Sarajevo was chosen as his first stop abroad to show Belgrade's shift from its nationalist rhetoric of the 1990s, when Serbia supported its ethnic kin against the Muslim Bosniaks and Croats during the 1992-95 war in Bosnia.

The U.S.-sponsored Dayton peace accords ended the conflict, splitting the country into two autonomous regions, the Serb Republic - or Republika Srpska - and the Federation, dominated by Bosniaks and Croats.

"I came to visit Sarajevo and Bosnia as a friend ... representing a country that respects Bosnia's territorial integrity, which respects Republika Srpska, the Dayton agreement, all the people who live here," Vucic told a news conference.

In the Serb Republic, however, President Milorad Dodik has been calling for the country's secession. Neither region has the right to break away under the Dayton treaty, but Dodik has intensified his threats about an independence referendum, after Crimea seceded from Ukraine in a referendum and joined Russia.

Most analysts say his rhetoric is intended primarily to mobilize voters before a general election in October.

Serbia, which fomented the wars in the former Yugoslavia, has swung behind the goal of EU membership since the fall of strongman Slobodan Milosevic in 2000. It does not want to be seen as encouraging Bosnia's breakup.

"Nobody can destroy either Bosnia-Herzegovina or Republika Srpska," Vucic said. "The stability of the whole region is important for us."

Bosnia's Prime Minister Vjekoslav Bevanda, a Croat, said that meeting confirmed good relations between the two neighbors. "Our common assessment is that we need to look forward and close the divides of the past," he said.

Bosnian Serbs have resisted any reforms at the central level, which they see as infringing on their autonomy. That has slowed progress towards the European Union and NATO, which two other former Yugoslav republics, Croatia and Slovenia, have already joined.

Russia would not accept one-sided, biased approach to situation in BiH

Russian Ambassador to the United Nations, Vitaly Churkin, said at the United Nations Security Council debates on Thursday that Russia would not accept a one-sided and biased approach to the situation in Bosnia and Herzegovina.

He criticized a report by Valentin Inzko, the U.N. High Representative for Bosnia and Herzegovina, for being biased against Bosnian Serbs and an attempt to blame them for the recent political unrest in the country.

“The report understates the negative impact of Muslim-Croatian contradictions within the Federation of Bosnia and Herzegovina in which the rights of Bosnian Croats guaranteed by the Dayton agreements continue to be infringed on. We do not accept this one-sided and biased approach,” the Russian diplomat stressed.

Churkin said that Inzko was ignoring the situation in the Muslim-populated areas of the Federation of Bosnia and Herzegovina which had seen huge riots last February. The protesters stormed administrative buildings and set them on fire. Churkin reproached Inzko for trying to shift the blame to the Serb Republic in Bosnia (Republika Srpksa) and Bosnian Croats.

The Russian diplomat admitted that the general election scheduled for October 12 was having its impact on the situation in Bosnia and Herzegovina but said that it should not be overdramatized.

Churkin said that the potential of the mechanism of the UN High Representative for Bosnia and Herzegovina “had been exhausted” and called for the earliest start of “an inclusive internal dialogue for settling problems that face the country.”

I believe Hill is doing this on purpose to support the SDS, and I also believe he is a pathological liar," Dodik said while visiting the town of Šamac.

Hill made his remarks several days ago to reportedly say that dissatisfaction was "bubbling" in the Serb entity over "endemic corruption of its leaders, deals that make rich their family members, stories about luxury real estate in Belgrade and Cyprus, RS judges who are pressed to ignore bribery and ensure that cases of corruption never see the light of day in court. "

Dodik believes it is "sad that a representative of an embassy, ​​such as the American one, is behaving in this manner in a country," adding that he was "sending back false reports."

Yeah signs of Nick Griffin some years back, not that Dodik is a racial nationalist like Griffin

His pathetic sucking up to the jewish state hasn't stopped the Americans/EU and their special representatives from attacking him and continuing to work for a pro muslim centralized Bosnia. Also the head of Bosnia's jewish community (which is very pro muslim) has stated that he doesn't know why Dodik has chosen sides in the conflict and that he personally doesn't trust such support.

