Ambassador: Russia against sanctions for RS

BELGRADE -- Russian Ambassador to Bosnia Alexander Botsan-Kharchenko says a referendum called in the Serb republic (RS) does not violate the Dayton Treaty.

The Serb entity in Bosnia has called a referendum focusing on the work of the Bosnia-Herzegovina Court and Prosecutor's Office - two institutions introduced in 2003.

International representative in Bosnia Valentin Inzko said the referendum was contrary to the Dayton Treaty, called on RS authorities to cancel it, and warned the decision to call it would be annulled by his office, the OHR.

Botsan-Kharchenko, however, underlined in an interview for the Belgrade-based daily Večernje Novosti that his country opposes the use of the so-called Bonn powers given to international representatives in Bosnia for possible sanctioning of RS officials, and that the solution has to be reached through dialogue.

Kharchenko underlined that Russia, as a guarantor of the Dayton Treaty, finds amendments to the document unacceptable.

"As a guarantor of the Dayton Treaty, the issue of integrity of Bosnia-Herzegovina is not questionable as well as the capacity of the RS entity and the (Muslim-Croat) Federation of Bosnia-Herzegovina," he explained.

Kharchenko believes that the issue of the RS referendum is not Bosnia's "greatest problem", and that the fact that the council of ministers has not been formed for seven months after the elections is far more serious.

When the newspaper's reporter observed that the RS has been pointing to "bad and biased work of the Bosnian Court and Prosecutor's Office for over four years but that no one reacted", Kharchenko underlined that this was "the key problem".

"RS has been warning about the problem with the Bosnia-Herzegovina Court and Prosecutor's Office. However, the Office of the High Representative (OHR) paid no attention to this. It is due to the indifference of the OHR that the situation has escalated to this stage today," the ambassador noted.

"RS must withdraw decision on referendum"

NEW YORK -- The Serb Republic (RS) decision hold a referendum in June is the most serious violation of the Dayton Peace Agreement, a UN Security Council debate heard.



The referendum question in the Serb entity will relate to the validity of the powers of the high representative and many state-level institutions, including the Court of Bosnia and Herzegovina.

RS authorities, particularly President Milorad Dodik, have also "continued openly to question the territorial integrity and sovereignty of Bosnia and Herzegovina", high representative for Bosnia Valentin Inzko said in New York on Monday.

Inzko warned that unless the Serb entity's authorities withdraw the referendum, "I will have no choice but to repeal the conclusions and referendum decision."

He noted that there is no prospect of a new state government being formed, seven months after elections were held, with political parties continuing to play zero-sum politics.

The legislative process has stalled, resulting in no progress towards integration with the European Union (EU) and the North Atlantic Treaty Organization (NATO), and the economy is under severe pressure, he said.

The RS authorities continue to deny that genocide took place in the town of Srebrenica in 1995, even though this fact has been confirmed by international war crimes tribunals, Inzko added.

The High Representative stressed that the recent developments underline the need for a continued international presence with an executive mandate and he cautioned against any "international fatigue" about the situation in Bosnia and Herzegovina.

The ambassadors of the European Union, US, UK, Germany, Portugal and several other countries except Russia expressed their support to Inzko and any measures he intends to take.

The US ambassador expressed hope that leaders in Bosnia will overcome the existing problems through dialogue and carry out the necessary reforms and thus secure peace and stability in the country.

Russia's ambassador said Inzko's report was emotional rather than objective.

Russia does not see the RS referendum as a direct violation of the Dayton Accord, and urges dialogue in Bosnia-Herzegovina, he said.

Problem is there is no leadership, only traitors and ZOG whores.

If the RS proclaimed independence Serbia would condemn it and cut all ties, even impose sanctions. NATO would also involve itself agian, they still have troops in the country and they could quickly bring in more to crush the population, which it must be noted has been completely and thoroughly disarmed since 1995 when NATO took over.

Dodik changes mind on referendum

BANJA LUKA -- RS President Milorad Dodik said in Banja Luka on Friday that the referendum on the decisions of high representatives in Bosnia was "unnecessary".

