which could only be guessed".

“The marking of the line is necessary for purely pragmatic reasons. It is determined and not disputed, but it should be carried to the field, because the census is approaching, and there are problems with land registers,” he said.

According to Dodik, the RS would do "whatever it takes to secure adequate protection of its interests".

“Anex II of the Dayton Agreement has not been implemented because in the last ten years the Bosniaks (Muslims) didn’t want to participate actively in a joint commission for marking the line,” said Dodik.

“With the marking of the line we wish to show all the negligence of the international factor in Bosnia-Herzegovina, mainly the international representative and the OHR, not just the current one, whenever it came to any important project relevant for the realization of the Dayton Agreement and for the RS,” Dodik stated.

No OHR and the Peace Implementation Council official has said that the Law on Government Property was "unconstitutional and anti-Dayton", because the representatives of RS were right, noted Dodik.

“Now they pressure us not to sign and not to publish the law. I’m waiting to receive the law from the court and I’ll sign it immediately. The law didn’t need to be passed, but it was passed because they wanted to create a problem, primarily for the Republic of Srpska,” Dodik concluded.

BANJA LUKA -- The village of Kravice, in eastern Bosnia, held on Wednesday a memorial service to mark 18 years since the murder of 49 of its villagers.

The memorial today was followed by a commemoration of some 3,400 Serbs who were killed in the eastern Bosnia region during the 1992-95 war.

The ceremonies were attended by many local officials and organizations of war veterans and families of those killed, imprisoned or gone missing during the war.

Kravica residents expressed grief for their lost loved ones and indignation over the fact that no one has been punished for the crime during the past 18 years.

Diplomatic spat brews in Bosnia as Serb leader confronts EU overseer

Sarajevo - The leader of Bosnia's Serbs risked a diplomatic spat Thursday by attacking the authority of the international representative who has ultimate decision-making powers over the Balkan country, media reported.

Decisions made by High Representative Valentin Inzko, who also serves as the European Union's special representative for Bosnia, 'have no meaning to us,' Milorad Dodik was quoted as saying.

The representative's post was created following the 1995 Dayton agreement, which put an end to three-and-a-half years of civil war and fixed Bosnia's borders. Dodik has often challenged the terms of the agreement and threatened to secede.

Dodik's latest outburst was provoked when Inzko on Wednesday suspended a law that was to grant the country's Serb-dominated region ownership of state property within its borders. The legislation is to first be reviewed by the Constitutional Court.

The representative has the right, in extreme cases, to overrule and sanction national politicians - but western diplomats in Sarajevo said Inzko is unlikely to try to remove Dodik for his obstructiveness because he is backed by Russia.

The United States and the European Union are firmly behind Inzko.

Arguments over Bosnia's institutional set-up and the related power struggles between its Muslim, Serb, and Croat politicians has mired the country in political deadlock for years, an obstacle to its United Nations and European Union membership hopes.