The president of the mainly Serb entity of Bosnia Herzegovina, Milorad Dodik, said on Monday his political program ‘‘is strengthening the autonomy of the Republika Srpska until independence is reached, and I think events in Crimea, with the referendum, set a good example which could be followed’’. He stressed the Balkan country could not survive the way it is.

Since the 1995 Dayton Agreement, which ended war, Bosnia-Herzegovina has included three populations — Orthodox Serbs, Catholic Croats and Bosnian Muslims — and two entities — the Republika Srpska (RS) and the Muslim-Croat Federation, each with its own institutional structure and government institutions.

There are also mainly tripartite central institutions, something which creates major difficulties in decision-making with vetoes by different ethnic groups, who are constantly at odds.

BANJA LUKA -- Bosnia's minister of external trade and economic relations Boris Tucic has resigned "over the sale of arms from Bosnia-Herzegovina to Ukraine."

This was announced on Thursday in Banja Luka by the president of Bosnia's Serb entity, the RS, Milorad Dodik.

The Sarajevo-based daily Dnevni Avaz has quoted Dodik as saying:

"The reason is that the minister did not want to allow weapons, that is, ammunition, to be sold to Ukraine. We presented our position earlier and it remains principled, so I think this resignation is an ethical act and I stand in complete solidarity with it."

Dodik's SNSD party nominated Tucic for the ministerial position.

Tanjug is reporting that Dodik said the minister "did not wish to agree to arms sales from Bosnia-Herzegovina to Ukraine," and was guided by the principle of not taking part in deliveries of arms "to a country at war with Russia."

Dodik also said that "enormous pressure was put on Tucic," while he acted ethically and resigned. The RS leader also said he accepted the resignation, in his role as the SNSD president.

"Those who gained power on the level of Bosnia-Herzegovina can now decide on that, while we will maintain our principled position against selling arms to a war zone," he said, and added:

"Russia has said clearly what it thinks about those deliveries, and that it would not be good for Bosnia, that is, the RS, to take part in it."

Life sentence confirmed for former RS official

THE HAGUE -- The Hague Tribunal on Wednesday confirmed a life sentence handed down to retired General of the Army of Republika Srpska (VRS) Zdravko Tolimir.



Tolimir, a former intelligence and security affairs assistant to the then commander of the VRS, Ratko Mladic, was found guilty of genocide against Muslims in Srebrenica in 1995.

This verified the first-instance verdict for Tolimir, pronounced in December 2012, the Beta agency reported, and added that Tolimir is the third former VRS officer to have been convicted of genocide in Srebrenica, after Vujadin Popovic and Ljubisa Beara, who also received a life sentence.

The Appeals Chamber presided by U.S. judge jew Theodor Meron "partially accepted seven counts of Tolimir's appeal, repealing the parts of the verdict which sentenced him for genocide in Zepa," the agency said, and added that Meron stated that "Tolimir's responsibility does not justify reconsideration of the sentence."

(Reuters) - The largest Serb party in Bosnia said on Saturday it would push for a referendum on independence for the country's autonomous Serb Republic in 2018, setting it on a collision course with the West, unless the region is granted greater powers.

The threat represents potentially the greatest challenge to Bosnian statehood since it split from federal Yugoslavia and descended into war that killed 100,000 people from 1992 to 1995.

The SNSD party, which is led by the Republic's nationalist president Milorad Dodik, adopted a resolution making the independence threat official party policy.

Dodik accuses state authorities in Bosnia of trying to usurp autonomous powers granted to the Serb Republic under a U.S.-brokered peace deal.

"The Serb Republic cannot accept any further takeover of its authorities by the state under the guise of reform," he told reporters after an SNSD convention.

The resolution states that unless the Serb Republic is able to strengthen its autonomy by the end of 2017, the regional assembly, in which SNSD currently holds a majority, will call a referendum to break from the Bosniak-Croat Federation, the other half of Bosnia.