He also said that visiting High Representative for Foreign Affairs and Security Policy of the European Union (EU) Catherine Ashton promised the EU would form a commission for restructuring the judicial institutions in Bosnia.

At a joint news conference with Ashton following their meeting, Dodik said he would call on the RS parliament to discuss the latest developments.

I hope for support because the EU is ready to carry out the restructuring of judicial institutions in Bosnia, Dodik said.

Ashton promised that the EU would form a commission to establish a dialog on the restructuring of Bosnia judicial institutions.

Stressing the commitment of the Union to resolve issues concerning Bosnia-Herzegovina, she pointed to certain shortcomings in the work of the Bosnia Court and Prosecutor's Office, noting that the EU Commission would analyze the problems and make relevant recommendations.

Ashton also welcomed the fact that the referendum threats were removed for the time being, promising EU engagement in resolving relevant issues.

“RS won’t secede from Bosnia-Herzegovina”

BANJA LUKA -- Republic of Srpska (RS) will not start adventures such as secession from Bosnia-Herzegovina, said RS President Milorad Dodik.

He added that the RS wanted to keep the balance established by the Dayton Agreement.

"Bosnia-Herzegovina can survive only if the rights of RS, guaranteed by the Dayton Agreement, are respected. The Bosniaks should also adhere to the Dayton Agreement in order to preserve Bosnia-Herzegovina. The way they are acting now is the best way to destroy the country," Dodik told daily Politika.

He noted that dialogue on judiciary reform in Bosnia-Herzegovina agreed at the meeting with EU High Representative for Foreign Affairs and Security Policy Catherine Ashton, would start in early June, when EU Enlargement Commissioner Stefan Fule will arrive in Banja Luka to head the first meeting.

"An EU expert delegation will come with him, and representatives of RS and the Federation of Bosnia-Herzegovina as well as joint bodies will take part. Difficult talks are ahead, and they will definitively show if the current justice system in Bosnia-Herzegovina can survive," he said.

The RS president stressed that the RS was not asking for any rights outside of the Dayton Agreement and the Bosnia-Herzegovina Constitution.

He said that he decided to postpone the referendum on the Bosnia-Herzegovina Court and Prosecutor's Office after the meeting with Ashton, because "new facts surfaced, which did not exist when I asked the RS parliament to schedule the referendum."

"We have the right to defend our rights through democratic means, and we will not give that up. The key sentence in the agreement with the EU is that a referendum is not necessary right now," Dodik stressed.

Muslims seek apology from RS president

SARAJEVO -- Islamic Community in Bosnia-Herzegovina has condemned Republic of Srpska (RS) President Milorad Dodik’s recent statement.

Dodik said that “Serbian people in Bosnia-Herzegovina do not believe in Muslims’ good intentions”.

Muslims have called Dodik’s statement given to Vienna-based daily Der Standard “alarming and frightening” and said that it is very similar to statements made by former RS President Biljana Plavšić in 1993 that “Muslims are genetically poor material”.

The announcement reads that Dodik’s recent statement is similar to his 2008 position that it was unacceptable to the RS that “Muslims try Serbs”.

“The Islamic Community in Bosnia-Herzegovina, that has an obligation to protect rights and interests of its Muslim believers, considers Milorad Dodik’s statement to be chauvinistic, anti-Islamic and Islamophobic, that incites hatred toward a religious group from the highest level of institution of power and system,” the Islamic Community pointed out in the announcement.

It added that “inciting hatred toward more than a billion Muslims in the world and denying that a global religious community has good intentions is a highlight of racism and fascism”.

The Islamic Community in Bosnia Herzegovina has called on Dodik to take back his statement, warning that it will otherwise request international, government institutions and NGOs to react to these “threatening messages”.

SARAJEVO, Aug 11 (Reuters) - A lack of U.S. and European interest in Bosnia may embolden Serb and Croat separatist plans and result in the eventual disintegration of the fragile Balkan country, a former U.S. diplomat said.