"Based on the referendum results, the Serb Republic authorities... will propose to the Federation a peaceful dissolution and mutual recognition," it said, adding that the region would pursue membership of the European Union.

In response, the office of Bosnia's international peace overseer, who has the power to fire officials and overturn laws, said that under the 1995 peace accord, neither entity has the right to secede. "No party paper can change these facts," it said in a statement.


REFORM IMPASSE

Dodik argued that the Serb Republic's own constitution and laws left room for self-determination.

He has long advocated Bosnia's dissolution, putting him at odds with Western powers that have invested thousands of troops and billions of euros in securing sovereignty for the Balkan state.

Leaders of Bosnia's Muslim Bosniaks, Orthodox Serbs and Catholic Croats share little common vision of their country's future, frustrating reform efforts and progress toward the European mainstream.

While the Bosniaks want a strong, more centralized state, Serbs are fiercely defensive of their autonomy and some Croats want their own entity.

The SNSD resolution has the potential to undermine a new EU initiative to spur economic and political reform in Bosnia after years of stagnation that triggered unprecedented civil unrest in February last year.

Analysts speculate that Dodik has been emboldened by events in Ukraine and Russia's annexation of Crimea. He has also grown increasingly assertive since an election in October last year that shook his eight-year hold on power.

(Reuters) - A gunman shouting "Allahu Akbar" (God is greatest) attacked a police station in eastern Bosnia on Monday, killing one police officer and wounding two before he was shot dead, a police spokeswoman said.

The attack occurred at around 7 p.m. (1700 GMT) in Zvornik, a town in Bosnia's Serb-dominated autonomous region, the Serb Republic, which together with the Bosniak-Croat Federation makes up the Bosnia that emerged from the 1992-95 war.

"This is the worst terrorism attack that could happen in the Serb Republic," regional Interior Minister Dragan Lukac told local television, adding that security levels had been raised after the attack.

Lukac identified the attacker as 24-year-old Nerdin Ibric from a village near Zvornik. He said the attack was carried out while police officers were changing shifts, and that he obviously knew that most officers would be present at that time.

He said that Ibric drove his car to the police station and opened fire with a shot gun, killing a policemen before he stormed into the station and wounded two other officers. He was then killed in an exchange of fire.

Ibric also had a pistol and pockets filled with ammunition, while another shot gun was found in his car.

Lukac told the Serb Republic television that a man from Ibric's village said he had acted in a strange way in recent days and prayed in a local mosque in an unusual way.

"We have all indications that he was connected to the Wahhabi movement," he said, referring to the followers of the puritanical Sunni Wahhabi sect whose numbers have grown in Bosnia after the war under the influence of foreign fighters who had fought on the side of Bosnian Muslims against Bosnian Serbs and Bosnian Croats.

Doctors said the police officers' wounds were not life-threatening.

This was the first attack of its kind in the Serb Republic, though similar ones have occurred in the Federation, including a 2010 bomb attack on a police station in central Bosnia and an attack on the U.S. embassy in the capital Sarajevo a year later.

"What happened in Zvornik is a classic terrorist attack that deserves utmost condemnation," said the chairman of Bosnia's three-man inter-ethnic presidency Mladen Ivanic, a Bosnian Serb.

Most Bosnian Muslims practice a moderate form of Islam bullshit but some have become radicalised after the war, in which most victims were Muslims more bullshit. The government estimates that up to 200 have gone to Syria and Iraq to fight for the Islamic State group.

One policeman was killed and two others wounded in the attack on Monday evening.

During the extraordinary cabinet session, RS Prime Minister Zeljka Cvijanovic called for peace and tolerance and urged citizens to refrain from spreading panic and misinformation.

The embassy said it saw the referendum as "a threat to the security, stability, and prosperity of Bosnia-Herzegovina."

"We oppose this referendum and any preparation for it as as a violation of the Dayton Peace Accords, and because we fear the repercussions it will have for the people in the RS and for Bosnia-Herzegovina as a whole. We are engaging relevant U.S. government departments and agencies to determine an appropriate response to those responsible for creating this political provocation. We are in close coordination with the EU Mission and OHR on next steps," said a statement.