"The United States doesn't care anymore, the whole attitude is that it's a European problem and Europeans should handle it," said William Stuebner, who held several diplomatic posts in Bosnia during and after the 1992-95 war, Europe's deadliest conflict since World War Two.

"Well, when the last time you ever saw Europeans handle any big problem? So consequently, if these guys would dismantle Bosnia-Herzegovina, there is no one to stop them, there is no one to check that," Stuebner said in an interview.

He spoke after the Sarajevo-based magazine Dani published the first chapter of his Bosnia memories, "A Dragon Sleeps."

Ethnically divided Bosnia has been in a political deadlock for years because of the bickering of its Serb, Croat and Bosniak (Bosnian Muslim) elites. The country still does not have a national government 10 months after October's election because of the ethnic disputes.

The U.S.-sponsored Dayton peace agreement ended the war dividing the country into two rival autonomous regions, the Muslim-Croat federation and the Serb Republic, joined in an uneasy co-existence under a weak central government.

"The Dayton agreement was a deal with the devil," said Stuebner, a former Pentagon official who first came to Bosnia early in the war to help set up an airlift of humanitarian aid to the citizens of besieged Sarajevo.

The Bosnian capital endured modern history's longest siege, 43 months long, under Bosnian Serb attack. At least 100,000 people were killed during the war.

"The Dayton agreement legitimised and enshrined ethnic politics, something that violated our most sacred principles and something that we in the United States would never accept in our own system," Stuebner said.

SEARCH FOR TRUTH

The Serb and Croat nationalists aspire to formally divide Bosnia into three ethnically based entities but the move is strongly opposed by Bosniaks, who suffered the most casualties during the war.

The Bosnian Serbs, who have often threatened secession of their region from Bosnia, are blocking in parliament key laws needed for Bosnia's Euro-Atlantic integration and international financial aid.

Analysts see the move and their initiative for the demarcation of boundaries between the two regions, which are now invisible, as part of preparations for secession.

The Bosniaks hope the international community, which has been strongly involved in rebuilding of Bosnia after the war, will intervene to keep the country together. The Bosnian Serbs rely on strong support from Russia and Serbia.

"Ultimately, if the country really splits, I don't think anyone, especially the European Union, is going to step in strongly enough to keep Bosnia-Herzegovina," Stuebner said.

Stuebner, who fears that Bosnia may disintegrate in few years unless its ethnic based set up is changed, sees the only solution as revealing the truth about the war.

His book will be published chapter-by-chapter each month and be open for reader feedback.

"I think the greatest danger for the future is the fact that the different versions of the history are being created," he said. "There's so much that went on, so much confusion and so much mythology that have to be a way to cut through that."

Stuebner acknowledges the process to bring the truth and reconciliation will take a long time: "It's not going to be easy and it's going to be generational. We have to end this collective madness." (Editing by Adam Tanner and Alison Williams)

SARAJEVO, BANJA LUKA -- The Islamic Community in Bosnia-Herzegovina will propose Muslim countries' ambassadors to deny hospitality to Republic of Srpska (RS) President Milorad Dodik.

The Islamic Community in Bosnia-Herzegovina will also ask the Muslim countries to declare Dodik persona non grata.

According to the announcement, the RS president has been continuously making chauvinistic, racist statements about Muslims that incite hatred and distort the facts.

Bosnia-Herzegovina Parliamentary Assembly’s Committee on Human Rights and Ethics Chairman Aleksandra Pandurović has stated that the Islamic Community’s release represents a terrifying hate speech and a reason for concern in the entire country.

“Chief Mufti (Mustafa) Cerić is through this release being promoted to an ayatollah and making himself equal with the Islamic Community and the Bosniak parties’ policy. No one in the RS has anything against Bosnian Muslim’s tradition and no one is afraid of radicalism that was imported here during the war and that has grown its roots,” she told Banja Luka-based daily Nezavisne novine.

The Islamic Community in Bosnia-Herzegovina said in the statement that “it is not a rare situation that Dodik treats Bosniaks as Bosnian Muslims or just as Muslims, which represents an impudent denial of their national identity”.