The RS Assembly in Banja Luka on Wednesday passed a proposal to organize a referendum on the state-level justice system, and plans to hold it within six months.

The U.S. embassy also said they were "encouraged to see legitimate debate emerge within the RS on the roots of this political maneuver and the motivations that underlie it," and added:

"This honest discourse on the disconnect between the corrupt forces driving decision-making in the RS and what is truly in the best interest of its people is indicative of the vibrant, transparent democracy Bosnia-Herzegovina could and should be."

"Nothing good can come of this referendum," said the embassy, and concluded:

"The future of this country and all of its citizens lies with continued integration with the European Union. That objective is clearly attainable, and we want to work with the people of the RS to improve their quality of life by making it a reality. It is now up to the entity's leadership to choose between progress, or political and economic isolation."

The Office of the High Representative (OHR) in Bosnia on Wednesday also reacted, quoting High Representative Valentin Inzko as "regretting that a majority of delegates in the RS National assembly adopted a proposal to organize a referendum on the state level judiciary" and his authorities, saying it "goes beyond the competences of the assembly."

"To ask citizens to vote against essential parts of the Dayton Peace Agreement is irresponsible and shows the readiness of a powerful elite to continue to drive the RS and Bosnia-Herzegovina into an ever deeper crisis," said the statement.

"Entity authorities should desist in their pursuit of a referendum which is in violation of the GFAP (the General Framework Agreement for Peace) and outside their jurisdiction and focus instead on delivering the promises they have made to voters to improve conditions within the RS," the OHR concluded.

Meanwhile, representatives of the Serb people in Bosnia believe that decisions of Bosnia's Court and Prosecution are aimed against the Serb population.

RS President Milorad Dodik said the Prosecution of Bosnia-Herzegovina was "under the direct influence of the Bosniak (Muslim) Party of Democratic Action (SDA)," and that the high representative, with the imposed laws, has created "a new justice system in Bosnia that is functioning contrary to the rule of law."

Slovak FM convinced RS referendum won't be held

Miroslav Lajcak says a planned referendum in the RS on the state-level judicial system in Bosnia is "unacceptable, and will certainly not be held."




The Slovak foreign minister spoke on the sidelines of a meeting of EU foreign ministers, who will also touch on the situation in Bosnia.

Lajcak said that RS President Milorad Dodik has violated an agreement reached in 2011 with then EU foreign policy chief Catherine Ashton not to call a referendum, but to solve the issues concerning justice within the structural dialogue EU-Bosnia-Herzegovina. For this reason, the Slovak minister said, a referendum would now be "morally unacceptable."

Lajcak told reporters that "the decision of the RS parliament to hold a referendum is not possible first for legal reasons, because it is unacceptable that an entity decides about institutions on the state level."

Lajcak told reporters also that it was "politically unacceptable, because the only way to resolve things in Bosnia-Herzegovina is through dialogue, not with unilateral moves." yet authority of RS has been eroding more and more in all spheres since Dayton, to where we now have something which is basically a centralized muslim dominated state.

"(Structural) dialogue is continuing, and Mr. Dodik gave up on his obligations and is asking for a referendum again. This is unacceptable and it is certainly not going to happen. BRUSSELS – EU High Representative for Foreign Affairs and Security Policy Federica Mogherini said that a possible referendum on the state judiciary of Bosnia-Herzegovina (BiH) in Republika Srpska (RS) would cause severe complications for BiH’s European integration.

The referendum would be “extremely problematic,” she said after Monday’s meeting of the EU foreign ministers in Brussels.

Mogherini stressed that all 28 ministers are concerned about the intentions of the entity President Milorad Dodik to organize a referendum on the state judiciary.

The date of the referendum has not been determined yet, which gives space for the idea to be reconsidered, said Mogherini.

The decision on holding the referendum was adopted by the Republika Srpska parliament on July 15.

Vucic visits Srebrenica memorial center

Serbian PM Aleksandar Vucic on Wednesday laid flowers and paid respects to the Srebrenica victims at the memorial center Potocari in Srebrenica.

Vucic led a Serbian delegation that paid respect to the victims, along with Srebrenica Mayor Camil Durakovic, Bosnian Presidency member Bakir Izetbegovic and chair of the Bosnia-Herzegovina Council of Ministers Denis Zvizdic.

The ceremony passed without incidents. Potocari was peaceful, with strong security measures in place.

The Serbian prime minister, accompanied also by RS President Milorad Dodik, will attend a regional investment summit in Srebrenica. Ahead of his trip today, Vucic announced that Serbia would make "a large money donation" to this municipality. so more muzzies can breed there

"We have shown our position by bowing in front of the innocent Srebrenica victims, and I believe a clear signal will be what Serbia is ready to do here. Beside respecting the past and understanding what happened, we are looking at the future with optimism." Vucic said in front of the Srebrenica Culture House, where the conference is held.

During marking of the genocide in Srebrenica on July 11 Vucic was attacked. The investigation into the incident produced no results.

The investment summit today will also be attended by representatives of all institutions and entities of Bosnia-Herzegovina, and invitees from the social-political life.

It has been announced that a Montenegrin deputy prime minister, envoys of the Slovenian president, and invitees from Croatia will also arrive to Srebrenica.

Bosnia: Killing of soldiers treated as act of terrorism

Enes Omeragic late on Wednesday in Sarajevo killed two soldiers of the Bosnia-Herzegovina Armed Forces before committing suicide in his home.

This has been confirmed for the N1 broadcaster by Bosnia's Security Minister Dragan Mektic. According to unconfirmed information, the man killed himself by detonating explosives.

Earlier in the day, Omeragic shot and killed two soldiers - a Bosniak (Muslim) and a Serb - in a betting parlor in Sarajevo's Rajlovac neighborhood, and then shot at a city bus, wounding another soldier, and also injuring lightly two more persons.

The incident is investigated as an act of terrorism, the Office of the State Prosecution of Bosnia-Herzegovina announced on Thursday morning, Tanjug reported.

Omeragic was a member of the radical Muslim Salafi movement, according to local media.

The public broadcaster of Bosnia's Muslim-Croat Federation (FBiH) entity reported that the attacker shouted "Allahu Akbar" as he entered the betting parlor.

Bosnia-Herzegovina Presidency chair Denis Zvizdic said on Thursday that the army had raised its level of readiness in all locations after the incident in Sarajevo.

Islamists "planned deadly attack" in Bosnian capital

A group of radical Islamists arrested in Sarajevo earlier this week "planned to carry out a deadly attack in the capital Sarajevo."

This was announced by State Prosecutor Dubravko Campara on Friday. He specified that the attack was planned for New Year's Eve, December 31.

The Prosecution of Bosnia-Herzegovina on Thursday asked that eight of the 11 men arrested during the December 22 operation be held for one month. The Court of Bosnia-Herzegovina accepted this proposal on Friday.

Explaining the demand to extend the detention, Campara for the first time confirmed there had been information that the group planned "a bombing terrorist attack aimed at killing more than a hundred persons."

The suspects allegedly planned to plant an explosive device under a police car in one of the locations where a large number of people gathered. But investigators are yet to find the explosive that would be needed for this - another reason, the prosecution said, why the group should be held in prison, as they might otherwise "destroy the evidence."

The suspects' lawyers, however, described the prosecution's claims as "absurd" and said their clients should be released, "as there is no evidence to confirm the commission of a crime."

The suspects named as members of the organized terrorist group, "close to Islamic State," include: Elvir Muratovic, Kemal Muric, Semir Salkovic, Zulfo Alajbegovic, Edin Tabakovic, Darko Peco, Elvir Masic, and Adis Kesan. They will be held for at least another month.

The crimes they have been accused of carry the penalty of least ten years in prison, Bosnian media have said.