“Denial of one people’s national identity in fact represents renewal of defeated and rejected ideologies of apartheid and fascism,” it is said in the announcement.

The Islamic Community in Bosnia-Herzegovina pointed out that Alliance of Independent Social Democrats (SNSD) and Bosnia-Herzegovina Council of Ministers Chairman Nikola Špirić was following in Dodik’s footsteps.

“Such policy is preparing a new genocide and persecution of Bosniaks just because they are Muslims, and all the UN member states are obligated to fight against genocide and everything that leads to it,” the release reads.

The Islamic Community expects all relevant political factors to recognize, condemn and stop “Dodik’s dangerous and anti-human policy”.

“It is especially important that Belgrade realizes this because their friendship and support to Milorad Dodik mean they are standing behind his chauvinistic and racist statements and insults of Islam and Muslims. The deadly virus of destruction and evil needs to be isolated,” the Islamic Community pointed out in the announcement.

19 years since massacre of Serbs in eastern Bosnia

BRATUNAC -- Officials marked on Thursday the 19th anniversary of the massacre targeting Serbs in the village of Kravica, eastern Bosnia-Herzegovina.

49 people were murdered in 1993 when their village was raided by Bosnian Muslim forces on Christmas day.

The Muslims were commanded by Naser Orić.

688 Serb homes were burnt down, 80 villagers were wounded and survivors are still waiting for justice, the Serb Republic (RS) public broadcaster RTRS said. 200 facilities and 27 community venues were also destroyed in the attack.

Over 1,500 Serbs, mostly women, children and elderly, were killed in separate attacks that took place on most important Serbian Orthodox holidays: St. Peter's Day, St. Dimitry's Day, St. Nicholas' Day and Christmas, Chairman of the Committee for Nurturing the Traditions of Liberation Wars Velimir Dunjić said and added that "some factors in the international community are trying to obstruct the commemoration of this and some other dates as well".

The service honoring fighters and civilians killed on Christmas day in 1993, and all 3,267 Serbs killed in the eastern Bosnia region, was served in the Church of the Holy Apostles Peter and Paul.

Representatives of the RS government, Bratunac municipality and veterans' associations laid wreaths at the central memorial stone.

Over 1,000 local citizens were expelled from Kravica during the 1992-95 war.

Families of the victims, survivors and friends said they were outraged by the actions of the Bosnian judicial bodies because, as they said, a large number of criminals are still walking around nearby Srebrenica as free people.

Muslims want RS Day declared "genocide day"

SARAJEVO -- Islamic organizations in Bosnia-Herzegovina demanded, in completely identical statements, that the Republic of Srpska (RS) Day be declared the genocide day.

The RS celebrates its national day on January 9.

Citing rulings of the International Court of Justice in The Hague, they said the entire month of January should be declared "the day of truth" because of the genocide committed by RS institutions against the Bosniaks in Bosnia-Herzegovina.

The citizens association Young Muslims, which calls RS a “so-called republic”, points out that in celebration of this day, which is also the patron saint's day of the smaller Bosnian entity, will involve the RS government, schools, municipalities, as well as church services and other ceremonies.

According to the statement, the Bosniaks see this as an open wound and should finally do something more.

A statement published on the website of the Islamic Community of Bosnia-Herzegovina says the Young Muslims decided to support an initiative to organize book promotions, exhibits, round tables, forums and lectures about genocide all over Bosnia-Herzegovina on every January 9.

Young Muslims called on all Bosniak associations, organizations, institutions and all pro-Bosnian political parties to get involved in these activities.

The Bosniak Cultural Community "Renewal" from Kalesija also supported the initiative.

Incident treated as "assassination attempt"

BELGRADE -- The probe into weapons found in Banja Luka sports hall is being conducted as if it was an attempted assassination of Serbian Boris Tadić, daily Blic writes.

According to the daily, the incident is treated as the assassination attempt due to ties that Božidar Stanišljević, who admitted bringing the weapons into the venue, had with the criminal underworld.

Quoting sources from Serbian police (MUP), Blic writes that the weapons trail leads back to Luka Bojović, a boss of a Belgrade gang.

The daily also reports that Stanišljević had connections with a former State Security Service employee and a gangster Ljuban Ećim who is very close to Bojović.

Ećim was also Željko Ražnatović Arkan’s best man and he tried to form a unit similar to Red Berets during the war in Bosnia-Herzegovina.

He was on the U.S. black list under suspicion of financing Hague indictees with drug money.

The incident, which included stashed weapons in the sports hall where a celebration of the 20th anniversary of the Republic of Srpska (RS) was held and which was attended by top Serbian and RS officials, is being treated as a terrorist attack due to those connections, Blic has learned from police sources.

The same sources say that there is still no solid evidence but that the investigation is being conducted as if Tadić’s assassination was planned.

Serbian government’s Media Office Chief Milivoje Mihajlović says that it is impossible that only one person was behind the incident.

He added that he would not like to give any further comments before the end of the investigation and that all he could say was it was a very grave situation when you had Serbia's state officials gathered in a place hiding weapons.

The RS police arrested Stanišljević on Tuesday under suspicion that he had brought three kilograms of TNT, a detonator, a sniper rifle, two automatic rifles, two Scorpion guns, a silencer and 400 bullets of various calibers into the sports hall. According to media reports, the suspect turned himself in to the police and said he wanted to sell the weapons.

Croat president: RS is constitutional reality

ZAGREB -- Croatian President Ivo Josipović has said he sees the Serb Republic (RS) as "constitutional reality in Bosnia-Herzegovina".

Croatia believes it is vital to have communication and cooperation established with every entity in Bosnia, including RS, he was quoted as saying.

"I find the constitutional structure of Bosnia-Herzegovina to be the foundation of Croatia's relations with Bosnia-Herzegovina," Josipović said, adding that Bosnia "should take care of itself on its own, rather than to seek arbitration on internal conflicts outside".

Speaking about his relations with RS President Milorad Dodik, Josipović pointed out that Dodik's statements during their meetings had always been fair.

The Croatian president said that during the forthcoming meeting between the presidents of Bosnia-Herzegovina, Croatia and Serbia on Mt. Jahorina in south-eastern Bosnia and Herzegovina, scheduled for February 3, the heads of state should continue the open talk o regional problems and bilateral relations.

"We will discuss European perspective of southeastern Europe, the new situation we should be prepared for after Croatia becomes a full-fledged EU member," Josipović said for Dani, a Sarajevo-based weekly.

Josipović stressed that the question of forming a separate Croat entity in Bosnia-Herzegovina was not one that should be addressed to him, but that he was committed to the principle of equality of the three constitutive peoples and citizens in Bosnia.

Post-war Bosnia is made up of two entities: the Serb Republic (RS), and the Muslim-Croat Federation of Bosnia (FBiH).

Bosnia's territorial integrity "unquestionable"

SARAJEVO -- Bosnia-Herzegovina is "democratic, multiethnic, sovereign and independent, with unquestionable territorial integrity", says the U.S. embassy in Sarajevo.


According to the local newspaper Dnevni Avaz, the embassy's Office of Public Affairs issued a statement in reaction to a debate in held in Belgrade between Serb Republic (RS) President Milorad Dodik, and Čedomir Jovanović, who heads the LDP party.

According to this, the American embassy recalled that the U.S. recognized Bosnia "on April 7, 1992 and that Bosnia became a UN member on May 22, 1992".

"The International Criminal Tribunal for former Yugoslavia (ICTY) noted in its ruling that the Srebrenica massacre was an act of genocide," the U.S. Embassy stated as reported by Dnevni Avaz on its website.

The embassy "expressed disappointment over the rhetoric which calls the basic fact into question".

During the debate in Belgrade on Wednesday debate, Dodik stated that he did not deny that a crime against Bosniaks was committed in Srebrenica in 1995, rejecting Jovanović's claim that the entity (RS) was "founded on the Srebrenica genocide", and noting that the Serb Republic was founded in 1992.


Note : Jovanovic of the LDP {liberal democratic party} is a gypsy who calls for the elimination of the RS.

"RS will never let Bosnia recognise Kosovo"

BANJA LUKA -- Speaker of the National Assembly of the Serb Republic (RS) Igor Radojičić has said the Serb entity "will never allow Bosnia-Herzegovina to recognize Kosovo".

The pressure of the international community is not so strong any longer, and the RS has more control over its own destiny, he said.

"The people here are strongly committed to RS. You cannot find a single party or a serious politician that is ready for a revision of the Dayton Accords, which would lead to the abolishment of RS. It will surely survive, despite all the challenges it is faced with," Radojičić said in an interview for the Monday edition of Belgrade daily Večernje Novosti.

Asked if he is satisfied with the attitude of the current Serbian authorities towards the RS, he said that communication is good, but that more effort should be invested in economic projects.

He also touched on the issue of judiciary in Bosnia, which he does not find satisfactory.

"These institutions have been imposed by the decisions of the High Representative. As far as war crimes, they imply one law when Serbs are in question and another when dealing with others. There is no adequate legal protection," Radojičić said.

He also cautioned about increasing radical Islamism in Bosnia-Herzegovina.

Serbian, as a fan of your posts and someone who very much agrees and largely shares your ideological outlook, allow me to reply to this thread in the general sense (without specifically replying to a specific post).

What has been done against the nation (read: people) of Serbia is absolutely vile, disgusting and it's near-incomprehensible. It's what woke me up and eventually motivated me to
study the Hebraeic menace; Holbrooke, Schumer, etc., anyone? What further disgusts me is that supposed anti-war activitsts were silent during the 1990s. Or what about '9/11'? Besides suspecting Serbians behind it, which would make sense in the form of pay-back, I always found it curious how that supposed "Al-Qaeda" battling neo-con bad boy 'Dubya' Bush has up to the end of his prostitution shift in 2008 been a staunch advocate for the genocide and mongrelization of Serbia and Europe in general. One would think that, considering the 'Islamic terrorism' of '9/11', he'd have adjusted his views with regard to carving out Islamic mongrel 'Israels' for his Al-Qaeda darlings in former Yugoslavia...

If any people in the world demands reparations, it would be the Serbians!

The real damage to the nation is not being done by outsiders it is done by local criminals. These people are much worse than NATO and shiptars.

Well we can debate on whether Islamists were behind 9-11, my personal view is that it was a Mossad operation from start to finish. I'm not saying it didn't involve stupid muslims on some level as cannon fodder, but the planning funding and logistics was Israeli.

It's a true tragedy, in time and space. Serbia's humanity was demonically denied, along with claims of alleged crimes and therefore a justification to commit genocide against the Serbians. An ostensibly White, Indo-European annex Aryan, people was displaced from many of its indigeneous territory.

Well, that's called a bad conscience and which can be seen as an admission of guilt, by fearing such repercussions.

Naturally an Aryan people shan't expect any kind of apology, in any sensible form. That's all part of the game and an indication of the status quo.

I do think Serbians deserve reparations. In fact, not only the USA, but also the EU (of course), Saudi Arabia, Pakistan and the Soviet Union also owe the Serbian nation an apology (in the very least).

Germans are coughing up for alleged crimes, including of the 'thought' category. After all those years, decades, they're still paying up and on their knees. Germany is no more, the Federal extension of Washington D.C. has sanctioned a German-language colonial entity in its place. Or, concentration camp? (Unless anyone's idea of a free, autonomous and healthy nation includes more occupational military bases than in all current war zones combined and laws that can land you up to half a decade in jail for 'denying' alleged '[war] crimes'...)

The involvement of Saudi Arabia, Pakistan, and even Iran, was only possible because of the direct approval of Washington. The US conducted airlifts of weapons from the Middle East into Bosnia, using the airports in Tuzla and Sarajevo {which the BSA, under pressure from Belgrade, had foolishly handed over to the UN}. The UN also transported foreign mujahideen fighters around Bosnia in their vehicles.
